A)   It is intimated that the industry is small scale red category dyeing unit. B)   The industry was granted ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH3/2023/20639538 dated 20.01.2023 valid upto 19.04.2023 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH3/2023/20639589 dated 20.01.2023 valid upto 19.07.2023 for dyeing of polyester fabrics cloth @ 3600 Kgs/day with discharge of trade effluent @ 90 KLD & domestic effluent @ 1.6 KLD into conveyance system of CETP 50 MLD along with one boiler of 02 TPH with cyclone separator & one DG set of capacity 125 KVA with canopy with conditions mentioned therein. C)   The electric connection of the industry also restored temporarily upto 19.07.2023. D)  Now, the industry has applied for varied ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for Dyeing of Polyester Fabric Cloth @ 5500 kgs/day with trade effluent @ 220 KLD & domestic effluent @ 2.0 KLD into conveyance system of CETP 50 MLD along with one boiler of 03 TPH with trima cyclone separator along with adequate stack height & one DG set of capacity 125 KVA with canopy. E)   The industry had already deposited consent fee Rs. 21,600/- vide UTR no. 000709569726 dated 07.11.2022 under the Water Act, 1974 & Rs. 21,600/- vide UTR no. 000709577036 dated 07.11.2022 under the Air Act, 1981. The fee deposited by the industry is adequate upto 30.09.2025 under both acts after deducting penalty. F)   Thereafter, the industry was visited by AEE of this office on 22.03.2023 during visit to the area and it was observed that:- <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2; mso-layout-grid-align: none; text-autospace: none; margin: 0in 0in .0001pt .75in;">1.    The industry was in operation during visit. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2; mso-layout-grid-align: none; text-autospace: none; margin: 0in 0in .0001pt .75in;">2.    The industry has installed 2 soft flow of capacity 450 kgs each & 3 soft flow of 300 kgs each having total 12 chambers in its premises. Out of these machines, 02 dyeing machines of capacity 450 Kg each (06 chambers) were found sealed during visit. 3.    The study on effluent generation has been done by the Guru Nanak Dev Engineering College (GNE) and as per report it has total effluent generation as 240 KLD from its total 12 chamber of soft flow. However, the industry has granted 100 KLD shares on 22.07.2022 of CETP, hence the discharge of the industry was 140 KLD more than the share allotted to it. Thereafter, 02 dyeing machines of capacity 450 Kg each (06 chambers) has been sealed by the Board. 4.    The industry has submitted the detail of nos of lots, nos of bath, liquor ratio, production and corresponding effluent generation and same is enclosed in the list of the documents submitted by the industry and matching with the data given in the application form. As per detail, trade effluent generation from the industry 220 KLD from its entire machinery. However, two machines of capacity 450 Kg each has been already sealed by the Board. The detail of machinery, nos of lots, nos of bath, liquor ratio, production and corresponding effluent generation has been submitted with list of documents. 5.    Presently the minimum value between the effluent generation as per GNE report and CETP share allotted to the industry is being considered by the Competent Authority for grant of consent as already approved in such cases. Accordingly, the industry has applied for trade effluent & domestic effluent discharge @ 222 KLD into CETP. 6.    The industry has submitted a request regarding transfer of shares of 120 KLD from M/s Koutton Dyeing to M/s B.L. Processors. However, some units have made the complaint regarding in judicial allotment of the shares by the PDA, Tajpur Road, Ludhiana, which is under process at Board and at Govt. Level. Hence, this request earlier made by the industry yet not considered by the Competent Authority of the Board. 7.    The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its trade & domestic effluent. The industry has provided the flow meter at its final outlet leading to CETP. The industry was also advised to provide the flow meter at inlet water supply. 8.    The industry has provided the arrangement to re used its cooling water and steam condensate. 9.    The industry has installed one boiler of capacity 02 TPH with cyclone as APCD in which rice husk/ agro waste was being used as fuel and adequate stack has been provided. 10. The industry has got analyzed its stack emission samples from the Board on 24.02.2022 and as per the analysis report results are within limits prescribed by the Board. 11. The industry has also installed one DG sets of capacity 125 KVA with canopy and adequate height.                          In view of above, it is recommended that: 1.    Revised Consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 be granted for six month for Dyeing of Polyester Fabric Cloth @ 5500 kgs/day with usual conditions. 2.    Directions u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 be issued to PSPCL authorities to restore the electric connection of the industry temporarily for six month.  (Competency: The Senior Environmental Engineer)
