<p class="MsoListParagraph" style="text-indent: 35.45pt; margin: 0in 9.8pt .0001pt 12.5pt;"><span style="font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: SimSun; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; mso-fareast-language: ZH-CN;">The poultry farm was granted consent to operate under the Water Act, 1974 vide no. CTOW/Varied/BAR/2022/18955854 dated 04/07/2022 & the Air Act, 1981 vide no. CTOA/Varied/BAR/2022/18939293 dated 04/07/2022, both valid upto 30/06/2023, with certain conditions mentioned therein and special condition as under:-</span></p>

The poultry farm shall inform the Board through Regional Office, Sangrur upon the commissioning as well as stabilization of above systems.</span></p>

PP shall not throw burn or burry any solid wastes in open outside premises or in drain / water bodies.</span></p>

<p class="MsoListParagraph" style="margin: 0in 2.7pt .0001pt 12.5pt;"><span style="font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: SimSun; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; mso-fareast-language: ZH-CN;"><span style="mso-tab-count: 4;"> </span>A fresh video complaint made by Sh. Sanpreet Singh has been received through Whatsapp, in which it has been mentioned that flies are being generated from the operations of the poultry farm. </span></p>
<p class="MsoListParagraph" style="text-indent: 82.65pt; margin: 0in 2.7pt .0001pt 12.5pt;"><span style="font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: SimSun; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; mso-fareast-language: ZH-CN;">To verify the contents of the complaint, the poultry farm has been visited by the AEE of this office on 07/11/2022 and it was observed as under:</span></p>

<li class="MsoNormal" style="text-align: justify; mso-list: l0 level1 lfo3; text-autospace: ideograph-numeric ideograph-other;"><span style="font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">The mechanical scrapper/belt conveyer poultry farm for removal of bird droppings from the poultry sheds was found in working.</span></li>
<li class="MsoNormal" style="text-align: justify; mso-list: l0 level1 lfo3; text-autospace: ideograph-numeric ideograph-other;"><span style="font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">No bird droppings were found accumulated beneath of the poultry sheds, from which it is evident that the bird droppings are removed regularly.</span></li>
<li class="MsoNormal" style="text-align: justify; mso-list: l0 level1 lfo3; text-autospace: ideograph-numeric ideograph-other;"><span style="font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">The domestic effluent of the poultry farm is being discharged on to land plantation after its treatment through septic tank.</span></li>

Further, flies were also seen in the nearby houses of the poultry farm/complainants. </span></p>

The poultry farm has also installed Generator set for production of electricity from bio gas, the same was not yet commissioned, the work of connection & fittings were under process.</span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: 47.65pt; margin: 0in 1.95pt .0001pt 5.45pt;"><span style="font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: 'Bookman Old Style'; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">From the above mentioned facts it is evident that though the poultry farms adopted adequate measure and complying with the provisions of Water Act,1974 and the Air Act,1981 but the growth of flies has been increased in the surrounding areas due to operation of the poultry farm and the poultry farm is required to adopt adequate measures for control of flies in the surrounding area.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 47.65pt; margin: 0in 1.95pt .0001pt 5.45pt;"><span style="font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: 'Bookman Old Style'; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">Accordingly, the report was sent to SEE, ZO-II, Patiala vide this office letter no. 5353 dated 17/11/2022 with the <span style="mso-spacerun: yes;"> </span>recommendations that the poultry farm may be issued show cause notice for cancellation of consent to operate under the provisions of the Water Act, 1974 and the Air Act, 1981 due to aforesaid reasons. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 47.65pt; margin: 0in 1.95pt .0001pt 5.45pt;"><span style="font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: 'Bookman Old Style'; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">A letter has been written to Deputy Director, Deptt of Animal Husbandry, Barnalal vide Board’s letter no. 21 dated 03/01/2023, wherein it was requested to visit the site of poultry farm and suggest them to take further measures regarding control of flies generated from the operation of poultry farm, so as to re-address the grievance of the nearby residents.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 47.65pt; margin: 0in 1.95pt .0001pt 5.45pt;"><span style="font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: 'Bookman Old Style'; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">It is pertinent to mentioned here that the complainant has also made complaint against the poultry farm under 133 CrPC in the Court of SDM, Barnala. The case was heard on 20.02.2023 and a copy of the orders were sent to this office vide endst no. 1103-04 dated 17/03/2023. The case was disposed off by the Hon’ble Court of SDM, Barnala. In the said orders, the Deputy Director, Deptt of Animal Husbandry, Barnala had visited the site on 17/02/2023 and has observed that the poultry farm has control the flies and no animal cruelty was observed in the farm. The court has ordered the Board to visit the poultry farm from time to time to check the compliance of environmental guidelines made by the poultry farm. A copy of the orders is enclosed herewith. </span></p>
