CTOW/Renewal/PTA/2020/12972178 dated 10/08/2020 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/PTA/2022/18721731 dated 01/07/2022, both were valid upto 31/03/2023 for producing City Supply @ 60000 Liter/day, Paneer/ Cheese @ 8.5 T/day, SFM @ 5000 Liter/day, Lassi @ 10000 Liter/day, Dahi @ 5000 Kgs/day and Kheer @ 1.0 T/day with by-Product Ghee @ 5.0 T/day by using Milk @ 100000 Liter/day as raw material under red category subject to conditions mentioned therein. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 49.5pt; line-height: 150%; margin: 0in 0in .0001pt -22.5pt;"><span style="font-family: 'Tahoma',sans-serif; background: white;">Now, the industry has applied online for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 for producing City Supply @ 60000 Liter/day, Paneer/ Cheese @ 8.5 T/day, SFM @ 5000 Liter/day, Lassi @ 10000 Liter/day, Dahi @ 5000 Kgs/day and Kheer @ 1.0 T/day with by-Product Ghee @ 5.0 T/day by using raw milk @ 100000 Liter/day as raw material under red category under red category along with requisite documents. The industry has deposited Rs. 84000 /- vide UTR No. AXSK230800023904 dated 21.03.2023 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 84000 /- vide UTR No. AXSK230800023843 dated 21.03.2023 under Air (Prevention & Control of Pollution) Act, 1981, which is adequate upto 31.03.2024 against CA certificate amounting Rs. 5867.57 Lakh as on 22.02.2023. The industry has also deposited Rs. Rs. </span>14400<span style="font-family: 'Tahoma',sans-serif; background: white;">/- vide </span>UTR<span style="font-family: 'Tahoma',sans-serif; background: white;"> No. </span>AXSK230800023843 <span style="font-family: 'Tahoma',sans-serif; background: white;">dated 21.03.2023 as a NOC regularization fee. </span><span style="font-family: 'Tahoma',sans-serif;">The industry has submitted compliance report of consent conditions earlier granted to it under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981.</span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: 63.0pt; line-height: 150%; margin: 0in 0in .0001pt -22.5pt;"><span style="font-family: 'Tahoma',sans-serif;">The industry was visited by AEE on 29.03.2023 and contacted Sh. Sukhchain Singh, DGM at site. During visit, it was observed as under: </span></p>

<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo1; margin: 0in 0in .0001pt 58.5pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif;">The industry has installed ETP consisting of collection tank, equalization tank, aeration tank, settling tank and sludge drying beds (4 no.) and the ETP was in operation at time of visit. <span style="mso-spacerun: yes;"> </span>It was observed that the aeration system in the said ETP was found surface aerators based, which has very low oxygen transfer rate and hence are less energy efficient as compared to diffuser based system. The representative informed that they are under process to upgrade its existing ETP, for which the proposal is under preparation stage. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo1; margin: 0in 0in .0001pt 58.5pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif;">The industry has installed electromagnetic flow meter at the outlet of the ETP and the reading at the time of visit was 142723 KL. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo1; margin: 0in 0in .0001pt 58.5pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif;">The treated trade effluent samples were collected from the final outlet of the ETP and from aeration tank during the visit and were sent to Head Office Lab for analysis. The results are awaited. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo1; margin: 0in 0in .0001pt 58.5pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif;">The reading at OCEMS installed at outlet of ETP was BOD 31 mg/l, COD 140 mg/l, pH 7.4, TSS 91 mg/l, Flow rate 17 mg/l.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo1; margin: 0in 0in .0001pt 58.5pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif;">The treated effluent was being discharged into plantation area developed as per Karnal Technology inside the premises. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo1; margin: 0in 0in .0001pt 58.5pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif;">The industry has installed two no. boilers which are wood fired each off capacity 2 TPH provided with separator cyclone separators and one no. boiler of capacity 3 TPH based on LPG/HSD, all of which are equipped with common stack of adequate height. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo1; margin: 0in 0in .0001pt 58.5pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">8.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif;">The industry has installed two no. DG sets of capacity 750 KVA & 250 KVA equipped with canopy and adequate stack height.</span></p>
<p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo1; margin: 0in 0in .0001pt 58.5pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">9.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif;">The housekeeping w.r.t. collection of plastic waste and waste gatta boxes for carriage of various products, near ETP area requires maintenance. The representative informed that the said waste are being auctioned through respective vendors. <span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 63.0pt; line-height: 150%; margin: 0in 0in .0001pt -22.5pt;"><span style="font-family: 'Tahoma',sans-serif;"><span style="mso-spacerun: yes;"> </span>The industry is complying with the provisions of the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981. It is further mentioned here that the application of the industry for obtaining registration under Plastic Waste Management Rules, 2016 was refused vide Board’s letter no. 4734 dated 02.08.2022 and the industry has not further submitted the application in this office as per record file. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 63.0pt; line-height: 150%; margin: 0in 0in .0001pt -22.5pt;"><span style="font-family: 'Tahoma',sans-serif;"> In view of above mentioned facts, it is recommended that the consent to operate granted under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 to the industry may be renewed upto 31.03.2024 with suitable conditions and special conditions that:</span></p>
<p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 115%; mso-list: l0 level1 lfo2; margin: 0in 0in .0001pt 94.5pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif;">The industry shall apply for the varied Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981 if it increases its machinery/production capacity. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 115%; mso-list: l0 level1 lfo2; margin: 0in 0in .0001pt 94.5pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif;">The industry shall submit its proposal w.r.t. upgradation of ETP to the Board within 6 months. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 115%; mso-list: l0 level1 lfo2; margin: 0in 0in .0001pt 94.5pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif;">The industry is advised to obtain necessary clearance for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA). </span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 115%; mso-list: l0 level1 lfo2; margin: 0in 0in .0001pt 94.5pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif;">The industry shall ensure not to create any kind of public nuisance due to its activity, in and around the unit, at all times.</span></p>
