<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif';">It is submitted that earlier the power plant was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/RPN/2019/10822235 dated 24/09/2019 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/RPN/2019/10822185 dated 24/09/2019, both are valid upto 31/03/2023 for Power Electricity @ 76.3 Megawatt</span><span style="font-size: 10.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif'; mso-bidi-language: PA;"> </span><span style="font-family: 'Bookman Old Style','serif';">subject to suitable terms and conditions mentioned therein.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif';"> Now, the power plant has applied for obtaining renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 alongwith compliance of previous consent, consent fee, letter regarding power house & colony being separate entities alongwith assurance to dispose off the effluent to the Mojowal 08 MLD STP <strong>(attached alongwith)</strong> and copy of permission by EO, MC Nangal to dispose off the effluent into the STPs of capacity 08 MLD & 05 MLD <strong>(attached alongwith)</strong>.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif';"> The power plant has also submitted the CA certificate, wherein, the total cost of fixed assets as on 06.01.2023 is Rs. 4917.55 lakhs with value of plant & machinery is Rs. 4710.43 lakhs. As per record file, the fee deposited by the unit under the Water Act, 1974 and under the Air Act, 1981 was adequate upto 31.03.2023. Now, the unit has deposited additional fee amounting to Rs. 7,20,000/- vide UTR No. SBINR52023021331511519 dated 13.02.2023 under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. As such, the fee deposited by the power plant under the Water Act, 1974 and the Air Act, 1981 is adequate upto 31.03.2028 as per circular dated 29.10.2018.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif';">Further, the power plant was visited by the AEE of this office on 27.03.2023 and Sh. Jashandeep, Junior Engineer, BBMB Power House was contacted. During visit, it was observed as under:</span></p>
<p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-indent: -18.0pt; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif';">The power house is installed on Nangal Hydel channel & is producing 76.33 MW of energy.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif';">The energy is produced by 3 no. Hydro-electricity generators. Water from canal is taken through 3 no. penstocks to 3 no. turbines which are rotating the shafts further connected to hydro electric generators for generating electricity.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif';">At the power house has sanctioned strength of approximately 40-45 employees. These employees work in 03 shifts around the clock. The domestic effluent is discharged into concrete tank of diameter 03 meters. The domestic effluent generated from the colony is being collected into the 03 no. collection tanks of diameter 03 metre each.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif';">The representative informed that the department is in process of installation of STP of capacity 0.5 MLD for the residential colony and the wastewater from the power plant will also be discharged in the said STP after its installation; however, the construction has not been started till date.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif';">The power house has not yet disposed off its un-treated effluent from the collection tank to the Mojowal 08 MLD STP. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif';">The Additional SE, O&M Division BBMB informed that very less wastewater is being generated and the wastewater will be lifted from the collection tank to the Mojowal STP 08 MLD after the effluent capacity of collection tank is near full. Further, it was informed that proper record will be kept regarding transfer of the effluent.</span></p>
<p class="MsoListParagraphCxSpLast" style="text-align: justify; text-indent: -18.0pt; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif';">The power house has provided a DG set of capacity 320 KVA with canopy and stack of adequate height.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif';">From above, it is clear that the power house is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif';">In view of above and the agenda generated, it is recommended that consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be renewed for a short period i.e. upto 31.03.2024 due to non-installation of proposed STP and disposal of effluent till date, subject to the suitable conditions and additional conditions as under:</span></p>
<p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-indent: -18.0pt; line-height: 150%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif';">The power house/colony shall install the STP of capacity 0.5 MLD for the treatment of domestic effluent generates from power house & colony as per proposal and feasibility submitted.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; line-height: 150%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif';">The power house shall apply for obtaining consent to operate under the Water Act, 1974 and the Air Act, 1981 for its residential colony within 15 days.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; line-height: 150%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif';">The power house will not generate any trade effluent, except domestic effluent and shall ensure not to discharge its effluent anywhere else except STP Mojowal, Naya Nangal.</span></p>
<p class="MsoListParagraphCxSpLast" style="text-align: justify; text-indent: -18.0pt; line-height: 150%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif';">The power house will maintain record of the wastewater sent to the STP of capacity 8 MLD at Mojowal, Naya Nangal or 05 MLD at Burari, Naya Nangal.</span></p>
<p style="text-align: justify;"><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-font-family: Raavi; mso-bidi-theme-font: minor-bidi; mso-ansi-language: EN-IN; mso-fareast-language: EN-US; mso-bidi-language: AR-SA;">The power house shall apply for obtaining authorization under HWM Rules, 2016 for category 5.1 for the spent oil generated from the DG set and heavy machinery lubrication.</span></p> |
