File Note: <p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->It is intimated that the industry is small scale red category dyeing unit and discharging its effluent into the conveyance system of CETP 50 MLD.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->GNE report states that the total discharge from the industry is 835.1 KLD and the PDA has granted shares for discharge of 996 KLD. Hence the discharge of the industry will remain within the CETP shares allotted to the industry.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry was granted Consent to Operate under Water Act, 1974, valid upto 23.02.2023 for Polyester, Poly Cotton, Acrylic, Cotton, Wool @ 12.825 Metric Ton/Day with discharge of trade effluent @ 833.6 KLD &amp; domestic @ 1.5 KLD into conveyance system of CETP 50 MLD with conditions mentioned therein.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->Now, the industry has applied for renewal of Consent to Operate under Water Act, 1974 for Polyester, Poly Cotton, Acrylic, Cotton, Wool @ 12.825 MTPD with discharge of trade effluent @ 835 KLD &amp; domestic effluent @ 1.5 KLD into conveyance system of CETP 50 MLD.The industry had already deposited consent fee, which is now adequate upto 31.01.2025.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry was visited by the officer of RO on 22.03.2023 and observed that:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry was in operation.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed 12 Cabinet machines 30 Kg X 3, 60 Kg X 5, 120 Kg X 3, 240 Kg X 1 and 14 cone dyeing machines 10 Kg X1, 25 Kg X 1, 30 Kg X 2, 50 Kg X 1, 100 Kg X 3, 150 Kg X 2, 250 Kg X 1, 350 Kg X 1, 500 Kg X 1, 700 Kg X 1.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has submitted the detail of nos of lots, nos of bath, liquor ratio, production and corresponding effluent generation. As per the data the total production of the industry will be&nbsp;Polyester, Poly Cotton, Acrylic, Cotton, Wool @ 12.825 MTPD&nbsp;and effluent generation will be around&nbsp;620.5&nbsp;KLD from its entire machinery in 24 Hours.</p> <p style="text-align: justify;">The site of the industry falls in Industrial Zone as per mater plan vide STP, Ludhiana letter no. 437 dated 19.01.2012.</p> <p style="text-align: justify;">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; It is submitted that the industry has submitted the details of its effluent generation i.e.620.5 KLD. As per our calculation also the effluent generation will be about 693 KLD. However, as per GNE the effluent generation was 835 KLD and shares were 996 KLD. Now, if we grant consent on 620.5 KLD as recommended by RO, the industry can claim for addition of machinery and similar claim will be made by other industries such as M/s S.K dyeing and finishing. As such, consent be renewed on discharge of trade effluent @ 833.6 KLD &amp; domestic @ 1.5 KLD on production capacity dyeing of polyester yarn @ 21.2TPD (maximum) and Dyeing of PC/cotton @ 5.3TPD (maximum).</p> <p style="text-align: justify;">Keeping the above in view, it is recommended that&nbsp;consent to operate under Water (Prevention &amp; Control of Pollution) Act, 1974 may be granted for one year for the discharge of trade effluent @ 833.6 KLD &amp; domestic effluent @ 1.5 KLD into conveyance system of CETP 50 MLD on production capacity&nbsp; dyeing of polyester yarn @ 21.2 TPD (maximum) and Dyeing of PC/cotton @ 5.3 TPD (maximum)subject to the condition that:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1)&nbsp;&nbsp; <!--[endif]-->Shares of CETP are yet to be "Demat" through Registrar of Companies (ROC). As such, legal sanctity of these shares allocated by the Punjab Dyers Association (PDA) to the industry is yet to establish as per the guidelines issued by Securities and Exchange Board of India under the Company Laws. The industry will get its Demat from ROC, within 2 months, positively.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2)&nbsp;&nbsp; <!--[endif]-->As such, the production/ effluent discharge in this consent is subject to the final allotment as described at "1" above. Therefore, in case of variation of shares at the final settlement by the PDA / approval by PPCB /Demat by ROC, the industry is bound to follow the production/ effluent discharge from their unit accordingly and shall obtain revised consents with modified figures of production and effluent discharge as per the final share allotment.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3)&nbsp;&nbsp; <!--[endif]-->The industry will install EMF at inlet water supply also within 01 month.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->4)&nbsp;&nbsp; <!--[endif]-->The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->5)&nbsp;&nbsp; <!--[endif]-->The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->6)&nbsp;&nbsp; <!--[endif]-->The industry shall maintain the record of flow meter installed at outlet leading to CETP.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->7)&nbsp;&nbsp; <!--[endif]-->The industry shall not generate/discharge trade &amp; domestic effluent more than 835.1 KLD without obtaining prior permission of the Board.</p> <p style="text-align: justify;">Competency : SEE (ZO)</p>
