It is intimated that the industry is a medium scale orange category induction furnace unit. Earlier the industry was granted 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 CTOW/Varied/LDH1/2022/18341591 dated 25.05.2022 valid up to 31.05.2025 & Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/LDH1/2022/18341441 dated 25.05.2022 valid up to 31.03.2025 for the operation of one induction furnace of capacity 10 TPH and for the production of steel ingots/billets @ 128 MT/day with special condition that the industry will comply with term & conditions of EC granted to it vide no. EC22B008PB174549 dated 22.01.2022.           Thereafter the industry was granted amended EC for manufacturing of ingots/billets @ 1,15,500 TPA with change in machinery i.e. instead of 2 induction furnaces of 10 TPH and 20 TPH capacity, 1 single induction furnace of capacity 30 TPH with same capacity of already installed rolling mill i.e. 15 TPH, vide SEIAA/MS/2023/161 dated 31.01.2023. Presently industry has installed 1 induction furnace of capacity 10 TPH and instead of installing 20 TPH furnace, the industry has been granted EC to install single induction furnace of 30 TPH and dismantling existing 10 TPH. Now the industry has applied consent to established (for expansion) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for installation of new induction furnace of capacity 30 TPH and dismantling of existing 1 no. induction furnaces of 10 TPH.           The industry has uploaded feasibility report of proposed APCD to be installed on 30 TPH induction furnace, project report, compliance report of earlier granted consent to operate under Water Act, 1974 and Air Act, 1981, Partnership deed, Compliance of EC granted by MOEFF&CC and Copy of CLU granted by Senior Town Planner vide memo no. 4640 dated 30.10.2018. The industry has submitted the proposal to install one induction furnace of 30 TPH and after installation of said furnace, existing induction furnace of 10 TPH will be dismantled. So, the melting capacity will remain within the limit of 30 TPH as per approval of MOEF&CC.           The industry has deposited Rs. 10800/- vide no. 54873042 dated 06.10.2022 as NOC fee which is adequate upto 27.10.2023           The industry was visited by AEE of this office on 22.02.2023 & observed that:- 1.    The industry was in operation during visit. 2.    The industry has installed induction furnace of capacity 10 TPH. 3.    The industry has installed the side hood with Spark arrester & Bag Filter House as per design of PSCST, Chandigarh as APCD as per design of PSCST, Chandigarh with adequate stack height. 4.    The industry has also submitted the certificate from the PSCST, Chandigarh issued regarding installation of side hood and APCD as per the design of PSCST, OD:B/Agenda Note Chandigarh. 5.    The industry has appointed dedicated staff for operation / maintenance of APCD / collection system and following the SOPs of PSCST. 6.    The industry has installed the one concast finishing machine and one rolling mill as per NOC granted to it. 7.    The air emission samples were collected from the 10 TPH induction furnace of the industry during earlier visit on 22.02.2023 and as per analysis report received from Zonal Lab vide no. 2760-62 dated 28.02.2023, the result are within the prescribed limit of the board i.e. 64 mg/NM3 against the limits of 150 mg/Nm3 8.    There is no source of trade effluent only domestic effluent is generated, which is discharged onto land for plantation after septic tank. 9.    The industry has also maintained the record of operation of APCD, APCD dust generation and storage which was checked and found in order. 10. The industry has installed two DG sets of capacity 140 KVA & 600 KVA with canopy and adequate stack height. 11. The industry has also submitted the building plan approved from the Director of Factories, Punjab/ approved Architect of Director of Factories, Punjab. 12. The industry has already submitted CLU vide STP letter no. 343 dated 06.02.2018 as per which site of the industry falls under Industrial Land Use Zone as per Master Plan Ludhiana, (2007-2031) and also allowing industrial purpose use to steel billet unit vide STP letter no. 4640 dated 30.10.2018.          In view of above, it is recommended that, 'Consent to Establish' (NOC for expansion) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for installation of single induction furnace of capacity 30 TPH may be granted upto 21.03.2024 to the industry with suitable terms and conditions and with special condition that:- 1.    The industry will dismantle existing induction furnace of 10 TPH capacity. 2.    The industry will not use quantity of raw material excess than 127250 TPA and product from 115500 TPA, as mentioned in Environmental Clearance granted to the industry by MOEF&CC. 3.    The industry shall install STP of capacity 5.2 KLD well before commissioning of proposed 30 TPH induction furnace.   4.    The industry will comply with SOP for induction furnaces and will also comply with all the terms and conditions mentioned in the Environmental Clearance granted to it.
