CTOW/Renewal/LDHKH/2022/19547517 dated 29/08/2022 valid upto 30/09/2027 and the Air Act, 1981 vide no. CTOA/Renewal/LDHKH/2022/19547518 dated 29/08/2022 valid upto 30/09/2023 for processing of Paddy @ 3.0 T/Hour to produce Raw Rice <strong>(with Drier of Capacity 32 Tonne/batch)</strong> @ 2 T/Hour.</span></p>
<p class="MsoNoSpacing" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 1.0in; line-height: 115%;"><span style="mso-bookmark: _GoBack;"><span style="font-family: 'Bookman Old Style','serif';">Now, the industry has applied for renewal of consent to operate under the the Air Act, 1981 alongwith requisite documents through OCMMS. The rice sheller has already deposited consent fee of Rs. 42000/- vide online R no. N221222072476275 dated 09/08/2022 as Air consent fee against the fixed assets of Rs. 135.52 Lacs as on 29/06/2022, as per CA Certificate dated 29/06/2022. The total consent fee is adequate <strong>upto 30/09/2027</strong> under Air act as per Board's Office Order dated 29/10/2018. </span></span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in;"><span style="mso-bookmark: _GoBack;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif';">Accordingly, the industry was visited by the undersigned alongwith ASO, Air Lab, Head Office, Patiala on <strong>07.03.2023</strong> and it was observed that: </span></span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in;"><span style="mso-bookmark: _GoBack;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif';">Now, the industry has submitted the analysis report of the stack emission sampling carried out from Sheller Section by Board's Lab on <strong>07/03/2023</strong>. As per the analysis results, the concentration of SPM was found to be <strong>266 mg/Nm3</strong><span style="color: red;"> </span>which is within the permissible limits as laid down by the Board.</span></span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; margin: 12.0pt -.9pt 10.0pt 0in;"><span style="mso-bookmark: _GoBack;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri;">It is intimated that CPCB has already issued modified directions u/s 18(1)b of the Water Act, 1974 & the Air-Act, 1981 regarding Harmonization of Classification of Industrial sectors under Red/Orange/Green/White categories vide its letter no. B 29012/ESS/CPA/2015-16/85-84 dated 7.3.2016 alongwith the "Final document on revised classification of Industrial sectors under Red, Orange, Green & White categories" which also includes the consent period for which the consents are to be granted to Red, Orange and Green category industries for 5 years, 10 years and 15 years respectively. Further, Board vide Head Office letter no. SEE (HQ-2)/2018/ 9982-10003 dated 27/08/2018 has directed to strictly follow the consent validity criteria for Red, Orange and Green category industries as mentioned in the modified directions issued by CPCB u/s 18(1)b of the Water Act, 1974 & the Air Act, 1981 i.e. consent to Red, Orange and Green category industries may be granted for 5 years, 10 years and 15 years respectively. But, in the subject cited case, the industry has deposited consent fee only <strong>upto 30/09/2027</strong>.</span></span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; margin: 12.0pt -.9pt 10.0pt 0in;"><span style="mso-bookmark: _GoBack;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif';">Further, PPCB has issued office order no. 443 dated 09.08.2021 with subject Auto 'Acknowledgement-cum- Renewal Certificate' for regulatory clearances has mentioned that in suppression of Board's office order no. SEE(HQ)/F. No. 957/2016/59 dated 02.02.2016 and to provide ease of doing business to the entrepreneurs, the Board in its 185th meeting held on 07.01.2021 has decided to extend the facility for auto generated renewal to all categories of small scale industries / projects, without inspection / physical verification of the environmental parameters at the time of submission of such application(s) subject to the certain stipulations.<span style="mso-spacerun: yes;"> </span></span></span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="mso-bookmark: _GoBack;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';"><span style="mso-tab-count: 2;"> </span>In view of the above, it is therefore recommended that the consent to operate applied under the the Air Act, 1984 may be renewed <strong>upto 30/09/2027</strong> for Processing of Paddy @ 3.0 T/hour to produce Raw Rice @ 2.0 T/hour <strong>(with drier)</strong> with usual conditions (auto generated) alongwith the following special conditions as under:</span></span></p>
