The project proponent was granted Consent to Establish under the provisions of Water (Prevention & Control of Pollution) Act, 1974  and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2022/18565324 dated 10.05.2022, valid till 24.04.2023 for manufacturing of Shampoo/Lotions @ 120000 Number/Year, Creams/Gels/Ointments @ 2000000 Number/Year., Soaps @ 60000 Number/Year, Powder/ Churan @ 50000 Number/Year, Syrups/ Liquids @ 1000000 Number/Year, Oils @ 500000 Number/Year, Capsules @ 5000000 Number/Year & Tablets @ 5000000 Number/Year with special conditions as under: 1.       The industry shall not start any new process within its unit which may change its category from Orange to Red, without the prior written permission of the Board. 2.       The industry shall not commission without the prior permission of the Board. 3.       The industry shall operate separate authorization under Hazardous & Other Waste (Management & Tran boundary Movement) Rules, 2016. 4.       The industry shall comply with the transfer letter issued by the PSIEC. Now, the project proponent has applied fresh Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974  and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Shampoo/Lotions @ 120000 Number/Year, Creams/Gels/Ointments @ 2000000 Number/Year., Soaps @ 60000 Number/Year, Powder/ Churan @ 50000 Number/Year, Syrups/ Liquids @ 1000000 Number/Year, Oils @ 500000 Number/Year, Capsules @ 5000000 Number/Year & Tablets @ 5000000 Number/Year along with requisite documents. The project proponent has submitted CA Certificate with the value of fixed assets of Rs. 1.03 crore on 31.12.2022. The project proponent has deposited Rs. 42,500/- vide UTR no. 31467499021DC dated 13.03.2023 under Water Act, 1974 and Rs. 42,000/- vide UTR no. 31466067181DC dated 13.03.2023 under Air Act, 1981. After deduction of NOC regularization fees, the consent fees under Water Act, 1974 is adequate till 31.01.2028 and consent fee under Air Act, 1981 is adequate till 31.03.2028. The project proponent has submitted allotment letter issued by PSIEC vide no. 13051-55 dated 04.08.2021 for manufacturing of Medicine/ Pharma. The project proponent has submitted completion certificate of installation of Evaporator @ 200 ltr/hr by Utimech Engineering on 05.09.2022. The project proponent has submitted lease deed made on 05.04.2022 between Sh. Subhash Chander Mittal and M/s Hansian Healthcare Private Limited. The project proponent has submitted manufacturing process as under: Lotion & Shampoo Dispensing of Raw materials – Mixing of raw material in manufacturing tank – mixing and heating – transfer to storage tank – filling of bottles by filling machine – labelling – packing Ointmet/ cream/Herbal/ Cosmetic Water Phase manufacturing in tank/ oil phase manufacturing in separate tank – emulsification of water phase & oil phase in manufacturing tank – filling of tubes with filing machine – packing. Soap Manufacturing Dispensing of raw material – missing of raw material – plodding – cutting -- stamping – packing Powder Dispensing of raw material – mixing of raw material – powder filing – labelling – packing Oil Dispensing of material – boiling of extracts – mixing of extracs  and oils – filling of oil – labelling – packing Liquid/syrup Dispensing of raw material – Mixing of raw materials with water in mixing tank – transfer of material of filling machine – filling of bottles – labelling and packing. Tablets Dispensing of raw material – Sifting of raw material – mixing of raw material – granulation – drying of granules – coating of granules – compression making tablets – packing of tablets – shifting of FG store Capsules Dispensing of materials – shifting of raw materials – mixing of raw material – filling of capsules – labelling and packing of capsules in bottle – shifting to FG store The project proponent has submitted approved building plan from competent person under Factor Act, 1948. The project proponent has submitted compliance report of the previous Consent to Establish under the provisions of Water (Prevention & Control of Pollution) Act, 1974  and Air (Prevention & Control of Pollution) Act, 1981 granted to it. The industry was visited by under-signed on 28.03.2023 and contacted Sh. Rupinder Singh, Director (92169-31010). During visit it was observed as under: 1. The industry was in operation and has started manufacturing shampoo/lotions, creame/gel/ointments. The representative informed that they are awaiting the drug license for starting the production of churan, syrup, capsules etc and he further informed that they have no planning to install tablet section presently and in near future they may install it. 2. The industry has installed all the required machinery except for tablet section. 3. The industry has not provided environmental data board outside the premises. 4. The industry has installed DG set of 82.5 KVA without canopy and without stack. 5. The industry is getting fresh water supply from MC and reading was 314.99 m3. The industry has installed RO plant for filtering the water before using in process and RO reject is used in washing of utensils. The industry has installed an electric evaporator of 200 ltr capacity for evaporating the  waste-water. The industry was advised to keep record of water consumption for washing of utensils and water evaporated. The industry has already water meter over the line leading to electric evaporator and reading was 2.82 KL. 6. The industry has not provided environmental data board outside the premises. The representative was advised to dispose off the filtrate generated in electric evaporator to TSDF, Nimbua. 7. The industry is located in focal point approved for such type of industries. Domestic effluent is disposed into PSIEC sewer. In view of above, it is recommended that the industry may be granted short-term consent till 30.09.2023 subject to special conditions as under: 1.       The industry shall not start any new process within its unit which may change its category from Orange to Red, without the prior written permission of the Board. 2.       The industry shall obtain separate authorization under Hazardous & Other Waste (Management & Tran boundary Movement) Rules, 2016. 3.       The industry will maintain record of water consumed in washing of utensils and quantity of water evaporated. 4.       The industry will not manufacture tablets without prior permission of the Board. 5.       The industry will provide canopy and chimney of adequate height with the DG set. 6.       The industry will provide environmental data board outside the premises.
