<p>The industry has applied for obtaining Consent to Establish (NOC) under the Water Act, 1974 & the Air Act, 1981 for establishment of milk processing unit in the revenue estate of village Khosa Pando, Tehsil & District Moga in an area of 31 kanals 03 marlas to process milk @ 2,00,000 ltrs/day to manufacture Processed milk @ 10000 ltrs/day, Curd @ 5000 ltr/day, Lassi @ 1000 ltr/day, Paneer @ 800 kgs/day, Butter @ 200 kgs/day, Ghee @ 4200 kgs/day and SMP @ 5600 kgs/day with discharge of 300 KLD of treated wastewater.</p>
<p>The industry has submitted land use classification report issued from the Department of Town & Country Planning vide DTP Moga letter no. 618 DTP(Moga)/FSP-14(Moga) dated 17.08.2022, which is reproduced as under:-</p>
<p>"<span lang="PA">ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਸਬੰਧੀ ਹਵਾਲੇ ਅਧੀਨ ਪ੍ਰਤੀ-ਬੇਨਤੀ ਨਾਲ ਪ੍ਰਾਪਤ ਹੋਏ ਦਸਤਾਵੇਜਾਂ ਨੂੰ ਇਸ ਦਫਤਰ ਵਿਖੇ ਘੋਖਿਆ ਗਿਆ ਅਤੇ ਸਾਈਟ ਦੀ ਮੌਕਾ ਰਿਪੋਰਟ ਕਰਵਾਈ ਗਈ। ਸਾਈਟ ਮੌਕੇ ਤੇ ਖਾਲੀ ਹੈ ਅਤੇ ਪਿੰਡ ਖੋਸਾ ਪਾਂਡੋਂ</span>, <span lang="PA">ਤਹਿ. ਵਾ ਜਿਲ੍ਹਾ ਮੋਗਾ ਦੀ ਰੈਵੀਨਿਊ ਅਸਟੇਟ ਵਿੱਚ ਖੇਵਟ ਨੰ. </span>197, 200, 233, <span lang="PA">ਖਤੌਨੀ ਨੰ. </span>354, 357, 358, 394<span lang="PA"> ਦੇ ਖਸਰਾ ਨੰ. </span>128// 16/1(1-16) 17/2(1-12) 17/3(1-8) 17/4(2-4) 18/1(2-4) 18/2(1-4), 18/3 (1-12), 18/4 (1-18), 18/5(1-12), 19/1(6-13), 128//163(1-12), 17/1(2-16), 16/2(4-12), 128//22/2<span lang="PA"> ਮਿੰਨ ਪੱਛਮ (</span>0-10) <span lang="PA">ਵਿੱਚ ਪੈਂਦੀ ਹੈ</span>, <span lang="PA">ਜਿਸ ਦਾ ਕੁੱਲ ਰਕਬਾ </span>31<span lang="PA"> ਕਨਾਲ </span>03<span lang="PA"> ਮਰਲੇ ਬਣਦਾ ਹੈ। ਆਪ ਦੀ ਸਾਈਟ ਮਾਸਟਰ ਪਲੈਨ ਮੋਗਾ (</span>2031) <span lang="PA">ਦੇ ਜਨਰਲ ਇੰਡਸਟਰੀ (ਸਮਾਲ ਐਂਡ ਮੀਡੀਅਮ ਸਕੇਲ ਇੰਡਸਟਰੀ) ਜ਼ੋਨ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਆਪ ਸਾਈਟ ਵਿੱਚ ਕੋਈ ਵੀ ਗਤੀਵਿਧੀ ਕਰਨ ਤੋਂ ਪਹਿਲਾਂ ਸਰਕਾਰ ਦੀਆਂ ਹਦਾਇਤਾਂ ਮੁਤਾਬਿਕ ਸਮਰੱਥ ਅਧਿਕਾਰੀ ਤੋਂ ਸੀ.ਐਲ.ਯੂ. ਦੇ ਨਾਲ ਬਿਲਡਿੰਗ ਪਲੈਨਜ਼ ਪ੍ਰਵਾਨ ਕਰਵਾਉਣ ਦੇ ਪਾਬੰਦ ਹੋਵੇਂਗੇ। ਸਾਈਟ ਦੇ ਸਾਹਮਣੇ ਲਗਦੀ ਸੜਕ ਨੂੰ ਮਾਸਟਰ ਪਲੈਨ ਮੋਗਾ ਦੀਆਂ ਤਜਵੀਜ਼ਾ ਅਨੁਸਾਰ </span>100<span lang="PA"> ਫੁੱਟ ਚੋੜਾ ਕਰਨ ਹਿੱਤ ਰੋਡ ਵਾਈਡਨਿੰਗ ਲਈ ਆਪਣੇ ਸਾਈਟ ਵਿੱਚੋਂ ਬਣਦੀ ਭੋ ਪੱਟੀ ਛੱਡਣ ਦੇ ਪਾਬੰਦ ਹੋਵੋਗੇ ਅਤੇ ਉਸ ਉਪਰੰਤ </span>5<span lang="PA"> ਮੀਟਰ ਚੋੜਾ ਨੋ-ਕੰਨਸਟ੍ਰਕਸ਼ਨ ਜ਼ੋਨ ਵੀ ਛੱਡਣ ਦੇ ਪਾਬੰਦ ਹੋਵੋਗੇ । "</span></p>
<p>As per the DTP report the site is suitable for establishment of the establishment of the General industry - Small and Medium scale units as per Master Plan Moga.</p>
<p>The site was visited by the RO on 03.03.2023 and it was reported that:-</p>
<p>1) The site is located at Zira Road, Moga, opposite to the industries M/s Paras Spices & M/s Paras Nutritions Pvt. Ltd.</p>
<p>2) The industry has started construction at site and components of the machinery had arrived at site. Site is surrounded by industries and agriculture fields.</p>
<p>3) The industry has proposed to manufacture Processed milk, Curd, Butter milk, Paneer, Butter, Ghee and SMP from raw milk @ 2,00,000 ltr/day. Further, the industry has proposed 300 KLD of wastewater generated from the process.</p>
<p>4) The industry proposed to install an ETP of capacity 300 KLD, based on MBBR technology to treat the wastewater generated from the premises. Further, the industry has proposed about 2 acre of plantation area inside the industrial premises for disposal of treated wastewater as per karnal technology. </p>
<p>5) Further, the industry has proposed 2.5 KLD of domestic effluent generation from the premises and for the treatment of same, the industry has proposed STP of capacity 5 KLD based on MBBR technology.</p>
<p>6) The proposed 2 acres of plantation area is not feasible for disposal of treated 300 KLD of wastewater and 2.5 KLD of treated wastewater generated from STP.</p>
<p>7) The industry has proposed to install wood / rice husk fired boiler of capacity 6 TPH equipped with trima-cyclone as APCD to control the emissions generated from boiler section. The equipment’s of above said boiler had arrived at site.</p>
<p>8) The industry has proposed to install DG set of capacity 400 KVA, equipped with canopy.</p>
<p>9) The industry has submitted that it will provide hazardous waste storage room of size 3 m x 3m x 3 m for storage of hazardous wastes</p>
<p>The process of the industry is covered under red category with category code 1016 - Milk processes and dairy products (integrated project) (Large & Medium scale) with plant and machinery @ 12 Cr. Therefore, the industry is covered under RED category / Large scale unit as per policy of the Board having Competency as Hon’ble Chairman of the Board to decide the application.</p>
<p>As per the Documents submitted the industry has submitted feasibility report from M/s Uttam EnviroTech Engineer Pvt. Ltd, Amritsar for installation of the ETP @ 300 KLD for treatment of trade effluent, STP @ 5 KLD for treatment of domestic effluent and for installation of unicyclone/ cyclone separator as APCD over the wood fired boiler @ 1.5 TPH. Further in the feasibility report the industry has proposed to manufacture liquid milk @ 20000 ltrs/day, Curd @ 25000 ltr/day, Lassi @ 11700 ltr/day, Paneer @ 1800 kgs/day, Butter @ 300 kgs/day, Ghee @ 7500 kgs/day and SMP @ 10000 kgs/day and milk khoa @500 lt /day with the same raw material i.e. 200KLD raw milk with the same effluent generation of 300 KLD which is not in consonance with the proposed consent capacity. Also the industry has proposed to install boiler @ 6 TPH in the proposed consent application for which separate feasibility has also been given by the PP.</p>
<p>Further as per the undertaking by the industry it has submitted that the plantation area of 2 Acres is being proposed as per karnal tech for disposal of effluent. However as per the approved building plan the industry has proposed that the area under plantation is 1.48 Acres (327.5’ * 198’) out of which the area for installation of ETP (7308 sqft) is also proposed so the effective area under plantation is 1.32 Acres of land for disposal of proposed treated effluent @ 300 KLD.</p>
<p>RO to comment:</p>
<p><!-- [if !supportLists]-->1. <!--[endif]-->Whether the industry has proposed to install 2 no. boilers (one no. wood/ rice husk fired boiler @6 TPH with trima cyclone as APCD & one no. wood fired boiler @1.5 TPH with cyclone as APCD).</p>
<p><!-- [if !supportLists]-->2. <!--[endif]-->Whether the plantation area @ 1.32 acres of land is adequate for disposal of effluent @ 303 KLD (300 KLD TTE and 3 KLD Treated domestic effluent)</p>
<p><!-- [if !supportLists]-->3. <!--[endif]-->As per the DTP certificate the site of industry falls under General industry zone where in small and medium category industry is permissible as per Master Plan, Moga. Since, the industry falls under Red/ large category whether the site is suitable for installation of large category unit. </p>
<p>If approved, the case may be sent to RO for comments on the above observations.</p>
