The industry was granted 'consent to operate' under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/FGS/2021/17445486 dated 15/12/2021 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/FGS/2021/17445423 dated 15/12/2021 both valid upto 30/06/2022 for manufacturing of </span><span lang="EN-US" style="font-family: 'Bookman Old Style',serif;">M.S Round & Square etc. @ 5.0 TPD with suitable conditions and special conditions mention therein.</span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 72.0pt; line-height: 115%;"><a name="In_view_of_the_above,_it_is_recommended_"></a><span lang="EN-US" style="font-family: 'Bookman Old Style',serif;"><span style="mso-spacerun: yes;"> </span>Now, the industry has applied for renewal of consent to operate under the Water Act, 1974 & <span style="color: black;">Air Act, 1981 with requisite documents through OCMMS under orange category</span></span><strong><span lang="EN-US" style="font-family: 'Bookman Old Style',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">.</span></strong><span lang="EN-US" style="font-family: 'Bookman Old Style',serif; color: red;"> </span><span lang="EN-US" style="font-family: 'Bookman Old Style',serif;">The industry has deposited consent fee of Rs. 5800/- <span style="mso-spacerun: yes;"> </span>each vide online R.no. 376636345 & 465377622 dated 10/03/2023 under the Water Act, 1974 & Air Act, 1981 against the un-depreciated fixed assets of Rs. 32.39 Lacs as on 10/03/2023 as per CA certificate dated 10/03/2023, which is adequate <strong>upto 31/12/2023</strong><span style="color: red;"> </span>under both the Acts as per Board's Office Order dated 29/10/2018 after deducting penalty charges 50%.<span style="color: red;"> </span></span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 72.0pt; line-height: 115%;"><span lang="EN-US" style="font-family: 'Bookman Old Style',serif; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma; mso-bidi-language: PA; mso-bidi-font-weight: bold;">The industry has submitted stack emission analysis report carried by Board's lab on </span><span lang="EN-US" style="font-family: 'Bookman Old Style',serif; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma; mso-bidi-language: PA;">14/12/2021<strong style="mso-bidi-font-weight: normal;"> </strong><span style="mso-bidi-font-weight: bold;">and as per analysis report the SPM level was found to be </span>104 mg/Nm3<span style="mso-bidi-font-weight: bold;"> which is within the prescribed limit of 150 mg/Nm3 for such type of industries.</span></span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 72.0pt; line-height: 115%;"><span lang="EN-US" style="font-family: 'Bookman Old Style',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; mso-fareast-language: EN-IN;">In the meeting held under the Chairmanship of Shri Vijay Kumar Janjua, Chief Secretary, Punjab with the representatives of rolling mills operating in Mandi Gobindgarh Area on 30/12/2022 at 12:00 noon regarding their conversion of fuel from Coal/Furnace Oil to PNG, it was unanimously decided that the rolling mills operating in Mandi Gobindgarh area may be granted relaxation for some time for converting from their conventional fuels to cleaner fuels and the Competent Authority of the Board may consider/ decide regarding extending the validity of the Consents to Operate till finalization of State Fuel Policy or 31/12/2023, whichever is earlier subject to suitable conditions.</span></p>

<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 72.0pt; line-height: 115%;"><span lang="EN-US" style="font-family: 'Bookman Old Style',serif; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma; mso-bidi-language: PA; mso-bidi-font-weight: bold;">The Board vide letter no. 1955-57 dated 18/01/2023 has informed that department of Water Resources (RD and GR), Central Ground Water Authority, Ministry of Jal Shakti Govt. of India, New Delhi under Section 5 of the Environment (Protection) Act, 1986 has issued directions vide order dated 6/4/2022 that “It shall be mandatory for the project proponent abstracting ground water to obtain No objection Certificate from Central Ground Water Authority or the concerned State/UT Ground Water Authority as the case may be in the compliance conditions in consent to operate and consent to establish issued by the State pollution control Board”</span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 72.0pt; line-height: 115%;"><span lang="EN-US" style="font-family: 'Bookman Old Style',serif; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma; mso-bidi-language: PA; mso-bidi-font-weight: bold;">Moreover, the Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under:</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -4.5pt; line-height: 115%; margin: 0cm 0cm 12.0pt 4.5pt;"><span lang="EN-US" style="font-family: 'Bookman Old Style',serif;"><span style="mso-tab-count: 3;"> </span><span style="mso-bidi-font-weight: bold;">The Board shall continue to grant consent to</span> <span style="mso-bidi-font-weight: bold;">establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries</span>.</span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 72.0pt; line-height: 115%;"><span lang="EN-US" style="font-family: 'Bookman Old Style',serif; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma; mso-bidi-language: PA; mso-bidi-font-weight: bold;">PPCB vide office order no. CEE(HQ)/F.No.957/2016/59 dated 02/02/2016 has decided that the Board shall grant renewal of NOC / Consent to operate within 7 days to all types of industries falling under Orange and Green category, without visiting the industry on the basis of submission of documents self-attested by the Owner / Director /Managing partner of industry and deposition of fee prescribed by the Board for such type of industries. The data, processes and pollution control measures installed by the industry shall be verified at a later date by visiting the site as per inspection guidelines. Further, as per PPCB office order no. 443 dated 09.08.2021</span><span lang="EN-US">, </span><span lang="EN-US" style="font-family: 'Bookman Old Style',serif; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma; mso-bidi-language: PA; mso-bidi-font-weight: bold;">the Board in its 185th meeting held on 07.01.2021 has decided to extend the facility for auto generated renewal to all categories of small scale industries/projects, without inspection/physical verification of the environmental parameters at the time of application(s).</span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 72.0pt; line-height: 115%;"><span lang="EN-US" style="font-family: 'Bookman Old Style',serif; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma; mso-bidi-font-weight: bold;">In view of above mention facts, if approved, SEE, Zonal Office-2, Patiala may be recommended that 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted </span><span lang="EN-US" style="font-family: 'Bookman Old Style',serif; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma;">upto 31/12/2023<span style="mso-bidi-font-weight: bold;"> with suitable conditions and following special conditions:</span></span></p>
