File Note: <p class="MsoListParagraphCxSpFirst" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; line-height: normal;"><span style="font-size: 11.5pt; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast;">The unit is a large scale Common Effluent Treatment Plant of capacity 5000 KLD and was granted consent under Water Act, 1974 dated 12.04.2022 valid upto 31.03.2023 for Common Effluent Treatment Plant of Capacity @ 5000 KLD using Chemicals (Ferrous sulphate @ 3.0 MTD &amp; Poly-electrolyte @ 0.02 MTD) for treatment of effluent and CETP of capacity 5000 KLD for trade effluent of tannery units at Leather Complex, Jalandhar Into Kala sangha drain through CETP followed by dilution cum mixing tank provided at STP Peerdad.</span></p> <p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; line-height: normal;"><span style="font-size: 11.5pt; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast;"><span style="mso-spacerun: yes;">&nbsp;&nbsp;&nbsp;&nbsp; </span>The CETP was given personal hearing before the Chairman of the Board on 14.02.2023 and it was decided as under:-</span></p> <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -21.25pt; line-height: normal; mso-list: l0 level2 lfo1; margin: 0cm 0cm .0001pt 70.9pt;"><!-- [if !supportLists]--><span style="font-size: 11.5pt; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">1)<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-size: 11.5pt; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast;">The PETS shall operate the common effluent treatment plant regularly &amp; efficiently to achieve the prescribed parameters and maintain all the records in regard to operation of CETP on daily basis.</span></p> <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -21.25pt; line-height: normal; mso-list: l0 level2 lfo1; margin: 0cm 0cm .0001pt 70.9pt;"><!-- [if !supportLists]--><span style="font-size: 11.5pt; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">2)<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-size: 11.5pt; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast;">The PETS shall apply for renewal of consent to operate under the Water (Prevention &amp; Control of Pollution) Act, 1974 alongwith complete required documents through online system within 10-days.</span></p> <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -21.25pt; line-height: normal; mso-list: l0 level2 lfo1; margin: 0cm 0cm .0001pt 70.9pt;"><!-- [if !supportLists]--><span style="font-size: 11.5pt; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">3)<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-size: 11.5pt; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast;">The PETS shall comply with any orders of Hon&rsquo;ble Punjab &amp; Haryana High Court, Chandigarh in case of LPA No. 1924 of 2014 titled as Punjab Effluent Treatment Society for Tanneries and others v/s Punjab Leather Federation and others, received in this matter on 22.03.2023.</span></p> <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -21.25pt; line-height: normal; mso-list: l0 level2 lfo1; margin: 0cm 0cm .0001pt 70.9pt;"><!-- [if !supportLists]--><span style="font-size: 11.5pt; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">4)<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-size: 11.5pt; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast;">The Regional Office-2, Jalandhar shall continue the monitoring of Common Effluent Treatment Plant (CETP) on monthly basis and submit report alongwith recommendations accordingly.</span></p> <p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; line-height: normal;"><span style="font-size: 11.5pt; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast;"><span style="mso-spacerun: yes;">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>Now, the industry has applied for renewal of consent under Water Act, 1974 and as per agenda note RO has reported that the industry was visited by AEE on 10.03.2023 and observed that the CETP was in operation during the visit. In Leather Complex, 59 no leather tannery units are operating and all the leather tannery units have provided individual pretreatment plants and have provided chrome recovery units (units engaged in the process of wet blue) in their premises. As per record submitted by the proponent about 2 MLD of effluent is being treated daily in the CETP against the proposed capacity of 5 MLD. The effluent samples were collected time to time and as per analysis results all the parameters were found to be within the prescribed limit of the Board after dilution in mixing tank during last 3 months.</span></p> <p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; line-height: normal;"><span style="font-size: 11.5pt; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast;">&nbsp;</span></p> <p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; line-height: normal;"><span style="font-size: 11.5pt; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast;"><span style="mso-spacerun: yes;">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span><span style="mso-spacerun: yes;">&nbsp;&nbsp;&nbsp;&nbsp;</span>Further, The DPIIT in the matter regarding funds for up-gradation of CETP has filed an affidavit in the Hon'ble Punjab &amp; Haryana High Court, Chandigarh on 12.07.2022 in LPA no. 1924 of 2014 that under DPIIT guidelines the benefit is available to SPV of group of entrepreneurs that are engaged in leather business and an multipartite agreement has to be made between CETP, SPV, State Govt. CLRI and DPIIT. The interim committee formed by the State Govt. has all the members from the Govt. which is not as per DPIIT guidelines. Elections of the member industry may be conducted for selecting elected body i.e. SPV (PETS).<span style="mso-spacerun: yes;">&nbsp; </span><span style="mso-spacerun: yes;">&nbsp;&nbsp;</span>Accordingly, DC, Jalandhar has filed an affidavit dated 29.07.2022 requesting the Hon&rsquo;ble Court for restructuring of Board of Management of PETS by allowing elections of the society as per by-laws, so as to comply with DPIIT guidelines for obtaining benefit of the scheme. The case is now pending for hearing on 22.03.2023.</span></p> <p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; line-height: normal;"><span style="font-size: 11.5pt; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast;"><span style="mso-spacerun: yes;">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span><span style="mso-spacerun: yes;">&nbsp;</span>Keeping in view of report of RO, it is recommended that Consent to operate under Water Act, 1974 may be granted to the CETP upto 31.03.2024 with usual conditions and special conditions that:-</span></p> <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -18.0pt; line-height: normal; mso-list: l1 level1 lfo2; margin: 0cm 0cm .0001pt 54.0pt;"><!-- [if !supportLists]--><span style="mso-bidi-font-size: 11.5pt; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">1)<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]-->The PETS shall ensure the discharge of treated effluent through dilution-cum-mixing tank provided at STP Peerdad, Jalandhar only, by operating the mechanism provided for mixing of treated effluent from CETP with treated sewage from STP at Peerdad.</p> <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -18.0pt; line-height: normal; mso-list: l1 level1 lfo2; margin: 0cm 0cm .0001pt 54.0pt;"><!-- [if !supportLists]--><span style="mso-bidi-font-size: 11.5pt; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">2)<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-size: 11.5pt; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast;">The PETS shall comply with any orders of Hon&rsquo;ble Punjab &amp; Haryana High Court, Chandigarh in case of LPA No. 1924 of 2014 titled as Punjab Effluent Treatment Society for Tanneries and others v/s Punjab Leather Federation and others, received in this matter on 22.03.2023.</span></p> <p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-indent: -18.0pt; line-height: normal; mso-list: l1 level1 lfo2; margin: 0cm 0cm .0001pt 54.0pt;"><!-- [if !supportLists]--><span style="mso-bidi-font-size: 11.5pt; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">3)<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]-->The PETS shall operate the CETP regularly and efficiently to achieve effluent standards prescribed by the Govt. of India, Ministry of Environment, Forest and Climate Change.<span style="font-size: 11.5pt; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast;"> (Competency- Chairman of the Board)</span></p>
