File Note: <p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">It is submitted that the industry has attached a reply/letter dated 20.03.2023 (copy attached), which is reproduced as under:-</span></p> <p class="MsoNormal" style="text-align: justify; line-height: 150%;"><em style="mso-bidi-font-style: normal;"><span style="font-family: 'Tahoma','sans-serif';">&ldquo; 1. That the extraction process for extracting copper/aluminium /brass etc. from electric motor scrap will be done manually as well as mechanically and for this heating of some of the material is required so as to loosening the bindings. </span></em></p> <p class="MsoNormal" style="text-align: justify; line-height: 150%;"><em style="mso-bidi-font-style: normal;"><span style="font-family: 'Tahoma','sans-serif';">2. That heating is done simply by installing LPG fired burner on which Iron &amp; Steel Tokra made up of thick bars having capacity of 250 Kg is to be used with proper hood and adequate stack height.</span></em></p> <p class="MsoNormal" style="text-align: justify; line-height: 150%;"><em style="mso-bidi-font-style: normal;"><span style="font-family: 'Tahoma','sans-serif';">3. That the process of the extraction involves only heating of the material to some extent not the melting of material and for heating purposes, the industry will use only LPG as fuel due to which combustion emissions will result from the LPG firing.</span></em></p> <p class="MsoNormal" style="text-align: justify; line-height: 150%;"><em style="mso-bidi-font-style: normal;"><span style="font-family: 'Tahoma','sans-serif';">4. That the flue gas coming out of the combustion process, where the LPG is used as fuel, is expected to be of little concern from pollution angle. As per the applicable norms, the flue gas emission shall not have SPM levels (in the stack) exceeding 150 mg/Nm3. Regarding sulphur dioxide, adequate stack height shall be provided for proper dispersion.</span></em></p> <p class="MsoNormal" style="text-align: justify; line-height: 150%;"><em style="mso-bidi-font-style: normal;"><span style="font-family: 'Tahoma','sans-serif';">5. That with proper and efficient combustion of the LPG, even the SPM levels are not very high and the flue gas can be discharged without any treatment. for the reasons that the LPG is a very clean fuel. 6. That the gaseous emissions shall contain only combustion products &amp; due to the nature of fuel and combustion conditions expected to be there in the furnace, the emissions shall not have any parameter beyond the applicable statutory standards.</span></em></p> <p class="MsoNormal" style="text-align: justify; line-height: 150%;"><em style="mso-bidi-font-style: normal;"><span style="font-family: 'Tahoma','sans-serif';">In view of above, we are of the considered opinion that APCD will serve no purpose in the situation. In spite, at the time of operation of unit or at any later stage, if it is found that the emission standards are not being complied with, we undertake to stop our operation and install appropriate pollution control device to the satisfaction of PPCB. So, you are requested to grant us NOC as the same is already pending for the last one and a half month and we are facing financial burdens due to delay in the establishment of our project.&rdquo;</span></em></p> <p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">In view of the representation of the industry that APCD is not required and the same may be got verified in due time after the industry gets into operation, the same may be considered at this stage and the industry may be allowed to provide adequate stack height at this stage and CTE may be granted accordingly with special condition that the industry will get its emission sample analyzed from the Board&rsquo;s lab within 15 days of operation of the industry and if the claim of the industry is found to be false i.e. the flue gas fails to achieve the standards, the CTE granted to the industry may be cancelled without giving any opportunity and the Board shall not be responsible for any financial loss to be incurred by the industry in case of the CTE gets cancelled due to the said reason.</span></p>
