<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">The project proponent has apply for fresh Consent to Establish under the provisions of Water (Prevention & Control of Pollution) Act, 1974<span style="mso-spacerun: yes;"> </span>and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of LPG Regulators @ 30000 No./year, valve @ 30000 No./year using zinc @ 120 MT/year & Brass @ 120 MT/year as raw material along with requisite documents.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">The project proponent has submitted brief project report with the value of proposed cost of the project is Rs. 3.97 crore after addition of 1 year rent the total proposed cost of the project is 4.1 crore. The project proponent has deposited Rs. 11,300/- vide R no. 149128071 dated 21.03.2023 as NOC fees, which is adequate for 1 year.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">The project proponent has submitted land use classification letter issued by DTP vide letter no. 335 dated 06.03.2023 of the land located at Village Sundran, H.B no. 363, Khasra no. 46//18(7-4), 46//23/1(4-2) <span style="mso-spacerun: yes;"> </span>measuring 6 Kanal 5 Marla measuring as FEZ zone. The project proponent has submitted </span><span lang="EN-IN" style="mso-bidi-language: #1000;">distance certificate issued from Sub Divisional Magistrate, Derabassi vide letter no. 1889 dated 14.11.2022 as under:</span></p>

<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="mso-bidi-language: #1000;">The project proponent has submitted rent deed made on 15.12.2022 between Sh. Taranjit Singh and M/s Salico Trading Company Pvt. Ltd., valid till 31.12.2037. The project proponent has submitted Memorandum of Article of Association of Salico Trading Co. Private Limited.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="mso-bidi-language: #1000;">The project proponent has submitted manufacturing process as under:</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="mso-bidi-language: #1000;">Raw material – rod cutting – forging – trimming – shot blasting – CNC – gauge checking – cleaning.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="mso-bidi-language: #1000;">Sub assay of lower, upper & rubber gasket – Assembly of spindle sub assay to value housing – nut fixing and checking of nut ht. – checking of spindle travel & spindle ht. – fixing of joint packing & its ht checking – soundness testing – pneumatic testing at close & open condition – visual & batch no. punching – packing & despatch.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="mso-bidi-language: #1000;">The project proponent has submitted feasibility report , as per which the industry has employed 70 workers which will generated maximum of 2.45 KLD for which a septic tank is provided. Treated water from septic tank is disposed of in house green area. Shot blasting booth will be installed in the manufacturing process.<span style="mso-spacerun: yes;"> </span>Bag filter as air pollution control devise is provided by the supplier of the shot blasting machines.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="mso-bidi-language: #1000;">On scrutinizing the application of the project proponent following observations were raised on 26.03.2023 with request to submit reply within 2 days.</span></p>
<p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span lang="EN-IN" style="mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; mso-bidi-language: #1000;"><span style="mso-list: Ignore;">1)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-IN" style="mso-bidi-language: #1000;">The pp has not accounted for the source of air pollution which will be generated during the process of painting of regulator valve, its baking in oven and source of water pollution during pretreatment of valves using HCL/caustic. </span></p>

<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="mso-bidi-language: #1000;">No reply received from the industry.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="mso-bidi-language: #1000;">The industry was visited by under-signed on 28.03.2023 and contacted Sh. DS Rawat, Quality Manager (98169-37774). During visit it was observed as under:</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="mso-bidi-language: #1000;">1. The industry was in operation during the visit and is engaged in manufacturing of LPG self closed valve and LPG LOT Valve presently and production of LPG regulators is yet to start. The representative informed that they have started the trials.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="mso-bidi-language: #1000;">2. The industry has installed brass rod cutting machine, 3 no. electric fired furnace (heating the brass cut piece to 650-700 oC), 4 power presses, trimming machine, 2 no. shotblasting machines, 8 no. CNC machines for manufacturing of LPG self closed valve and LPG LOT Valve. The 2 no. shot blasts are provided with dust collector and no stack provided with the shot blasts. The industry has also installed 3 no. die casting machines, 1 no. shot blasting machine, 2 no. vibro machine required for manufacturing of LPG regulator valve but the connection are required to be done.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="mso-bidi-language: #1000;">3. The industry has not provided environmental data board outside the premises.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="mso-bidi-language: #1000;">4. The industry has installed DG set of 200KVA, 180KVA, 125 KVA with canopy and inadequate height.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="mso-bidi-language: #1000;">5. The industry has installed one borewell and no water has been installed in its premises.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="mso-bidi-language: #1000;">6. The industry has provided a tank covered from the top for collection of domestic waste water but the arrangement for disposing off the same has to be made.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="mso-bidi-language: #1000;">7. As per the area classification, the industry falls under FEZ zone as such industry can be allowed to establish.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="mso-bidi-language: #1000;">Hence, in view of above, it is <span style="mso-spacerun: yes;"> </span>recommended that the NOC applied by the industry may be returned and the industry may be asked to apply for fresh CTO of the Board after making compliance of all the above points immediately.</span></p>
