<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">The previous CTOs were granted to the industry on 07.07.2019 (valid upto 30.06.2024) for production of lead alloys @ 5 TPD from lead acid battery plates/lead scrap @ 2100 TPA. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">The industry was granted authorization under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 for generation, collection, storage & disposal of hazardous waste of category 9.1 & 9.2 on 05.01.2022 (valid upto 30.06.2024). </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">The industry has also obtained registration cum passbook for utilization of lead acid batteries/lead scrap on 26.02.2020 (valid upto 26.02.2025).</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">The industry was visited on 25.11.2022 and apart from other violations; it was observed that the industry was carried out expansion by installing new rotary furnace. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">Notice u/s 33-A of the Water Act, 1974 & u/s 31-A of the Air Act, 1981, revocation<span style="mso-spacerun: yes;"> </span>of consents under Water Act, 1974 & Air Act, 1981 and revocation of authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 was issued to the industry alongwith an opportunity of personal hearing before Chief Environmental Engineer (B) of the Board on 15.12.2022, which was postponed due to administrative reasons and an opportunity was afforded to show cause in writing to the industry w.r.t. notices issued within 07 days vide this office letter no. 5920 dated 13.12.2022, however no reply was received in the matter. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">Now the industry has applied for obtaining varied consents to operate under the Water Act, 1974 & Air Act, 1981 as it has installed new rotary furnace & refining pot alongwith the existing mandir bhatti. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">The industry has submitted a letter issued by the Joint Director, Director of Factories, Punjab dated 16.02.2023, wherein it has been informed that after installation of rotary furnace and refining pot, the slag will be processed through modern technology and the production capacity of the lead smelting unit will remain the same for which the approval has already been granted by the Site Appraisal Committee vide letter no. 12269 dated 14.10.2011. Since, there is no increase in the production capacity as such no approval is required from the Site Appraisal Committee.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">The visiting officer has reported that the site was visited on 24.02.2023 and was not in operation; however was found complying with the provisions of the Water Act, 1974 & Air Act, 1981; HOWM Rules, 2016 & SOPs prescribed for such type of unit. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">In view of above, if approved varied consents to operate under the provisions of the Water Act, 1974 & Air Act, 1981 be granted to the industry upto 26.02.2025 (upto the validity of the passbook issued to the industry), subject to the following conditions:-</span></p>
