<a name="_GoBack"></a>A)   It is intimated the industry is small scale red category dyeing unit and was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Renewal/LDH3/2022/17678644 & CTOA/Renewal/LDH3/2022/17678794 dated 29.04.2022 each, both were valid upto 28.10.2022 for Dyeing of Polyester & Cotton Fabrics @ 1000 Kgs/day & Finishing of Fabrics @ 2500 Kgs/day with discharge of trade effluent @ 300 KLD into sewer after ETP & domestic effluent @ 1.5 KLD into sewer along with one boiler of capacity 03 TPH subject to conditions mentioned therein. The electricity connection of the industry was also restored temporarily upto 28.10.2022. B)   Earlier, M/s Hindustan Processor was operating at this site and this unit (M/s Hindustan Processor) was issued directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 for disconnection of electric connection due to non-achievement of prescribed standards. Later on this unit was taken over by M/s Sat Sahib and electric connection of this unit is being restored temporarily by the Board. C)   M/s Hindustan Processor was given personal hearing before the Hon'ble Chairman of the Board on 19.04.2022, wherein it was decided that Environmental Engineer, Regional Office-3, Ludhiana shall get the notice delivered to Sh. Harinder Paul Kaura, Owner of M/s Hindustan Processors, within 07 days and send the copy of receipt in the Zonal Office-2, Ludhiana. The report in this regard has already sent by this office through e-noting no. 19995597 dated 23.09.2022 to the Zonal Office-II, Ludhiana. D)  Thereafter, the industry (M/s Sat Sahib Dyeing) has joined the CETP 50 MLD and the industry had applied for ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for Dyeing of Polyester & Cotton Fabrics @ 1000 Kgs/day & Finishing of Fabrics @ 2500 Kgs/day with discharge of trade effluent @ 298.5 KLD & domestic effluent @ 1.5 KLD into conveyance system of CETP 50 MLD along with one boiler of capacity 03 TPH and along with the request of restoration of electric connection. The said applications of the industry were returned as per the directions of the Competent Authority due to the reason that production figures had not consummate with the discharge of effluent. E)   Now, the industry had applied for ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for dyeing & washing of Polyester Fabrics @ 1150 Ton/day with discharge of trade effluent @ 230 KLD & domestic effluent @ 1.5 KLD into conveyance system of CETP 50 MLD along with one boiler of capacity 03 TPH and along with the request of permanent restoration of electric connection. F)   The industry had already deposited Rs. 27,000/- vide UTR No. N149211516147782 dated 29.05.2021 under the Water Act, 1974 and Rs. 27000/- vide UTR No. N149211516151786 dated 29.05.2021 under the Air Act, 1981, which is adequate upto 31.05.2026 under both acts after deduction of Rs. 540/- as penalty. G)   The site of the industry was visited by undersigned on 20.03.2023 and it was observed that 1.    The industry was in operation. 2.    The industry has installed 05 soft flow machines having total 11 chambers in its premises. The industry has also installed one winch machine for washing of fabric. Same was not in operation, during visit. 3.    The study on effluent generation has been done by the Guru Nanak Dev Engineering College (GNE) and as per report it has total effluent generation as 220 KLD from its total 11 chambers of soft flow machines. However, the industry has granted 300 KLD shares on 22.07.2022 of CETP, hence the discharge of the industry is within the share allotted to it. 4.    The industry has submitted the detail of nos of lots, nos of bath, liquor ratio, production and corresponding effluent generation and same is enclosed in the list of the documents submitted by the industry and matching with the data given in the application form. As per detail, trade effluent generation from the industry 230 KLD. The detail of machinery, nos of lots, nos of bath, liquor ratio, production and corresponding effluent generation has been submitted with list of documents. 5.    Presently the minimum value between the effluent generation as per GNE report and CETP share allotted to the industry is being considered by the Competent Authority for grant of consent as already approved in such cases. Accordingly, the industry has applied for trade effluent & domestic effluent discharge @ 231.5 KLD into CETP. 6.    The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its trade & domestic effluent. The industry has provided the flow meter at its final outlet leading to CETP. The industry was also advised to provide the flow meter at inlet water supply. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l4 level1 lfo2; tab-stops: 512.6pt; margin: 0in 4.7pt .0001pt 58.5pt;">7.    The industry has provided the arrangement to re used its cooling water and steam condensate. 8.    The industry has installed one boiler of capacity 03 TPH and patta kutti/ wood was being used as fuel. The industry has installed cyclone separator along with rotary valve as APCD with the boiler. 9.    Further, some units have made the complaint regarding in judicial allotment of the shares by the PDA, Tajpur Road, Ludhiana, which is under process at Board and at Govt. Level.                Till the finalization of the allotment of the shares of CETP 50 MLD, it is recommended that: 3.    Consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year usual conditions & special condition that the industry got analyzed it stack emission samples within 01 month.   (Competency: SEE, ZO-II, Ludhiana)
