<p class="MsoNormalCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: AR-SA;">The industry has now applied for obtaining fresh 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 to manufacture </span><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: AR-SA; mso-bidi-font-weight: bold;">Pet Preform @ 14580 MT/Year</span><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: AR-SA;"> with requisite documents and consent fees.</span><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif;"> </span></p>
<p class="MsoNormalCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif;">The industry has deposited consent fee of Rs. 240000/- each vide online R no. 429735644 & 814756949 dated 20/02/2023 under the Water Act, 1974 and the Air Act, 1981 against the un-depreciated of fixed assets of Rs. 2786.62 Lacs as on 18/02/2023 as per CA Certificate dated 18/02/2023 </span><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: AR-SA;">which is adequate upto 31/03/2023, as per Board’s office order dated 29/10/2018.</span><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif;"> The industry has deposited NOC regularization fee Rs. 10800/- vide online R No. 474511048 dated 03/03/2023, which is adequate.</span></p>

Sukhjinder Singh, Competent Person recognized by Director of Factories, Punjab</span></p>

Amit Kumar, representative of industry at site. During visit, it was observed as under:</span></p>

<p class="MsoNormalCxSpFirst" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif;">The Board vide letter no. 1955-57 dated 18/01/2023 has informed that department of Water Resources (RD and GR), Central Ground Water Authority, Ministry of Jal Shakti Govt. of India, New Delhi under Section 5 of the Environment (Protection) Act, 1986 has issued directions vide order dated 6/4/2022 that “It shall be mandatory for the project proponent abstracting ground water to obtain No objection Certificate from Central Ground Water Authority or the concerned State/UT Ground Water Authority as the case may be in the compliance conditions in consent to operate and consent to establish issued by the State pollution control Board”</span></p>
<p class="MsoNormalCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif;">The Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under:</span></p>
<p class="MsoNormalCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif;">The Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries</span></p>
<p class="MsoNormalCxSpLast" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif;">In view of above-mentioned facts, if approved, it is recommended that fresh 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 for production of Pet Preform @ 14580 MT/Year may be granted to the industry upto 31/12/2032 with suitable conditions and following special conditions:</span></p>

<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo1; margin: 0cm 0cm .0001pt 49.5pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry shall not discharge the effluent into any drain/choe/nallah, in any case.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo1; margin: 0cm 0cm .0001pt 49.5pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances.</span></p>

<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo1; margin: 0cm 0cm .0001pt 49.5pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry shall develop its project strictly in accordance with the layout / building plans approved / to be approved by the Competent Authority.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo1; margin: 0cm 0cm .0001pt 49.5pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry obtain permission from PWRDA for abstraction of groundwater and shall comply with the guidelines issued by PWRDA from time to time.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo1; margin: 0cm 0cm .0001pt 49.5pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry shall ensure that due to operation of the project at the site, no nuisance for general public is created at any time and no public complaints are received.</span></p>

The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing.</span></p>
