<span lang="EN-US" style="mso-bidi-font-size: 12.0pt; mso-ascii-font-family: Calibri; mso-ascii-theme-font: minor-latin; mso-hansi-font-family: Calibri; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: red;">  Ø  The industry was granted renewal of consents to operate under Water Act, 1974 & Air Act, 1981 CTOA/Renewal/MNS/2019/9856106 & CTOW/Renewal/MNS/2019/9858727 dt. 10.05.2019, valid upto 30.09.2024 for production of Raw rice / sorted rice @ 4 TPH with dryer, with certain conditions mentioned therein. Ø  Now, the industry has applied for varied consent to operate under the provisions of Water Act, 1974 and Air Act, 1981 through online on OCMMS for the enhanced production capacity of Raw Rice/Sorted Rice 6 TPH alongwith dryer under orange category with requisite documents. Ø  The detail of the case is as under: - Ø  The industry has deposited the consent fee of Rs. 43200/- through online vide R.no. AXSK230600010476 dated 02.03.2023 under Water Act, 1974 and Rs. 43200/- through online vide R.no. AXSK230600010495 dated 02.03.2023 under the Air Act, 1981, for the fixed assets of Rs. 293.99 lacs, which is adequate upto 30.09.2028. The industry has also deposited the NOC regularization fee of Rs. 2900/- through online vide no. AXSK230600010511 dated 02.03.2023. Ø  The industry has submitted a feasibility report in which they proposed to install adequate pollution control devices along with adequacy certificate that the existing APCDs are adequate to handle the increased pollution load of expansion unit from Raw Rice / Sorted Rice 4 TPH to 6 TPH with dryer. Ø  The industry has submitted a forwarding letter written by District Food & Civil Supplies, Mansa to the Director, Food & Civil Supplies, Chandigarh vide their office letter no. 1139 dated 17.02.2023 along with recommendation to issue approval of capacity from 4 TPH to 6 TPH. Ø  The industry has submitted certificate from Executive Officer, Nagar Council, Budhlada vide his letter no. 1736 dt. 27.02.2023 has certified that M/s Bharti Rice Mills, Phulluwala Road, Budhlada, having land area 41 Kanals 4.5 Marlas, falls outside the Nagar council limit Nagar Council, Budhlada. Ø  The industry has submitted Adequacy Certificate report that the project proponent has installed a new machinery for increased capacity & milling section cyclone is adequate for taking extra particulate load due to enhanced capacity. There is no addition in land. <p class="MsoNormal" style="text-align: justify; text-indent: -37.45pt; line-height: normal; mso-pagination: none; mso-list: l3 level1 lfo2; tab-stops: list 14.2pt left 72.0pt 270.0pt; mso-layout-grid-align: none; text-autospace: none; margin: 0cm 0cm 4.0pt 36.0pt;">Ø The industry was visited by the undersigned on 21.03.2023 and it was observed as under – <p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-indent: -14.15pt; line-height: normal; mso-pagination: none; mso-list: l2 level1 lfo3; tab-stops: 260.25pt; mso-layout-grid-align: none; text-autospace: none; margin: 0cm 0cm 0cm 51.3pt;">·      The industry was not in operation. <p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-indent: -14.15pt; line-height: normal; mso-pagination: none; mso-list: l2 level1 lfo3; tab-stops: 260.25pt; mso-layout-grid-align: none; text-autospace: none; margin: 0cm 0cm 0cm 51.3pt;">·      The additional land added by the industry is adjoining to the existing rice sheller. ·      The industry has installed cyclones as APCDs with pre-cleaner section and shelling section and the same were found in operationable condition. ·      The industry has provided stack of adequate height with paddy cleaner and shelling section with adequate sample collection facilities. ·      The industry has provided wall of adequate length with height of 10 feet around husk storage area and 5 feet Jali have been provided over the said wall. ·      The industry has provided paved road for the control of the vehicular dust pollution. ·      The industry has provided the septic tank for treatment of domestic effluent of office building with provision of discharge of effluent onto land for plantation. ·      The industry has provided adequate plantation along the boundary wall of the industry. Ø  From the above it is clear that the site is suitable for the expansion in its existing premises and the industry is complying with the <a name="_Hlk81830170"></a>provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt.15.10.2013. Ø  Keeping in view of above, it is recommended that varied consents to operate of the Board under the provisions of the Water Act, 1974 & Air Act, 1981 may be granted to the industry for operation of rice sheller unit of capacity 6 TPH of Raw Rice/Sorted Rice with dryer for a period upto 30.09.2028, subject to the suitable conditions along with that the industry will submit its air emission sample report of its shelling section as well as dryer section in every paddy season.
