<p>As discussed</p>
<p>It is submitted that the project proponent has applied for obtaining NOC from pollution angle for setting up colony of capacity of Industrial Plots @ 19 Number, Commercial Plots @ 3 number, SCO @ 21 Number and Bay Shops @ 19 Number for total area 94,494.7 Sqm. (23.35 acres) and built-up area 71,368.35 Sqm under Red Category with requisite documents i.e. application form, land documents, Project Report etc. As per the project report, the total cost of the project will be Rs. 10.72 Crores. The industry has deposited Rs. 36000/- vide UTR No. KKBK230394106420 dated 08/02/2023, which is adequate for one year. The industry has already obtained CLU for an area of 23.35 acres from the Department of Town & Country Planning, Punjab vide memo no. 520-STP(S)/SS-(FI) dated 17/05/2022 from Agricultural to Industrial Park (Agro Based) with suitable conditions mentioned therein. The industry has submitted Jamabandi of the land as per which the owner of the land is Dolphin Mercantile Pvt A-40, Industrial Focal Point, Phase-8, SAS Nagar Mohali. The project proponent has also applied for applied for EC vide proposal no. SIA/PB/INFRA2/403868/2023 on 8/2/2023 to SEIAA, which is under examination of SEIAA, Punjab. The project proponent has submitted Company Master Data sheet as per which, there are 3 Directors of the project i.e. Mary Wilkie Ebrahimi, Farhad Fred Ebrahimi and Sumeet Sood. The project proponent has also submitted authority letter as per which Sh. Rajesh Kumar is the authorized person dated 01/07/2021. The project proponent has submitted proposed site plan of the unit. The project proponent has submitted feasibility report of the project prepared by M/s Eco Paryavaran Laboratories & Consultants Pvt. Ltd., Mohali. As per report, the total population will be as 8282 persons and total requirement of the water will be 294 KLD, out of which 181 KLD will be fresh water and 113 will be flushing water. Total wastewater @ 235 KLD will be generated. The project proponent has proposed to install STP of capacity 270 KLD for treatment of domestic effluent of 235 KLD. Out of total wastewater, 113 KLD will be reused for flushing and 181 KLD will be disposed to plantation as per Karnal Technology of area 1.637 acres, which will be adequate for taking the same load. Accordingly, the site was visited by the undersigned on 23/3/2023 and it was observed that: 1. The proposed site is located on right side of RajpuraChandigarh main highway. 2. The project proponent has not started any construction activity at site for the proposed project. 3. There is no rice sheller/ stone crusher/ hot mix plant/ brick kiln exist within 500 m from the proposed site. 4. There is no jaggery, petroleum outlet exist within 100 m of the site. 5. There is no seasonal drain/ nallah/ choe exist adjoining the site. 6. There is no eco-sensitive structure within 500 m of the site. 7. There is only exist one Satsang Ghar and 4-5 residential houses within 500 m. No Lal Lakir was found within the 500 m of the said proposed site. The proposed site of the project is conforming to the sitting guidelines laid down by the Govt. of Punjab, Department of Science Technology and Environment vide order dated 25/7/2008 as amended on 30/10/2009. Further, the industry has already obtained CLU from Department of Town & Country Planning,obtained CLU from Department of Town & Country Planning, Punjab vide memo no. 520-STP(S)/SS-(FI) dated 17/5/2022 with suitable conditions mentioned therein:</p>
<p>In view of the above, it is recommended that the industry may be granted CTE (NOC) from pollution angle for the development of Industrial Plots @ 19 Number, Commercial Plots @ 3 number, SCO @ 21 Number and Bay Shops @ 19 Number for total area 94,494.7 sq.m. (23.35 acres) and built-up area 71,368.35 sq.m for one year, subject to the suitable conditions and following additional conditions: 1. The project proponent shall not increase its built-up area beyond 71368.35 sqm and in case, it intends to increase its built up area beyond 71368.35 sqm, it shall obtain prior Environment Clearance under EIA notification, 2006 as well as fresh consent to operate of Board under the provision of Water Act, 1974 and Air Act, 1981. 2. The project proponent shall start construction activity after the grant of the environment clearance under the EIA notification dated 14/9/2006. 3. The project proponent shall allow to establish only Red category of industries (Agro-Based) in the project. 4. The project proponent shall get the building plans approved under the Factories Rule, 1952 from the competent authority. 5. The project proponent shall not allow any occupancy in the project till the time adequate arrangements for treatment & disposal of wastewater and solid waste are made as well as consents to operate under the Water Act, 1974 & the Air Act, 1981 are obtained. 6. The project proponent shall develop its commercial complex as well as construct flats strictly in accordance with the layout / building plans approved/ to be approved by the Competent Authority. 7. The project proponent shall bound to comply with the conditions of environmental clearance to be granted by the Competent Authority/ SEIAA in true letter and spirit. 8. The project proponent shall not commission its project without obtaining fresh consent to operate as required under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981. The project proponent shall impose a condition in this regard in the allotment letter to be issued to the unit. 9. The project proponent shall use 113 KLD of treated wastewater for flushing purpose in the project. The project proponent shall also impose a condition in the allotment letters to be issued the respective units that they shall use only treated wastewater for flushing purpose within their premises. 10. The project proponent shall develop 1.637 acres of land area as per Karnal Technology for utilization of treated wastewater onto land for plantation, as per the proposal submitted by it with its application form. 11. The project proponent shall not use any other mode for disposal of treated wastewater, than those mentioned in this consent letter. 12. The project proponent shall obtain permission from PWRDA for abstraction of groundwater (if required) and shall comply with the guidelines issued by it from time to time. 13. The project proponent shall not discharge the effluent into any drain/choe/nallah, in any case. 14. The project proponent shall develop its project strictly in accordance with the layout / building plans approved / to be approved by the Competent Authority. 15. The project proponent shall carry out construction work of STP in commensuration with the construction work of project at the site. 16. The adequacy & efficacy of the wastewater treatment system will be the entire responsibility of the establishment.will be the entire responsibility of the establishment. 17. The project proponent shall install water meters at all different outlets as proposed for the disposal of the treated effluent. 18. The project proponent shall regularly operate and maintain its STP(s) and ensure that the treated sewage conforms to the effluent standards prescribed by the Board / Ministry of Environment and Forests & Climate Change for such discharges. 19. The project proponent shall comply with the provisions of Solid Waste Management Rules, 2016. 20. The project proponent shall install mechanical composter for the treatment of solid waste. 21. The establishment shall comply with the provisions of Noise Pollution (Regulation & Control) Rules 2000. 22. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste. 23. The project proponent shall comply with the provisions of the Construction and Demolition Management Rules, 2016. 24. The project proponent shall ensure that all the construction material and debris shall be carried out in trucks or other vehicles which are fully covered and protected so as to ensure that the construction debris or the construction material does not get disburse into the air or atmosphere in any form. 25. The project proponent shall take all necessary steps to contro the dust emissions to be generated from the construction activities of the project. 26. The project proponent shall ensure that the vehicles carrying construction material and construction debris of any kind shall be cleaned before it is permitted to ply on the road after unloading of such material. 27. The project proponent shall provide mask to every worker working on the construction site and involved in loading/ unloading and carrying of construction material and construction debris. 28. The project proponent shall provide all medical help, investigation and treatment of workers involved in construction of building and carrying out construction material and debris related to dust emissions. 29. The establishment shall obtain all the statuary approvals/clearances from the concerned departments 30. The NOC is being issued to the project proponent based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 31. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent.</p>
