It is submitted that the industry is covered under small scale red category unit. The industry was earlier granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH4/2022/18201623 dated 29/03/2022, upto 28/03/2023  for production of twisting, dyeing, processing, finishing and winding of all type of yarns & threads @ 4340 Kg/day and for discharge of trade effluent @ 336 KLD & domestic effluent  @ 04 KLD into CETP 40 MLD with certain conditions. Consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 was granted vide no. CTOA/Fresh/LDH4/2018/8873655 dated 06/12/2018, upto 30/06/2023 for using wood/agro waste as fuel in its one boiler of capacity 03 TPH with multi-cyclone as APCD and one D.G. set of capacities 320 KVA equipped with canopy alongwith adequate stack height. Now, the industry has applied for Consent to Establish (NOC for expansion) under the provisions of Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 through OCMMS on 02.03.2023 for production of twisting, dyeing, processing, finishing and winding of all type of yarn & threads @ 4990 Kgs/day and for proposed to install 06 HTHP dyeing machines. The industry has also proposed to install one DG set of 320 KVA. As per the project report, the total investment on the project shall be Rs. 592.46 Lacs and cost of plant and machinery of Rs. 540.65 Lacs and it has also deposited NOC fee Rs. 10,800/- vide UTR No. 230483430 dated 02.03.2023, which is adequate for one year. The site of the industry visited by the AEE on 21.03.2023 and it was observed that:- 1.           The industry was in operation and is and engaged in twisting, dyeing, processing, finishing and winding of all types of yarns and Threads. 2.           The industry is discharging its treated trade effluent into CETP 40 MLD. 3.           The industry has installed SCADA system for connectivity with CETP server & has installed a digital flow meter at the source of water supply (01 tube well) and final outlet leading to CETP. 4.           The industry has already obtained shares of 340 KLD and has no proposal to increase shares. 5.           The perusal of the monthly report generated from the SCADA enabled system the average discharge of the industry viz a viz its shareholding is 53.91% in December, 2022, is 47.67 % in January, 2023 and is 52.66% in February, 2023. 6.           The industry informed that there is gap in the shares obtained and the effluent being generated. As such, it has been proposed to utilized the gap and optimize the production of the industry within the allotted shares. 7.           The industry has installed 14 high temperature high pressure cone (HTHP) dyeing machines of different capacities for dyeing purpose. (01x170 Kg, 01x140 Kg, 01x100 Kg, 02x80 Kg, 02x50 Kg, 02x45 Kg, 01x25 Kg, 02x12 Kg, 01x02 Kg & 01x01 Kg). 8.           The industry informed that the capacity of the machine is not fixed as it various on the density/texture of the threads as such, same machinery have variable capacity.   9.           The industry has now proposed to install 06 high temperature high pressure cone (HTHP) dyeing machines of capacities (01x50 Kg, 01x30 Kg, 03x15 Kg & 01x05 Kg) for dyeing proposes. 10.        The industry recycling the condensate of boiler and cooling water. 11.        The industry has installed one boiler of capacity 03 TPH with cyclone as APCD attached with multi cyclone as APCD along with common stack of adequate height. Wood/Agro Waste are being used as fuel. 12.        The industry has installed one DG set of capacity 320 KVA, which are equipped with canopy and adequate stack height. 13.       The industry has proposed to install one DG set of capacity 320 KVA which will be equipped with canopy. The site of the industry falls in Focal Point, Ludhiana and the expansion proposed by the industry can be regularized. In view of above, if approved, it is recommended that Consent to Establish (NOC for expansion) under the provisions of Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 may be granted for one year with suitable conditions and additional conditions as under:- <ol style="margin-top: 0in;" start="1" type="1"> <ol style="margin-top: 0in;" start="1" type="a"> <li class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal; mso-list: l0 level2 lfo2;">The industry shall discharge the whole consented effluent into dedicate sewer line leading to CETP for final treatment in accordance to the shares allotted to the unit.     </li> <li class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal; mso-list: l0 level2 lfo2;">The industry shall not use any unauthorized means for disposal of trade/domestic effluent, the entire effluent shall be discharge only into the metered connection with the PDA.</li> <li class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal; mso-list: l0 level2 lfo2;">The industry should either take measures to control its inlet parameters by good practices and selection of good chemicals for processing or shall operate and maintain its existing effluent treatment plant (ETP), regularly and efficiently, so as to achieve the inlet effluent standards of CETP as per DPR.  </li> <li class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal; mso-list: l0 level2 lfo2;">The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP. </li> <li class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal; mso-list: l0 level2 lfo2;">The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing. </li> <li class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal; mso-list: l0 level2 lfo2;">The industry shall maintain the record of flow meter installed at source and at the outlet leading to CETP. </li> </ol> </ol> The competency to decide the application lies with Senior Environmental Engineer, Zonal Office-II, Ludhiana.
