<p>It is submitted that the application was recommended for issuing SCN due to following:</p>
<p>On scrutinizing the application of the project proponent following observations were observed on 18.03.2023 with request to submit reply within 2 days.</p>
<p class="MsoListParagraphCxSpFirst" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -18pt;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span> The project proponent has not linked consent fees with the application under Water Act, 1974 and Air Act, 1981.</p>
<p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -18pt;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span>The project proponent is required to deposit NOC regularization amounting to Rs 2900/- for increase in assets amounting to Rs 42 Lakh.</p>
<p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -18pt;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span>The project proponent was granted Consent to Establish under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for installation of STP of capacity 20 KLD based on SAF technology. Now the project proponent has applied for fresh Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for installation of STP of capacity of 50 KLD based on MBR technology.</p>
<p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -18pt;">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span>The project proponent has submitted letter of MC Zirakpur dated 18.10.21 regarding disposal of 6.48 KLD treated waste-water into MC sewer subject to deposition of charges and capacity of sewer available at that time. Hence, it is requested to submit latest clearance letter of MC sewer regarding release of sewer connection to the project for 6.48 KLD treated sewer.</p>
<p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -18pt;">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span>The project proponent is required to submit floor wise plan clearly showing the details of 69 Showrooms and 12 shops & mentioning built up area of project, for which it is applying for Consent to Operate.</p>
<p class="MsoListParagraphCxSpLast" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -18pt;">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span>The project proponent in the feasibility report submitted along with NOC application has calculated population taking 5 person per SCO and show room but the calculation done is not right as the project proponent has also proposed restaurant and food court within its project as per information given during visit. It is requested to resubmit the population and water balance calculation.</p>
<p class="MsoNormal" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff;">No reply received till date from the industry.</p>
<p class="MsoNormal" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff;">Further, during visit it was observed that t<span style="text-indent: -18pt;">he project proponent has installed STP of 50 KLD as per dimensional drawing submitted with the application in basement 2. The treated water lines are connected with flushing tanks but the color coding of the pipe needs to be done.</span></p>
<p class="MsoListParagraphCxSpLast" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -18pt;">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span>The project proponent has presently installed DG set of 125 KVA with canopy & inadequate stack height. </p>
<p class="MsoListParagraphCxSpLast" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -18pt;">The pp has made arrangements for the disposal of waste-water from STP and ladi pipelines for use in flushing and in sewer.</p>
<p class="MsoNormal" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff;">In view of above, it is recommended that show cause notice for refusal of Consent to Operate applied under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with an opportunity of 7 days to submit reply in writing. </p>
