The project proponent was granted Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2022/18383292 dated 02.06.2022 valid till 31.03.2023 subject to special conditions as under: <p class="MsoListParagraphCxSpFirst" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: normal; mso-list: l0 level1 lfo1; background: white;">1.       The project proponent will operate mechanical composter for management of bio degradable solid waste generated from the school. <p class="MsoListParagraphCxSpMiddle" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: normal; mso-list: l0 level1 lfo1; background: white;">2.       The project proponent will maintain record of operation of STP and wastewater disposed off in flushing and for irrigation. <p class="MsoListParagraphCxSpMiddle" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: normal; mso-list: l0 level1 lfo1; background: white;">3.       The project proponent will maintain record of fresh water consumption from MC supply. <p class="MsoListParagraphCxSpMiddle" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: normal; mso-list: l0 level1 lfo1; background: white;">4.       The project proponent may also develop the vermicomposting/composting to manage the biodegradable solid waste. PP shall not throw, burn or bury any solid wastes in open, outside premises or in drain / water bodies. <p class="MsoListParagraphCxSpMiddle" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: normal; mso-list: l0 level1 lfo1; background: white;">5.       The project proponent shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities. (See attached banner) <p class="MsoListParagraphCxSpMiddle" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: normal; mso-list: l0 level1 lfo1; background: white;">6.       The project proponent shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocal or any other non-biodegradable material in the premises. <p class="MsoListParagraphCxSpLast" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: normal; mso-list: l0 level1 lfo1; background: white;">7.       The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. The project proponent has submitted compliance report of the previous Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 granted to it. The industry has submitted CA certificate dated 05.05.2022 as per which the cost of fixed assets are Rs 127.73 crores. The pp has deposited Rs 84000/- vide receipt no. 205359458 dated 16.03.2023. The fee deposited is not adequate for one year. The project proponent has obtained occupancy certificate from GMADA vide letter no. GMADA- SDP(B)/2020/ 38509 dated 12.10.2020 for permission for the occupation/ use of Lower Ground Floor (without swimming pool), Basement, Ground floor, first Floor & second floor only. On scrutinizing the application of the institute on 16.03.2023, following clarification were raised: 1) The industry has not submitted latest CA Certificate. 2) The project proponent in the application form has not mentioned no. of students for which it has applied for Consent to Operate of the Board and no. of students & staff actually working in the school. 3) The project proponent has not submitted adequate Consent to Operate fee and is required to deposit additional fee of Rs 21600/- in order to make it adequate till 31.03.2024 (subject to condition there is no change in CA Certificate as compared to CA Certificate submitted during obtaining previous Consent to Operate of the Board).  No reply has been received from the institute till date. The site was visited by the undersigned on 25.03.2023 and contacted Sh. Sachin Saini, Manager (8427277442). During visit it was observed as under: 1.      The school was closed due to close of academic session but teacher and other staff have come to the school. The construction work of the school has been completed for basement, ground, 1st and 2nd floor. The finishing work of 3rd and 4th floor is yet to done. The representative informed that they have obtained partial occupancy from GMADA upto 2nd floor. 2.      The project proponent has provided STP for treatment of domestic effluent. The component of the STP are screen chamber, oil & grease chamber, Equalization tank, MBBR-1 & 2, tube settler, sludge holding tank, chlorine contact tank, PSF, ACF, water storage tank. The aeration blower was not in operation but visit but was made to start later on. Sample from outlet of STP was collected and send to HO Lab for analysis. The project proponent has provided flow meter providing at inlet and outlet of STP. The reading of water meter at outlet and inlet was 4150.2 m3 and 2795.1 m3 respectively. As per record of operation of STP checked w.e.f. 25.02.2023 to 24.03.2023 , 160 KL wastewater has reached at the inlet of STP and 155 KL has been disposed of from the outlet. The pp has provided a treated water collection tank after ACF and the water from this tank is disposed off to flushing, plantation and into sewer. The pp has provided separate water meter to access quantity of water used in flushing and in irrigation and the reading was 1618 m3 & 1607.7 m3 respectively. The institute is maintaining record of treated waste-water utilized for flushing and gardening and as per record checked from 25.02.2023 to 24.03.2023 , 63.5 KL has been used in flushing and 113.5 KL has been used in irrigation. 3.      The representative informed that presently 470 students are studying in the school and a staff of around 67 are working in the school. The project proponent has provided water meter over the fresh water meter line coming from MC, Mohali and reading was 6196.9 KL. However, no record regarding water consumption on daily basis could be shown. 4.      The project proponent has installed a DG set of 500 KVA with canopy and adequate stack height. 5.      The project proponent provided 2 no. rain water harvesting pits. 6.      The project proponent has provided a mechanical composter of 300 kg/day. However, the same is not being used. The representative informed that the canteen has not been made in operation as such no bio-degradable waste is being generated. In view of above, it is recommended that show cause notice for refusal of the Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 may be issued to the project proponent with an opportunity of 15 days. *Competency – Worthy Chairman
