<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span style="font-family: 'Tahoma','sans-serif'; color: black;">The industry was earlier granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 vide No. CTOW/Fresh/LDH2/2022/19651804 & CTOA/Fresh/LDH2/2022/19652141 dated 15.09.2022 upto 07.03.2023 for manufacturing of packaging material (LD @ 380 Kg/day) from fresh LD, LLDP @ 400 Kg/day, under the green Category and directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 were issued vide Board letter no. 4155 dated 14.09.2022 to the industry for its restoration of electric supply temporarily upto 13.03.2023. The industry was issued directions for deposition of Environmental Compensation amounting to Rs.2.0/- Lacs in four equal instalments.</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span style="font-family: 'Tahoma','sans-serif'; color: black;">Now, the industry has applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 under Green Category for manufacturing of packaging material (LD @ 380 Kg/day) from fresh LD, LLDP @ 400 Kg/day. The industry has submitted the request letter, compliance report of previous consents & CA certificate.</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span style="font-family: 'Tahoma','sans-serif'; color: black;">The industry was visited by officer of the Board on 27.03.2023 and observed that the industry was in operation. It has installed extrusion machine (01 no.), cutting / sealing machine (01 no.), winding machine (01 no.) and weighing machine (01 no.). The industry has not used water in its process and domestic effluent shall be discharged into MC sewer.</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span style="font-family: 'Tahoma','sans-serif'; color: black;">As per Assistant Town Planner, Municipal Corporation, Zone-C, Ludhiana letter no. 197, 198 & 199 dated 30.08.2011 the site of the industry i.e. plot no. 1242, 1243 and 1244 falls in Industrial Mix Zone as per master plan of Ludhiana.</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span style="font-family: 'Tahoma','sans-serif'; color: black;">The industry has submitted only one instalment of amounting to Rs. 50,000/- (Rs. Fifty thousand only) as Environmental Compensation through demand draft. However, vide again request dated 20.03.2023 mentioning its poor financial condition due to treatment of the son of representative of the industry of aged 11 year who is suffering from serious eye disease, expressed inability to deposit Environmental Compensation.</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span style="font-family: 'Tahoma','sans-serif'; color: black;">The representative of the industry has informed that his son is is suffering from serious eye disease and lot of money being incurred on his medical treatment and unable to deposit balance Rs. 1.5 lac. The industry has not deposited Rs. 1.5 lac as EC and has requested vide letter dated 20.03.2023 to waive off the balance Environmental Compensation amount. </span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span style="font-family: 'Tahoma','sans-serif'; color: black;">It is pertinent to mention here that the industry is a small scale green and its value of Plant & machinery is Rs. 2,67, 558/- (less than Rs. 25 lac).</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span style="font-family: 'Tahoma','sans-serif'; color: black;">In view of above, it is recommended as under:</span></p>
<p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: 150%; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Request of the industry for waive off of remaining amount for Rs. 1.5 lac of Environmental Compensation may be considered for waive off. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: 150%; mso-list: l1 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; color: #5d5d5d;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Directions u/s </span><span style="font-family: 'Tahoma','sans-serif'; color: black;">33-A of Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 may be issued to PSPCL authorities to regularize electric supply of the industry temporarily upto 31.08.2023.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: 150%; mso-list: l1 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; color: #5d5d5d;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; color: black;">The Regional Office may be allowed to grant consent to operate to the industry under green category upto 31.08.2023 with special conditions that:</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 72.0pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -36.0pt; line-height: 150%; mso-list: l0 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">i.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry shall not throw, burn or bury any solid wastes in open, outside premises or in drain / water bodies. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 72.0pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -36.0pt; line-height: 150%; mso-list: l0 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">ii.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 72.0pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -36.0pt; line-height: 150%; mso-list: l0 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">iii.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry shall ensure that there are no usages of single use plastic-thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 72.0pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -36.0pt; line-height: 150%; mso-list: l0 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">iv.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: 150%; mso-list: l0 level1 lfo2; background: white;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; color: #5d5d5d;"><span style="mso-list: Ignore;">v.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';"><span style="mso-spacerun: yes;"> </span>The industry shall get the EPR registration as per the EPR guidelines launched on April, 05, 2022 at http://eprplastic.cpcb.gov.in/plastic/ within 30 days.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: 150%; mso-list: l0 level1 lfo2; background: white;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; color: #5d5d5d;"><span style="mso-list: Ignore;">vi.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; color: black;">The industry shall not manufacture plastic carry bags.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: 150%; mso-list: l0 level1 lfo2; background: white;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; color: #5d5d5d;"><span style="mso-list: Ignore;">vii.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; color: black;">The industry shall not manufacture single use plastic items banned by the MoEF, Govt. of India.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><strong style="mso-bidi-font-weight: normal;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; color: black;">NOTE: The site of the industry falls in Industrial Mix Zone as per master plan of Ludhiana and</span></strong><strong style="mso-bidi-font-weight: normal;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Verdana','sans-serif'; color: black;"> the </span></strong><strong style="mso-bidi-font-weight: normal;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">industry may be allow to operate upto 31.08.2023 u/s 79 of Punjab Regional Town Planning & Development, Act, 1995 as amended in 2006. </span></strong></p>
