<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">The project proponent is a large scale orange category unit & was granted consent to operate under the Water Act, 1974 and Air Act, 1981, both valid upto 15.03.2023 for disposing off trade effluent and domestic effluent @ 45.0 KLD into sewer.</p>
<p style="text-align: justify;">Now, the project proponent has applied for renewal of consent to operate under the Water Act, 1974 and Air Act, 1981. The project proponent has deposited consent fee, which is adequate up to 31.01.2026 under both Acts.</p>
<p style="text-align: justify;">Further, it is informed that the shopping mall was given personal hearing before the Hon’ble Chairman of the Board on 27.01.2022 wherein it was decided as under:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The project proponent will install STP for the treatment of the entire premises within a month.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The project proponent shall make proper record of water consumption, discharge and chemical used for treatment of effluent.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->Consent to operate under the Water Act, 1974 and under the Air Act, 1981 may be granted for one year.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->Environmental Engineer shall visit the shopping mall to verify the contentions of the project proponent and submit recommendations accordingly.</p>
<p style="text-align: justify;">To verify the facts, the shopping mall was visited by the officers of RO on 06.03.2023 and it was observed as under:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->It is a shopping mall and was in operation during the visit.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The shopping mall has two no. basements and 5 floors in its superstructure.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The shopping mall has installed STP for treatment of domestic effluent of the entire premises. Further, it is informed that effluent sample of the mall was collected by the officer of RO on 06.10.2022 and the concentration of various parameters at the outlet of STP was found to be pH = 7.3, TSS = 45mg/l, TDS = 340mg/l, COD = 168mg/l, BOD = 41 and Oil & Grease = 8.0mg/l. The concentration of BOD is beyond the stringent parameter i.e 30 mg/l and within prescribed limit as per the general standard for discharge of environmental pollutants.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The shopping mall has installed 3 D.G sets provided in acoustic room with adequate stack height.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5. <!--[endif]-->The shopping mall is maintaining the record of discharge and chemical used for treatment of effluent. As per record the reading of the outlet flow meter was found to be 760.1m3 on 01.08.2022 and reading during the visit was 4270.4 m3, the effluent discharge = 4270.4 – 760.1 = 3510.3/217 = 16.17 KLD which is within consented discharge.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->6. <!--[endif]-->The shopping mall has not installed water meter on the submersible pump and is not maintaining the record of total water consumption.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->7. <!--[endif]-->The shopping mall has not submitted any agreement for disposal of solid waste generated from its premises.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->8. <!--[endif]-->The shopping mall has not provided arrangement for utilizing treated waste water for gardening and non-potable uses.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->9. <!--[endif]-->The shopping mall has not submitted any documents regarding permission from concerned authorities for extraction of ground water.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->10. <!--[endif]-->The shopping mall has not adopted any energy conservation measures like provision of solar panels /solar heaters.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->11. <!--[endif]-->The pointwise compliance of the guidelines prescribed by the Board/CPCB for control of pollution & enforcement of environment norms for individual establishment/hotel /motels/banquet are attached below.</p>
<p style="text-align: justify;">In view of above, it is recommended that show cause notice for refusal of consent to operate under the Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be issued to the shopping mall <a name="_Hlk129422966"></a>with opportunity of hearing before Competent Authority.</p>
