As dicussed. The industry has installed 5 cabinet machines of capacity 120 Kg each. Inadvertently it was mentioned as 02 X 120 Kg, 04 X 90 Kg. The details are as under:- A.   The industry was granted ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH3/2022/17597629 dated 05.01.2022 valid upto 04.07.2022 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH3/2022/19154215 dated 08.08.2022, valid upto 30.06.2023 for production of dyeing of acrylic yarn/polyester cloth 1500 Kgs/day and discharge of trade effluent 150 KLD into sewer after treatment through ETP & domestic effluent @ 1.0 KLD into sewer alongwith one boiler of 02 TPH & one DG set of capacity 85 KVA. B.   The electric connection of the industry was also restored temporarily upto 04.07.2022. C.   The industry had not applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and temporary restoration period was expired. Therefore, the PSPCL authorities were requested by this office vide letter no. 726 dated 27.02.2023 to submit the compliance in this regard. D.   Thereafter, the PSPCL authorities has disconnected the electric connection of the unit vide TDCO no. 120/298 dated 16.03.2023. E.    Now, the industry applied for varied consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for Dyeing of Polyster Yarn @ 2400 Kgs/day with discharge of trade effluent @ 149 KLD & domestic effluent @ 1 KLD into conveyance system of CETP 50 MLD alongwith one boiler of capacity 02 TPH & one DG set of capacity 85 KVA and request to restore the electric connection of the industry. F.    The industry has deposited Rs. 2420/- vide online receipt no. 761242941 dated 21.03.2023 under the Water Act, 1974, which is adequate 31.12.2023 & Rs. 1100/- vide online receipt no. 293662208 dated 21.03.2023 under the Air Act, 1981, which is adequate upto 31.12.2025. G.   Accordingly, the industry was visited by AEE of this office on 22.03.2023 and observed that:- 1.     The industry was not in operation. The electric connection of the industry was found disconnected. 2.     The industry has installed 05 cabinet machines of capacities 120 Kg each. 3.     The study on effluent generation has been done by the Guru Nanak Dev Engineering College (GNE) and as per report it has total effluent generation as 240 KLD from its all 05 cabinet machines. However, the industry has granted 150 KLD shares on 22.07.2022 of CETP, due to excess discharge of 90 KLD, one soft flow of 120 Kg was sealed by the Board and same was found sealed during visit. 4.     The industry has submitted the detail of nos of lots, nos of bath, liquor ratio, production and corresponding effluent generation and same is enclosed in the list of the documents submitted by the industry and matching with the data given in the application form. As per detail, trade effluent generation from the industry 138 KLD. The detail of machinery, nos of lots, nos of bath, liquor ratio, production and corresponding effluent generation has been submitted with list of documents. 5.     Presently the minimum value between the effluent generation as per GNE report and CETP share allotted to the industry is being considered by the Competent Authority for grant of consent as already approved in such cases. Accordingly, the industry has applied for trade effluent & domestic effluent discharge @ 150 KLD into CETP. 6.     The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its trade & domestic effluent. The industry has provided the flow meter at its final outlet leading to CETP. The industry was also advised to provide the flow meter at inlet water supply. 7.     The industry has installed one boiler of capacity 02 TPH and wood will be used as fuel. The industry has installed cyclone separator along with rotary valve as APCD with the boiler. 8.     The industry has installed one DG set of capacity 85 KVA equipped with canopy and adequate stack height. 9.     Further, some units have made the complaint regarding in judicial allotment of the shares by the PDA, Tajpur Road, Ludhiana, which is under process at Board and at Govt. Level. 10.  Earlier the electric connection of the industry was disconnected u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 due to inadequate operation of captive ETP. The industry now has joined the CETP 50 MLD for its trade & domestic effluent discharge. The industry has now requested to permanent restoration of electric connection.                Till the finalization of the allotment of the shares of CETP 50 MLD, it is recommended that: <ol style="margin-top: 0in;" start="1" type="1"> <li class="MsoNormal" style="text-align: justify; line-height: 150%; mso-list: l4 level1 lfo3;">Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry upto 31.12.2023 (upto adequacy of fee) with the discharge of trade effluent & domestic effluent @ 150 KLD into conveyance system of CETP 50 MLD at existing machinery subject to the condition that:-</li> </ol>                     I.        The industry will install EMF at inlet water supply also within 01 month.                   II.        The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP.                 III.        The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing.                  IV.        The industry shall maintain the record of flow meter installed at outlet leading to CETP.                   V.        The industry shall not generate/discharge trade & domestic effluent more than 150 KLD without obtaining prior permission of the Board. 2.    Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 may be issued to PSPCL authorities for permanent restoration of the electricity supply of the industry.     (Competency: SEE, ZO-II, Ludhiana)
