CTOW/Renewal/LDH3/2018/7379685 dated 23.05.2018 for the production of </span><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;">Knitted Fabric </span><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">@ 6000 Kgs /day and Polyester/Acrylic mink blanket @ 12000 numbers/day and Polyester fabric @ 22000 Mtr/day with trade effluent @ 300 KLD onto land for plantation after treatment through ETP and domestic effluent @ 6 KLD onto land for plantation after treatment through septic tank, which is valid upto 31.03.2023.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 121.5pt; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 for production of </span><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;">Knitted Fabric </span><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">@ 6000 Kgs/day and Polyester/Acrylic mink blanket @ 12000 numbers/day and Polyester fabric @ 12000 Mtr/day with disposal of trade effluent @ 300 KLD onto land for plantation after treatment through ETP and domestic effluent @ 6 KLD onto land for plantation after treatment through septic tank. The industry has deposited Rs. 4,20,000/- vide UTR NO. HDFCR52023031089203105 dated 10.03.2023 under Water (Prevention & Control of Pollution) Act, 1974, which is adequate upto 30.06.2028.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 121.5pt; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'MS Mincho';">It is pertinent to mention here that, earlier the industry was given personal hearing before the Chairman of the Board on 11.03.2020. During the hearing following decisions were taken:-</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-left: 1.0in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: Symbol; mso-fareast-font-family: Symbol; mso-bidi-font-family: Symbol;"><span style="mso-list: Ignore;">·<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'MS Mincho';"><span style="mso-spacerun: yes;"> </span>Third party audit and performance evaluation of the ETP installed by the industry be got carried out by collecting effluent samples from generation of effluent till its final disposal, water consumption, effluent discharge and adequacy of the disposal arrangements and plantation area through PBTI, Mohali 01 month and will submit detailed recommendations regarding upgradation of ETP, plantation area etc. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 1.0in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: Symbol; mso-fareast-font-family: Symbol; mso-bidi-font-family: Symbol;"><span style="mso-list: Ignore;">·<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'MS Mincho';">The industry shall clean the plantation area, properly develop the furrows and ridges as per Karnal Technology.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 1.0in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: Symbol; mso-fareast-font-family: Symbol; mso-bidi-font-family: Symbol;"><span style="mso-list: Ignore;">·<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'MS Mincho';">The industry shall re-lay the pipe line carrying treated effluent from effluent treatment plant to plantation area which must be open and visible, within 07 days.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0in; mso-add-space: auto; text-align: justify; text-indent: 19.55pt; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'MS Mincho';"><span style="mso-spacerun: yes;"> </span>In compliance of the above decisions, the industry was visited by a surprise team of officers of the Board as well as PBTI on 08.10.2020 but the industry did not allowed to conduct the evaluation of ETP. The industry requested on site to conduct the third party audit as it will not be able to deposit the payment of Rs. 2,15,000/- to the PBTI as claimed by the lab as auditing charges. Thereafter the industry had submitted a request vide its letter dated 14.10.2020 stating that, </span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -9.0pt; line-height: 150%; margin: 0in 13.5pt 10.0pt 81.0pt;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'MS Mincho';">“ <em><u>We had already represented our matter to the respected Chairman sir of the PPCB that our industry closed from last 03 months and also gone in financial crisis due to impact of COVID-19. Further the team of PPCB and PBTI combined visited out ETP plant on 08.10.2020 and found the out ETP was run in good condition. So request you to give us relaxation at this time to sum paid in third party audit and evaluation of the ETP.” </u></em></span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';"> </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0in; mso-add-space: auto; text-align: justify; text-indent: .5in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';"><span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span>The request of the industry was conveyed to the Competent Authority of the Board vide this office letter no. 8027 dated 23.11.2020. Thereafter the industry was visited by a surprise team constituted by the Competent Authority of the Board consisting of the officers of the Board Er. GD Garg, EE and Er. Ravdeep Singh, AEE <span style="mso-spacerun: yes;"> </span>on 15.12.2020. The team carried out the effluent sampling of the industry and sent the samples at HO lab, Patiala for analysis. As per the analysis report results of the parameters as the outlet of the ETP were found as :- </span><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;">pH= 8.0, TSS =33 mg/l, TDS =1069 mg/l, COD = 184 mg/l, BOD = 28 mg/l, O&G = 6.2 mg/l, Sulphide @ BDL, Phenolic Compound @ BDL, Ammonical Nitrogen @ 2.8 mg/l, SAR @ 4.3 and Total Chromium as Cr @ BDL, as per the report all the parameters were found within the limits prescribed by the Board.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin-left: 0in; mso-add-space: auto; text-align: justify; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;"><span style="mso-tab-count: 1;"> </span>In compliance of the decision no. 02 of the proceedings, the industry has properly maintained its plantation area as per the Karnal Technology. But the industry has not re-laid the visible pipeline carrying treated effluent from effluent treatment plant to plantation for the compliance of decision mentioned at S.no. 03 but the industry urged that it is not feasible to lay a visible pipeline as the plantation area is situated opposite to the main Seera Road and a visible pipeline can-not be laid over the Road.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: .25in;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';"><span style="mso-spacerun: yes;"> </span>The industry was visited by AEE of this office on 29.03.2023 and it was observed that:- </span></p>
<p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">The industry was in operation and the same was engaged in the manufacturing of blankets. The industry used to carry out dyeing of fiber, dyeing/ washing of fabric and printing of fabric inside the premises.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'MS Mincho';">The industry has installed 03 fiber dyeing machines of total capacity 665 Kg (500kgx1), (150kgx1) and (15kgx1). The industry has also installed 03 long tube soft flow dyeing machines of total capacity 1550 kg (600Kgx2) and (350kgx1).</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'MS Mincho';">The industry has also installed 02 continuous washing machines and 01 rope washing machine. The representative of the unit informed that the total generation of the trade effluent from the washing section considering the optimum manufacturing is about 70 KLD but they used to use cooling water and condensate recovered from the machines from the washing purpose, however flow meters were not installed at this section to calculate the reused effluent. Out of 02 continuous washing machines, 01 machine is standby but the quantum of generation of standby machine has also been considered.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'MS Mincho';">The industry has also installed 02 flat bed printing machines and one rotary printing machine. The industry used to consume treated effluent for the washing of printing screens, however no meters were installed at this section to calculate the exact amount of the treated effluent reused for washing of screens. The representative of the industry informed that the total generation of effluent from all three printing is about 25 KLD. During the visit 01 printing machine was not in operation. The representative of the unit informed that 01 non- operational printing machine is standby only, however the generation of effluent from standby machine has also been considered.</span></p>

The industry used to do the softening of dyed fiber/ fabric in winch machine instead of dyeing machine, which according to the representative reduces 01 bath of dyeing. The approximate generation of effluent from the winch machine is about 1500lts/day as well as </span></p>

As per analysis report received from the Board’s lab, the concentration of various parameters were found as pH= 8.0, TSS =30 mg/l, TDS =1025 mg/l, COD = 148 mg/l, BOD = 29 mg/l, O&G = 4.8 mg/l, Sulphide @ 1.0 mg/l, Phenolic Compound @ BDL, Ammonical Nitrogen @ 5.32 mg/l, SAR @ 8.0 and Total Chromium as Cr @ BDL, as per the report all the parameters were found within the limits prescribed by the Board.</span></p>

As per the results all the parameters are found within the prescribed limits of the Board.</span></p>

During the visit no effluent was found atagnated in the plantation area however fresh sapling was planted at some areas of plantation due to falling of the existing plants. The industry has submitted the registries and drawing of plantation area of about 04.5 Acres, which is principally adequate to manage the quantum of discharge.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';"><span style="mso-spacerun: yes;"> </span>In view of above, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for short period of one year with the usual conditions and special condition that the industry shall install flow meters at the outlet of treated effluent provided at printing screen washing area as well as at source of washing area containing water recovered from cooling and condensate of dyeing machines within this period. <span style="mso-spacerun: yes;"> </span></span></p>
