<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">It is intimated that the industry is a small scale dyeing unit and was granted Consent to Establish/ NOC under the Water Act, 1974 & Air Act, 1981, valid upto 30.05.2023 for Dyeing of Polyester Fabric @ 11 Tonne/day with discharge of its treated trade effluent @ 220 KLD onto land for plantation & domestic effluent @ 0.9 KLD onto land for plantation after septic tank with usual conditions mentioned therein.</p>
<p style="text-align: justify;">Thereafter, a compliant was received from the NGOs through DC Office on Whattsapp regarding disposal of untreated effluent by the subject cited industry into Buddha Nallah. Accordingly, the site of the industry was visited by the officer of RO on 12.12.2022 and found violating. As such, the industry was given personal hearing before the CEE, Ludhiana on 31.01.2023, wherein it was decided as under:</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1) <!--[endif]-->The industry shall not operate / trials run their units till it obtains consent to operate or the Board under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2) <!--[endif]-->The industry shall ensure that the gradient of plantation area shall not be towards Buddha Nallah to avoid any type of leakage / seepage of effluent into Buddha Nallah. In case, the gradient is towards Budha Nallah, the industry shall make embankment towards Buddha Nallah along its premises.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3) <!--[endif]-->The industry shall remove soakage pit and shall dispose off its domestic effluent onto land for plantation after treatment in septic tank/ STP.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4) <!--[endif]-->The industry shall operate its ETP properly and efficiently so as to achieve prescribed standards of the Board and shall dispose off its treated trade effluent onto land for plantation as per Karnal Technology.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5) <!--[endif]-->The industry shall make agreement with TSDF Nimbuan for lifting of hazardous waste and shall apply for authorization under Hazardous and Other Wastes (Management and Trans boundary Movement) Rules, 2016, immediately.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->6) <!--[endif]-->The industry shall provide separate hazardous waste storage room for scientific storage of hazardous waste.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->7) <!--[endif]-->Environmental Engineer, Regional office-3, Ludhiana shall seal the DG set without canopy installed by the industry, immediately.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->8) <!--[endif]-->Environmental Engineer, Regional Office-3, Ludhiana shall visit the industry to verify the compliance made by the industry, check the type of soil in the plantation area to ensure that no percolation of trade effluent into Buddha Nallah and process consent application of the industry on merit.</p>
<p style="text-align: justify;">Earlier, the industry had also applied for ‘Consents to Operate’ under the Water Act 1974 and Air Act, 1981 for Dyeing of Polyester Fabric @ 11 Tonne/day with discharge of its treated trade effluent @ 220 KLD onto land for plantation & domestic effluent @ 0.9 KLD onto land for plantation after septic tank along with 01 boiler of capacity 03 TPH & 01 DG set of 62.5 KVA. The said applications of the industry were returned as per the directions of the Competent Authority due to the reason that production figures was not consummate with the discharge of effluent.</p>
<p style="text-align: justify;">Now, the industry has again applied for fresh ‘Consents to Operate’ under the Water Act 1974 and Air Act, 1981 with revised production & effluent quantity for Dyeing of Polyester Fabric @ 4 Tonne/day with discharge of its treated trade effluent @ 100 KLD onto land for plantation & domestic effluent @ 0.9 KLD onto land for plantation with 01 boiler of capacity 03 TPH & 01 DG set of 62.5 KVA. The industry had already deposited consent fee, which is adequate upto 31.03.2029 under both acts.</p>
<p style="text-align: justify;">The industry was already visited by the officer of RO on 17.02.2023 and it was observed as under:</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The industry was not in operation during visit.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The industry has provided the plantation in an area of around 01 Acre outside the unit and there is a passage/ distance of around 15 feet between plantation area and Buddha Nallah and plantation area is also lower from the passage around 4-5 feet, hence its slop is not towards Buddha Nallah.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The industry has also provided plantation inside its unit in pockets around 3 Kanal.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The industry has installed 3 soft flow machines (02 mouth each) and one winch of capacity 200 Kgs for washing & one pole dryer. The machinery was not in operation and there was no raw material. As per study done by the GNE, in such type of units the effluent generation can be around 160 KLD in 24 hours. However, the industry has provided the plantation in an area around 1.4 Acre, hence, the plantation area is adequate for the disposal of treated trade effluent around 100 KLD. The soil seems Sandy in nature.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5. <!--[endif]-->The unit closed soakage pit & installed septic tank for disposal onto land for plantation.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->6. <!--[endif]-->Hazardous waste room of 10' X 10' X 9' provided & was empty. The industry informed that they are in process for signing agreement with the TSDF Nimbua.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->7. <!--[endif]-->The industry has installed one boiler with FBC furnace and twin cyclone as APCD.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->8. <!--[endif]-->The DG set of the unit has been sealed during visit.</p>
<p style="text-align: justify;">The industry has submitted CLU certificate approved by Senior Town Planner, Ludhiana vide memo no. 5990/STP(L)/TW-12A dated 22.11.2010 is stating that the site of the industry falls in industrial zone as per Master Plan, Ludhiana (2007-21). The industry has submitted approved building plan from Competent Person of Director of Factories, Punjab.</p>
<p style="text-align: justify;">The industry has applied for obtaining authorization under the Hazardous & Other Waste (Management and Trans-boundary Movement) Rules, 2016, which is under process separately.</p>
<p style="text-align: justify;">The industry has submitted the detail production and corresponding effluent generation and same is enclosed. As per detail, trade effluent generation from the industry 95 KLD from its entire machinery with total dyeing of polyester Fabric @ 04 TPD by taking 4 baths and 4 lots. However, as normal calculation in polyester 3 baths with 6 lots are calculated, which shows the maximum discharge comes out to be 108 KLD and maximum production 6 TPD.</p>
<p style="text-align: justify;">In view of above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for one year for Dyeing of Polyester Fabric @ 4 Ton/day with discharge of its treated trade effluent @ 100 KLD onto land for plantation & domestic effluent @ 0.9 KLD onto land for plantation after septic tank along with 01 boiler of capacity 03 TPH & 01 DG set of 62.5 KVA with usual conditions and special condition that:</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->a) <!--[endif]-->The industry will ensure that there will be no discharge/ seepage/ surface run of into Buddha Nallah.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->b) <!--[endif]-->The industry shall ensure that there shall be no stagnation in the plantation area.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->c) <!--[endif]-->The industry shall not install any new machinery without obtaining NOC of the Board.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->d) <!--[endif]-->The industry shall make agreement with TSDF m/s Nimbuan, within 1 months.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->e) <!--[endif]-->The industry shall get its stack emission and effluent samples from Board's lab, within 1 month.</p>
