CTOA/Renewal/BTI/2017/5549002 dt. 27.05.2017, with validity upto 30.09.2026, for operation of brick kiln with natural draft technology to manufacture</span> bricks &amp; tiles @ 30,000 nos./day, subject to the conditions <span style="color: black; mso-themecolor: text1;">mentioned therein. </span></span></p> <p class="MsoNormal" style="text-align: justify;"><span lang="EN-IN" style="font-size: 14.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1;">Now, the industry has applied for varied consent to operate under the Air Act, 1981 and fresh consent to operate under Water Act, 1974 under orange category as per the prevailing policy after converting the brick kiln on zig-zag technology to manufacture bricks &amp; tiles @ 30,000 nos./day. The Brick kiln has submitted completion certificate dt. 18.07.2019 from CSIR-Central Building Research Institute, Roorkee to the effect that the kiln has constructed high draft brick kiln with Zigzag technology, rectangular in shape as per the CSIR-CBRI design. </span></p> <p class="MsoNormal" style="text-align: justify;"><span lang="EN-IN" style="font-size: 14.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1;">Earlier, the kiln has deposited consent fee of Rs. 23,500/- vide R.no. 69/4373 dt 09.05.2017 &amp; 4,000/- vide R.No.55/4333 DT. 26.05.2017 under Air Act, 1981,</span> and now the kiln has deposited consent fee of Rs. 14500/- though online vide no. 409961921 dated 15.03.2023 under Air Act, 1981 which is adequate upto 30.09.2028 and Rs. 44000/- (Rs. 15000/- vide online R.No. 963855737 dated 15.03.2023 and Rs. 29000/- vide online R. No. 270342703 dated 21.03.2023) (including Rs. 2900/- as NOC regularization fees) under Water Act, 1974, which is adequate upto 30.09.2028 against the fixed asset of Rs. 37.90 lac as per the C.A. certificate dated 16.02.2023.</p> <p class="MsoNormal" style="text-align: justify;"><span lang="EN-IN" style="font-size: 14.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1;">The brick kiln has submitted copy of coal register as proof of actual operation of the brick kiln without adopting induced draught zig-zag technology / actual consumption of coal during the period 01.02.2019 to till date of completion of adopting high draft technology duly signed by the brick kiln and verified by a Chartered accountant. The perusal of coal register reveals that the coal consumption during above said period is nil. The industry has also submitted undertaking authenticated by the CA i.e. the entries filled in the coal register are correct. The industry has submitted EC amounting to Rs. 50,000/- vide R.No. 41/5521 dated 21.03.2023. </span></p> <p class="MsoNormal" style="text-align: justify;"><span lang="EN-IN" style="font-size: 14.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1;">The brick kiln was visited by the AEE of this office on 22.3.2023 and it was observed as under: </span></p> <p class="MsoNormal" style="text-align: justify;"><span lang="EN-IN" style="font-size: 14.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1;">1. The kiln was in operation during visit. </span></p> <p class="MsoNormal" style="text-align: justify;"><span lang="EN-IN" style="font-size: 14.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1;">2. The kiln has provided a ladder and a plat form with the stack for collection of emission sample. </span></p> <p class="MsoNormal" style="text-align: justify;"><span lang="EN-IN" style="font-size: 14.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1;">3. The kiln has stabilized the periphery road / movement area. </span></p> <p class="MsoNormal" style="text-align: justify;"><span lang="EN-IN" style="font-size: 14.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1;">4. The kiln has provided adequate plantation all along its boundary.</span></p> <p class="MsoNormal" style="text-align: justify;"><span lang="EN-IN" style="font-size: 14.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1;">5. The industry does not generate any trade effluent and domestic effluent is discharged onto land for plantation after treatment in septic tank. The kiln is complying with the code of practice prescribed by the Board for the brick kin in the state and directions issued by Govt. / PPCB from time to time. </span></p> <p class="MsoNormal" style="text-align: justify;"><span lang="EN-IN" style="font-size: 14.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1;">The kiln is also complying with the recommendations given by the CSIR-Central Building Research Institute, Roorkee in the feasibility report for adopting operating practice as well as fuel feeding practice. The industry is also complying with the provision of Water Act, 1974.</span></p> <p class="MsoNormal" style="text-align: justify;"><span lang="EN-IN" style="font-size: 14.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1;">Keeping in view of above, it is re commended that consent to operate under the Water Act, 1974 &amp; Air Act, 1981 may be granted to the brick kiln for production of bricks &amp; tiles @ 30,000 no./day under orange category for a period up to 30.09.2028, subject to the suitable conditions along with the following specific conditions: - </span></p> <p class="MsoNormal" style="text-align: justify;"><span lang="EN-IN" style="font-size: 14.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1;">&nbsp;</span></p> <p class="MsoNormal" style="text-align: justify;"><span lang="EN-IN" style="font-size: 14.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1;">1. This consent is granted subject to the orders passed by the Hon'ble High Court for the States of Punjab &amp; Haryana/ Hon'ble National Green Tribunal or Other Judicial Authority in the case spending or being filed with regard to the operation of brick kilns in the State. </span></p> <p class="MsoNormal" style="text-align: justify;"><span lang="EN-IN" style="font-size: 14.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1;">2. This consent is granted subject to the performance evaluation of new technology adopted by the brick kilns. </span></p> <p class="MsoNormal" style="text-align: justify;"><span lang="EN-IN" style="font-size: 14.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1;">3. The BKO will obtain Environmental Clearance under EIA notification for mining of brick clay to be used as raw material for the manufacture of bricks and submit the same, within two months. </span></p> <p class="MsoNormal" style="text-align: justify;"><span lang="EN-IN" style="font-size: 14.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1;">4. The industry shall comply with code of practice for brick kiln and shall achieve the prescribed standard notified by MOEF&amp;CC. </span></p> <p class="MsoNormal" style="text-align: justify;"><span lang="EN-IN" style="font-size: 14.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1;">5. The industry shall not generate/ discharge any trade effluent and shall discharge only Domestic Effluent onto land for plantation after passing through septic tank.</span></p> <p class="MsoNormal" style="text-align: justify;"><span lang="EN-IN" style="font-size: 14.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1;"><span style="mso-spacerun: yes;">&nbsp;</span>6. The industry shall not use agro waste / bio-mass residue (like tura, gauwara crop, mustard straw, almond/peanut peels and press mud from sugar industry) &lsquo;in loose form&rsquo; till a proper study is conducted or some-mechanism is developed by the technical providers for utilizing the same in loose form for zig-zag based induced draft brick kilns</span></p>
