The project proponent was given an opportunity of personal hearing on 15.12.2022 before the Senior Environmental Engineer of the Board. During hearing it was decided as under: 1)           The industry shall apply for consent to establish/ operate of the Board as required under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 with requisite documents for new location i.e. Plot no. F-6, Focal Point, Dera Bassi, within 15-days. 2)           The Environmental Engineer, Regional Office, SAS Nagar shall process the application to be applied by the industry on merits. 3)           The Environmental Engineer, Regional Office, SAS Nagar shall visit the site to verify the statement given by the industry, if the industry fails to comply with provisions of the Water (Prevention & Control of Pollution) Act, 1974, then environmental compensation shall calculate by Regional Office to be imposed on the industry from the period earlier date of visit i.e. 17/8/2022 to the date of violation in future.  To verify the compliance of the decision of the personal hearing the site was visited by the undersigned on 23.02.2023 and contacted Sh. Sh. Kapil Dev Chaudhary. During the visit, it was observed as under: 1.       The above industry is located at plot no. F-6 Industrial Focal Point, Derabassi. 2.       The industry is engaged in the manufacturing of / finishing of foil printing rollers / roto used in pharmaceutical industries. The industry is procuring printing cylinder vessel from outside and is doing nickle plating, copper plating, polishing using apple paper, exposure in UV light followed by sprayng etching chemical and thinner, ferric-chloride dipping and chrome plating. All the processes except chrome plating are done at room temperature, chrome plating is done at 60c and the industry has installed ID fan followed by stack of inadequate height with it. 3.       The industry is operating its unit without  consent to operate of the Board. 4.       The industry has not provided Environmental Data Board at the entrance. The industry has now made agreement with M/s Bantech Water Pvt. Ltd. for 4000 ltr/ Month and has lifted wastewater @ 4000 ltr vide manifest no. 482 dated 18.01.2023 and 4000 ltr vide manifest no. 616 dated 11.02.2023 5.       The industry is not maintaining any record regarding consumption of fresh water, generation of trade effluent and effluent lifted. 6.       The industry has provided the collection tank of 5000 ltr for collection of wastewater before disposal to CETP operator. During visit, around 1600 ltr wastewater was found stored in the tank. The industry has not provided water meter over the water supply line in the process area. 7.       The industry has not installed any DG set. 8.       The industry has not made agreement for disposal of hazardous waste of category 33.1 i.e. empty chemical containers. The report was sent to ZO vide enoting no. 19649944 on 24.02.2023, no further communication was received from ZO. Now, the project proponent has applied fresh Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974  and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Printing Cylinders @ 40 No./day using MS Base Cell @ 0.1 MTD & Chemicals for Electroplating @ 30 kgs/day along with requisite document. The project proponent has submitted CA Certificate with the value of fixed assets of Rs. 11,98 lakh on 13.12.2022. The project proponent has deposited Rs. 11,000/- vide UTR no. 000756909302 dated 27.12.2022 under water Act, 1974 and Rs. 18,100/- vide UTR no. 000756895573 dated 27.12.2022 under Air Act, 1981. The project proponent has submitted rent agreement made on 04.10.2022 between Rupinder Pal Singh and Shiv Shakti Engravers, valid till 04.09.2023.  The project proponent has submitted manufacturing process as under: Base shell MS pipe is the raw material – Copper plating is done om base shell – copper polishing – film exposure – chrome plating – dispatch of final product – Other any Mistake passing through hydrochloric acid. The project proponent has submitted approved building plan from competent person under Factory Act, 1948. The project proponent has submitted GST certificate as proof of date of commissioning, as per date of commissioning date is 29.11.2022. On scrutinizing the application of the project proponent following observations were raised on 27.03.2023 with request to submit reply of the above said observation within 2 days. 1.                   The project proponent has not submitted allotment letter of the plot. 2.                   The project proponent has not submitted partnership deed of the industry. 3.                   The project proponent has mentioned date of commissioning in application form is Jan’2002, but the project proponent has submitted GST certificate in which date of commissioning date is 29.12.2022, kindly clarify, so that adequacy of can be adjudged. 4.                   The project proponent has not mentioned source of air pollution in the application form. No reply received from the industry till date. the site was visited by the undersigned on 28.03.2023 and contacted Sh. Arvind Chaudhary, Son of Prop (8883900053). During the visit, it was observed as under: 1.       The above industry is located at plot no. F-6 Industrial Focal Point, Derabassi. 2.       The industry is engaged in the manufacturing of / finishing of foil printing rollers / roto used in pharmaceutical industries. The industry is procuring printing cylinder vessel from outside and is doing nickel plating, copper plating, polishing using apple paper, exposure in UV light followed by sprayng etching chemical and thinner, ferric-chloride dipping and chrome plating. All the processes except chrome plating are done at room temperature, chrome plating is done at 60c and the industry has installed ID fan followed by stack of inadequate height with it. The representative informed that they have given order for extending the height of stack 3.       The industry has not provided Environmental Data Board at the entrance. The industry has made agreement with M/s Bantech Water Pvt. Ltd. for 4000 ltr/ Month and has lifted wastewater @ 4000 ltr vide manifest no. 482 dated 18.01.2023 and 4000 ltr vide manifest no. 616 dated 11.02.2023. The industry has provided the collection tank of 5000 ltr for collection of wastewater before disposal to CETP operator and same was found completely filled. . The industry has not provided water meter over the water supply line in the process area. Further the mode of conveyance of waste-water from the process section to the collection tank is through flexible pipe and the representative was advised to replace it with a fixed pipeline. 4.       The industry is not maintaining any record regarding consumption of fresh water, generation of trade effluent and effluent lifted. 5.       The industry has not installed any DG set. 6.       The industry has not made agreement for disposal of hazardous waste of category 33.1 i.e. empty chemical containers. The representative informed that they have submitted all the documents to the party for making agreement. The representative was advised to provide a dedicated hazardous waste room for the same and maintain record of generation & disposal. 7.       The industry is located in focal point approved for setting up of such industries. 8.       Domestic effluent is disposed into PSIEC sewer. In view of above, it is recommended that the industry may be issued show-cause notice for the refusal of the CTO applied under Water Act, 1974 and Air Act, 1981.   Submitted please. Competency: SEE
