It is submitted that the industry was granted consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 vide no. CTOW/Renewal/PTA/2020/12892633 dated 25/06/2020 and the Air (Prevention and Control of Pollution) Act, 1981 vide no. CTOA/Renewal/PTA/2020/12892396 dated 25/06/2020 having validity upto 30/09/2025 for processing of Paddy @ 1.5 T/Hour to produce Rice (Dry) @ 1.0 T/Hour alongwith Rice Bran @ 0.05 T/Hour, Phuck @ 0.07 T/Hour, Rice Husk @ 0.33 T/Hour (by-product) under orange category subject to conditions as mentioned therein. Now, the industry has applied for obtaining 'consent to establish' (NOC) from pollution angle, for expansion of its unit for processing of Paddy (For Steamed/Dry Rice)  @ 4.5 T/Hour, Rice (Steamed/Dry) @ 3.0 T/Hour alongwith Rice Bran @ 0.16 T/Hour, Phuk @ 0.20 T/Hour, Rice Husk @ 0.99 T/Hour under red category along with requisite documents. The cost of this expansion project is Rs. 644.06 lakhs as per the project report. The industry has deposited online Rs. 22300/- vide Receipt No. 775975024 dated 28.02.2023 as NOC fee, which is adequate for one year. The project proponent as per undertaking dated 27.02.2023 has proposed to carry out said expansion in existing land of its industrial premises and there will be no addition in existing land. The project proponent has further undertaken that for expansion there will be replacement of existing machinery by adding 1 no. Petti, 2 no. Pneumatic Rulae, 4 no. Polishers/Whiteners, 3 no. Driers of 24 MT each, 8 no. Silos of 3 MT each, 1 no. Boiler of 6 TPH, 1 no. sortex, 1 no. silky and 1 no. DG set of capacity 500 KVA alongwith the other additional machinery for expansion.  The industry has submitted approved building plan from Competent Person of Director of Factories. The industry has submitted certificate from Executive Officer, Municipal Council, Patran issued vide no. 1264 dated 25.01.2023, in which it was mentioned that the unit falls outside the M.C. limits of Patran. The industry has submitted feasibility report prepared by M/s TerraSyn Initiatives, Patiala (Punjab) in which it was mentioned that M/s Satguru Rice Mills, Village Dugal Kalan, Sangrur Road, Tehsil Patran, Distt. Patiala (Punjab), is an existing paddy milling based industrial unit to process paddy @ 1.5 MT/hour for production of 1 MT/hour of raw rice. Now the industrial unit is planning to augment its existing setup to increase its paddy milling (steamed/dry) capacity to ~4.5 MT/hour (producing ~3 MT/hour of rice). The industry will require water for boiler feed @ 27 KLD and domestic purpose @ 32.0 KLD, which will be met by installing submersible within the premises of the unit. The industry will generate domestic effluent @ 4.0 KLD, which will be passed onto land for plantation after treating it in septic tank. The industry proposed to install boiler furnace and three no. dryers of capacity 24 MT each. The industry has proposed to install cyclone separator as APCD each separately with boiler furnace as well as pre-cleaner of drier. The industry has submitted compliance report of consent conditions earlier granted to it under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981.     Accordingly, the industry was visited by the AEE on 27.03.2023 and it was observed as under: - 1.     The industry was not in operation during visit. The representative Sh. Ankit Kumar informed that the paddy milling for the season has been completed. 2.     The representative informed that the proposed expansion shall be carried out in the existing premises of land only. 3.     The industry has provided cyclone separator as APCD with milling section to control process emission. 4.     The industry has provided septic tank for the treatment of domestic effluent generated from its premises and the treated domestic effluent is being utilized onto land for plantation along the boundary of the unit. 5.     The industry has installed one no. DG set of capacity 500 KVA, equipped with canopy with adequate stack height within its premises. 6.     The industry has provided paved / brick roads inside their premises for movement of vehicles, so as to prevent the generation of dust. The industry is complying with the conditions new code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013 and conditions of consents granted to it under said acts. It is pertinent to mention here that as per Govt. of Punjab, D.S.T.E 10/48/2004-STE (4) /932 dated. 15/10/2013, “All rice mills/ saila plant located outside the Municipal limits of towns and cities and in the designated areas within the cities established with NOC of Punjab Pollution Control Board will be allowed to expand/ modernize within their existing premises if pollution load of existing unit has been effectively taken care of by the industry and no specific approval of District Town Planner will be required.”   In this case, the industry has submitted certificate from EO, Municipal Council, Patran as reported above and the Master Plan of Patiala has not been notified as yet, as such   the site is suitable for expansion as proposed by the industry in light of Govt. notification dated 15.10.2013. In view of the above mentioned facts, it is recommended that NOC for expansion for processing of Existing : Paddy (For Dry Rice) @ 1.5 T/Hour, Proposed : Paddy (For Steamed/Dry Rice)  @ 4.5 T/Hour, Total : Paddy (For Steamed/Dry Rice) @ 4.5 T/Hour to produce Existing : Rice (Dry) @1.0 T/Hour, Proposed : Rice (Steamed/Dry) @ 3.0 T/Hour, Total : Rice (Steamed/Dry) @ 3.0 T/Hour alongwith Rice Bran @ 0.16 T/Hour, Phuk @ 0.20 T/Hour, Rice Husk @ 0.99 T/Hour under red category may be granted to the industry with suitable conditions as per the policy of the Board and following additions conditions:-    i)      The industry shall comply with the code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated 15/10/2013 in true letter and spirit. ii)     The industry shall obtain varied consent to operate under the provisions of Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981. iii)    The industry shall install ETP and APCD as proposed in the feasibility report submitted by the industry along with the application. iv)   The industry will submit revised building plan prepared and duly authenticated by the Director of Factories/ Chartered Architect/ Chartered Engineer under the provisions of section 3-A of Punjab Factory Rules, 1952. v)    The industry shall put in place all the hoods, ducting's & enclosures and other components of the APCD well before commissioning of the unit for next paddy shelling season and report the compliance in the regard to the Board. vi)   The industry is advised to obtain necessary clearance for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA). vii)  The industry shall comply with guidelines of Central Ground Water Authority. viii) The industry shall comply with the stack emissions standards as laid down by the Board and as amended from time to time by the Board/MoEF. ix)     The industry shall bound to comply with the laws & bye-laws of the Master Plan to be prepared by the Department of Town and Country Planning, Punjab for Patran town. x)    The industry shall upgrade/ replace its APCD as per policy of the Board at any stage. xi)   The industry shall give area earmarked for disposal of ash generated from the boiler at the time of varied consent to operate for expansion/ modernization.
