<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">The industry is small scale red category unit and was granted consent to operate under Water Act, 1974, upto 13/03/2023 for production of Dyes Yarn @ 01 TPD & Dyed Fabric @ 02 TPD and for discharge of trade effluent @ 99.5 KLD & domestic effluent @ 0.5 KLD into CETP (40 MLD) with certain conditions.</p>
<p style="text-align: justify;">Earlier, even after joining CETP, the industry has not disconnected its sewerage connection with the MC sewer and some of the domestic effluent was found discharging into MC sewer and is operating illegal outlet into sewer which was not connected to the metered outlet. As such, directions u/s 33-A of the Water Act, 1974 were issued for closure of the industry and the electric connected was disconnected by PSPCL authorities vide TDCO no. 298/80 dated 29.08.2022.</p>
<p style="text-align: justify;">Thereafter, the electric connection was restored upto 13.03.2023 and EC of Rs. 1.0 lac was imposed. The industry has deposited Environmental Compensation of Rs. 01 Lac vide R.No. 13/5430 dated 22.09.2022 and consent to operate under the Water Act, 1974 was granted upto 13.03.2023.</p>
<p style="text-align: justify;">Now, the industry has applied for renewal of consent to operate under the Water Act, 1974. The industry has already deposited consent fee, which is adequate upto 30.06.2025.</p>
<p style="text-align: justify;">Accordingly, the industry was visited by the AEE of RO on 24.02.2023 and it was observed as under:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The industry was in operation and is engaged in dyeing of fabrics.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The industry has installed 05 soft flow machines of capacities 150 Kg each for dyeing purposes.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The industry has obtained shares of 100 KLD and has installed flow meter/SCADA system for leading the effluent to CETP.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The industry is discharging its trade & domestic effluent into CETP 40 MLD. The M.C. sewer in proximity of industry was verified during visit and no connection was observed during the visit. Further, the untreated waste water was being discharged through the dedicated sewer line provided by the PDA.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The perusal of the monthly report generated from the SCADA enabled system the average discharge of the industry viz a viz its shareholding is 95.51% in December, 2022, is 95.54% in January, 2023 and is 93.20% in February, 2023.</p>
<p style="text-align: justify;">From above, the industry is now complying with the provisions of the Water Act, 1974. The site of industry falls in approved focal point.</p>
<p style="text-align: justify;">The industry was found complying under the provisions of Water Act, 1974 during the last three visits dated 30.08.2022, 18.11.2022 and 24.02.2023.</p>
<p style="text-align: justify;">In view of above, it is recommended that:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->A. <!--[endif]-->Directions u/s 33-A of the Water Act 1974 may be issued to the PSPCL Authorities to restore the electric connection of the industry permanently.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->B. <!--[endif]-->Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 30.06.2025 with suitable conditions.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->Shares of CETP are yet to be "Demat" through Registrar of Companies (ROC). As such, legal sanctity of these shares allocated by the Punjab Dyers Association (PDA) to the industry is yet to establish as per the guidelines issued by Securities and Exchange Board of India under the Company Laws. The industry will get its Demat from ROC, within 2 months, positively.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->As such, the production/ effluent discharge in this consent is subject to the final allotment as described at "1" above. Therefore, in case of variation of shares at the final settlement by the PDA / approval by PPCB /Demat by ROC, the industry is bound to follow the production/ effluent discharge from their unit accordingly and shall obtain revised consents with modified figures of production and effluent discharge as per the final share allotment.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The industry shall discharge the whole consented effluent into dedicate sewer line leading to CETP for final treatment in accordance to the shares allotted to the unit. </p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The industry will also dismantle any other connection available for discharge of effluent either into public sewer or PDA conveyer system.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5. <!--[endif]-->The industry should either take measures to control its inlet parameters by good practices and selection of good chemicals for processing or shall operate and maintain its existing effluent treatment plant (ETP), regularly and efficiently, so as to achieve the inlet effluent standards of CETP as per DPR. </p>
<p style="text-align: justify;"><!-- [if !supportLists]-->6. <!--[endif]-->The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->7. <!--[endif]-->There shall be no physical expansion of the unit either with the installation of new machinery or with the permission for enhanced electricity load, after the varied consents are granted for increased discharge of effluent.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->8. <!--[endif]-->The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->9. <!--[endif]-->The industry shall maintain the record of flow meter installed at source and at the outlet leading to CETP.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->C. <!--[endif]-->Further, policy decision be taken for third party audit (GNE audit) of the dyeing units of CETP w.r.t. discharge and installed machinery to be done collectively of all the member industries at SPV level.</p>
