<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 14.0pt; line-height: 115%; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">It is submitted that the industry is a FRK unit falls under green category. The industry has been established and commissioned without obtaining NOC of the Board. Now, the industry has applied for obtaining fresh consent to operate under Water Act, 1974 and Air Act, 1981 for production of fortified rice (FRK) @ 18 MT / day by using rice, micro nutrients, vitamins etc. @ 18 MT/day.</span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; background: white;"><span lang="EN-IN" style="font-size: 14.0pt; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">Further, the industry has obtained classification from DTP, Bathinda vide no. 2136 dated 02.12.2021 and as clarification report the site falls in the local planning area of Bhagta Bhai Ka, Distt. Bathinda<span style="mso-spacerun: yes;"> </span>and master plan of the Bhagta Bhai Ka has neither prepared nor notified and after notification of the Master Plan and as per the local conditions, there is probability that the site will falls under the mixed land use and as per the notification dated 12.11.2021, the foritified rice mill (green category) is allowed to established in the mixed land use.The industry has also provided approved building plan from STP, Bathinda in the area of 8 K 11.5 M (1.07185 acres) subjected to certain conditions mentioned therein. The industry has also submitted siting guidelines certificates issued by Naib Tehsildar, Bhagta Bhai Ka dated 03.02.2023 and as per certificate, there is no village lal lakir/phirni falls within the 100 meter of the industrial site and there is no MC limit / residential area / residential zone/ 15 pakka houses falls within the 100 meter radius of the site</span><span lang="EN-IN" style="font-size: 14.0pt;">. </span></p>

SBIN122222104941 dt. 10.08.2023 under the Water Act, 1974 and Rs. 32000/- vide online UTR. No. SBIN122222108647 dated 10.08.2023 under the Air Act, 1981 as per the Board's office order dated 29.10.2018 against fixed assets of Rs. 172.26 lacs as per the CA certificate dated 22.01.2022.</span></p>

No.<br />SBIN122222112251 dated 09.12.2021.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 14.0pt; line-height: 115%; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">To verify the contents of consent applications, the industry was visited by undersigned on 10.03.2023 and during visit it was observed as under : -</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: normal;"><span style="font-size: 14.0pt; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-tab-count: 1;"> </span>1. The industry was in operation during visit and engaged in the production of fortified rice.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: normal;"><span style="font-size: 14.0pt; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-tab-count: 1;"> </span>2. The industry is using RO water in its process and RO reject is being directly discharged into <span style="mso-tab-count: 2;"> </span>plantation area.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: normal;"><span style="font-size: 14.0pt; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-tab-count: 1;"> </span>3. The industry has installed one no. D.G. set having capacity 25 KVA equipped with canopy and <span style="mso-tab-count: 1;"> </span>stack of inadequate height. </span></p>

<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 14.0pt; line-height: 115%; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-tab-count: 1;"> </span>Accordingly, the representative of the industry was advised to treat RO reject first into septic tank and after dilution, discharged into plantation area and to provide stack of adequate<span style="mso-spacerun: yes;"> </span>height on D.G. set. The representative assured to make compliance within 3 days and requested this office to proceed consent case after compliance. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 14.0pt; line-height: 115%; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">However, the industry has failed to make compliance till date. <span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 14.0pt; line-height: 115%; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">In view of above, it is recommended that applications of consent to operate applied under Water Act, 1974 and Air Act, 1981 may be refused due to above said observations please.</span></p> |
