<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">The industry was visited by officers of this Board on 26.11.2022 and it was observed as under- 1. The industry was in operation for cold rolling and tempering of H.R. Steel Coils with 4 number annealing furnaces and 7 number hardening & tempering furnaces.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">2. The industry is generating cutting oil waste water, which is recirculated back into the process, however, earlier, the cutting oil is collected in a tank, popped up with fresh water and was treated in ETP as batch treatment. The ETP consists of Collection Tank </span><span style="font-size: 12.0pt; line-height: 115%; font-family: Symbol; mso-ascii-font-family: Tahoma; mso-hansi-font-family: Tahoma; mso-bidi-font-family: Tahoma; mso-char-type: symbol; mso-symbol-font-family: Symbol;"><span style="mso-char-type: symbol; mso-symbol-font-family: Symbol;">à</span></span><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';"> Reaction Tank </span><span style="font-size: 12.0pt; line-height: 115%; font-family: Symbol; mso-ascii-font-family: Tahoma; mso-hansi-font-family: Tahoma; mso-bidi-font-family: Tahoma; mso-char-type: symbol; mso-symbol-font-family: Symbol;"><span style="mso-char-type: symbol; mso-symbol-font-family: Symbol;">à</span></span><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';"> Up Flow Anaerobic Filter. The ETP was found not in use, however, collection tank of ETP was found filled with waste water, which was advised to treat and dispose to plantation area. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">3. The industry has 4 no. annealing furnaces with common stack of adequate height. The industry has 7 no. heat treatment furnaces, which is electrically operated and having adequate stack height with each furnace. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">4. The industry has strip grinding machine which needs no APCD. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">5. The industry has 2 no. DG set of capacity 1010 KVA each, with canopy and stacks of adequate height.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';"><span style="mso-spacerun: yes;"> </span>6. The industry is generating hazardous waste of category 5.1 and obtained authorization under HOWM Rules, 2016 vide no. HWM/renew/BTI/2021/15392556 dated 22.06.2021, valid upto 31.03.2026.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">Further, As per MoEF&CC vide notification dated 20.07.2022 ,all the standalone re-rolling units or cold rolling units, which are in existence and in operation as on the date of this notification, with valid consent to establish (CTE) and consent to operate (CTO) shall apply online for grant of Terms of Reference followed by Environmental Clearance. The application for grant of ToR shall be made within a period of one year from the date of this notification. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">Accordingly, the industry was issued advisory letter to treat its effluent lying in the collection in the ETP within 7 days and submit the compliance report in the Regional Office within 7 days vide zonal office letter no. 370 dated 27.01.2023. Further, the industry was also issued letter vide no. 372 dated 27.01.2023 <span style="mso-spacerun: yes;"> </span>to apply to ensure the compliance of MoEF&CC vide notification dated 20.07.2022. Thereafter, the industry has submitted that they have already treated the effluent and submitted the photographs of the same to the SEE, ZO, Bathinda vide no. SL/G-08/ 2022-23 dated 02.02.2023 and also submit the copy in the Regional office, Bathinda and in respond to letter no. 372 dated 17.01.2023, the industry has submitted that the industry is not covered under the said notification because the said notification covers cold rolled stainless steel manufacturing industries and the industries is not processing the stainless steel and the industry is only processing plain carbon steel strips. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">As such, the industry is not using stainless stell and thus not covered under coal rolled stainless steel manufacturing industries. Thus, the industry is not required to obtain ToC and the industry has submitted a representation where it has been informed that the unit was previously using its ETP for the treatment of waste cutting oil emulsion. But since long the quality of cutting oils have considerably improved and new products are now available and being used by us where there is no need to replace the cutting oil. We have to only top up the cutting oil emulsion. Hence ETP installed by us is not in use. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">In view of above, it is, recommended that renewal of consents to operate under the Water Act, 1974 & Air Act, 1981 may be granted to the industry for a period upto 31.03.2028, subject to the suitable conditions.</span></p> |
