<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: .0001pt; text-align: justify; line-height: normal; background: white;"><span style="font-size: 10.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; mso-bidi-language: PA;">The subject cited brick kiln had granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no </span>CTOA/Renewal/HSP/2018/8762256 <span style="font-size: 10.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; mso-bidi-language: PA;">dated 26.10.2018 which is valid up to 30.09.2028 with suitable conditions mentioned therein.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: .0001pt; text-align: justify; line-height: normal; background: white;"><span style="font-size: 10.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; mso-bidi-language: PA;"> Now, the subject cited brick kiln has applied for fresh consent under Water (Prevention & Control of Pollution) Act, 1974 (under Orange Category). The brick kiln has deposited Rs. 19200/- vide UTR No. 20533479 <span style="mso-spacerun: yes;"> </span>dated 16.03.2023 under Water Act, 1974. The fee deposited by the industry is adequate upto 30.09.2028.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: .0001pt; text-align: justify; line-height: normal; background: white;"><span style="font-size: 10.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; mso-bidi-language: PA;"> The industry has submitted CA Certificate, earlier granted consent compliance. The industry has submitted completion certificate issued by PSCST, Chandigarh intimating that the industry has modified its existing brick kiln into induced Draft Brick Kiln with Zigzag Firing on its own.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: .0001pt; text-align: justify; line-height: normal; background: white;"><span style="font-size: 10.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; mso-bidi-language: PA;"> It is further intimated that Punjab Pollution Control Board vide its order no. 346 dated 01/08/2016 has decided that Environmental Clearance for mining of brick earth will not be a pre-requisite for the grant of consent to operate to the brick kilns.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: .0001pt; text-align: justify; line-height: normal; background: white;"><span style="font-size: 10.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; mso-bidi-language: PA;">It is pertinent to mention here that Board issued order vide no. CEE(HQ)F.No. 957/2016/59 dated 2/2/2016 regarding to grant of auto renewal consent to establish/consent to operate to the Orange & Green category industries.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span style="font-size: 10.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; mso-bidi-language: PA;"> Keeping in view of the above, May if approved, consent to operate under the Air Act, 1981 may be granted upto 30.09.2028 to the brick kiln under orange category subject to the suitable conditions along with following special conditions that:</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: .0001pt; text-align: justify; line-height: normal; background: white;"><span style="font-size: 10.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; mso-bidi-language: PA;">a. The consent is subject to the orders passed by the Hon’ble High Court for the States of Punjab & Haryana / Hon’ble National Green Tribunal or other Judicial Authority in the cases pending or being filed with regard to the subject matter of the office order.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: .0001pt; text-align: justify; line-height: normal; background: white;"><span style="font-size: 10.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; mso-bidi-language: PA;">b. The consent is subject to the performance evaluation of new technology adopted by the brick kilns.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: .0001pt; text-align: justify; line-height: normal; background: white;"><span style="font-size: 10.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; mso-bidi-language: PA;">c. The kiln owner will ensure the implementation of recommended operating practices as per the Feasibility Report.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: .0001pt; text-align: justify; line-height: normal; background: white;"><span style="font-size: 10.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; mso-bidi-language: PA;">d. The brick kiln will pave the movement area around kiln with Bricks and provide the sampling arrangements before the coming season.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: .0001pt; text-align: justify; line-height: normal; background: white;"><span style="font-size: 10.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; mso-bidi-language: PA;">e. The brick kiln shall not use of pet coke as fuel in its brick kiln.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: .0001pt; text-align: justify; line-height: normal; background: white;"><span style="font-size: 10.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; mso-bidi-language: PA;">f. The BKO will comply with the directions u/s 18 (1) (b) of the Air (Prevention & Control of Pollution) Act, 1981 issued by CPCB.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: .0001pt; text-align: justify; line-height: normal; background: white;"><span style="font-size: 10.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; mso-bidi-language: PA;">g. The BKO shall submit analysis report of Air emission during the coming season.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: .0001pt; text-align: justify; line-height: normal; background: white;"><span style="font-size: 10.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; mso-bidi-language: PA;"> h. The BKO shall provide proper green belt in coming monsoon season.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: .0001pt; text-align: justify; line-height: normal; background: white;"><span style="font-size: 10.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; mso-bidi-language: PA;">i. The brick kiln will plant adequate trees around the boundary of the Brick Kiln.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: .0001pt; text-align: justify; line-height: normal; background: white;"><span style="font-size: 10.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; mso-bidi-language: PA;">j. The brick kiln shall comply all the guidelines issued by Punjab Pollution Control Board/CPCB.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: .0001pt; text-align: justify; line-height: normal; background: white;">k. The brick kiln shall comply with the directions u/s 5 of the Environment (Protection) Act, 1986 vide letter no. 10/574/2022-STE1/443 dated 04.11.2022.</p> |
