<p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 18.0pt; background: white; margin: 0in -2.3pt .0001pt 0in;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-family: Calibri;">It is intimated that the project proponent has proposed to establish e-waste dismantling facility alongwith manufacturing of bio compost and shredded plastic waste and has applied for obtaining ‘Consent to Establish’ (NOC) from pollution angle under the Water Act, 1974 and Air Act, 1981 for e-waste dismantling @ 16 TPD, manufacturing of bio compost @ 5 TPD and shredded plastic waste @ 10 TPD using e-waste @ 16 TPD, food waste @ 50 TPD and plastic waste @ 10 TPD and the details are mentioned in the agenda note/ note history of RO/ZO.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 18.0pt; background: white; margin: 0in -2.3pt .0001pt 0in;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-family: Calibri;">It is pertinent to mention here that new E-Waste (Management) Rules, 2022 were Notified by the Government of India in the Ministry of Environment, Forest and Climate Change, vide dated 02.11.2022 and the same are applicable from the 1st April, 2023. Further, Ms Meetu Puri (Senior Scientific Officer) from Central Pollution Control Board was contacted telephonically for clarification regarding dealing of application of industry for obtaining ‘Consent to Establish’ (NOC) w.r.t E-Waste (Management) Rules, 2016 or 2022, in reference to which she informed that deal the application for dismantling facility as per E-Waste (Management) Rules, 2016.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 18.0pt; background: white; margin: 0in -2.3pt .0001pt 0in;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-family: Calibri;">On perusal of note history of RO/ZO, it is recommended that the ‘Consent to Establish’ (NOC) from pollution angle under the Water Act, 1974 and Air Act, 1981 for e-waste dismantling @ 16 TPD, manufacturing of bio compost @ 5 TPD and shredded plastic waste @ 10 TPD using e-waste @ 16 TPD, food waste @ 50 TPD and plastic waste @ 10 TPD may be granted to the industry for a period of one year with suitable conditions and following special conditions, please: -</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -.25in; line-height: 18.0pt; background: white; margin: 0in -2.3pt .0001pt 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-family: Calibri;">1. The industry will provide the weighbridge and other appropriate weighing equipment for weighing each delivery received by it and maintain a record in this regard.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -.25in; line-height: 18.0pt; background: white; margin: 0in -2.3pt .0001pt 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-family: Calibri;">2. The project proponent will obtain 'Consent to Operate' under Water Act, 1974 & Air Act, 1981, Authorization under HWM Rules, 2016 before the commissioning of its unit.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -.25in; line-height: 18.0pt; background: white; margin: 0in -2.3pt .0001pt 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-family: Calibri;">3. The industry will comply with "Implementation Guidelines for E-waste (Management) Rules, 2016" framed by the CPCB and will comply with the E-Waste (Management) Rules, 2016.</span></p>

The industry will make an agreement with TSDF for disposal of Hazardous Waste and will not procure E-waste without obtaining permission from the Board.</span></p> |
