It is intimated that the industry is a Medium-scale orange category induction furnace unit and was granted varied consents under the Water Act, 1974 vide no. CTOW/Varied/FGS/2019/10880338 dated 25/09/2019 and the Air Act, 1981 vide no. CTOA/Varied/FGS/2019/10880286 dated 25/09/2019    both valid upto 30/09/2023 for manufacturing of MS Ingots and Runners & Risers @ 84 MTD with certain conditions mentioned therein. Thereafter, the industry was granted consent to establish (NOC for modernization) vide no. CTE/Mod/FGS/2020/12572009 dated 23/07/2020 valid upto 22/07/2021 for installation of continuous concast plant along with hot rolling mill (Nonpolluting process) in addition to the existing induction furnace unit of capacity 7.0 TPH, which falls under the industrial zone as per Master Plan of Sirhind-Fatehgarh Sahib as per the undertaking submitted by the industry for manufacturing of M.S Ingots & Runner & Risers or Concast Billets (Caster), Rolled Products (Round Square girder, channel, flat etc) @ 84 T/day. Now, the industry has applied for obtaining varied CTOs under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 after installation of continuous concast plant along with hot rolling mill in addition to the existing induction furnace unit of capacity 7.0 TPH for manufacturing of M.S Ingots & Runner & Risers or Concast Billets (Caster), Rolled Products (Round Square girder, channel, flat etc) @ 84 T/day with requisite documents and fee. Earlier consent fee deposited by the industry is valid upto 29/2/2024 against total cost of fixed assets of Rs. 524.57 lacs. Now, the industry has deposited Rs. 42,300/- vide R. no. 524999613 dated 21/03/2023 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 43200/- vide R. no. 313086644 dated 21/03/2023 under the Air (Prevention & Control of Pollution) Act, 1981. The industry has also deposited penalty of Rs. 43200/- vide R. no. 524999613 dated 21/03/2023 under Water Act, 1974 and Rs. 43200/- vide R. no. 313086644 dated 21/03/2023 under Air Act, 1981 as the industry has commissioned its proposed project from 22/12/2021. There is an increase in the cost of fixed assets as the industry has submitted details of the same and deposited NOC regularization/Extension Fee of Rs. 21600/- vide R. no. 313086644 dated 21/03/2023, which is adequate. The industry has submitted building plan approved by Er. Mandeep Singh Saini, Competent Person of Factories Act. The industry has submitted report of stack emissions sampling carried out by Environ Tech Laboratories (NABL Lab), Mohali on 21/03/2023 as per which the concentration of SPM is 98.8 mg/Nm3, which is within permissible limits prescribed by Board (attached herewith). The industry was visited by the undersigned 13/3/2023 contacted Sh. Pankaj Chopra, representative of the industry at site. During visit, it was observed as under: 1.           The industry is an induction furnace of capacity 7 TPH, which was in operation. 2.           The industry has installed CCM plant alongwith hot rolling mill. 3.           The industry has provided pulse jet bag house filter as per the design of PSCST, Chandigarh. 4.           The industry has provided septic tank for treatment of domestic effluent generated from of labour toilets, quarter & office complex. 5.           No water is used in the process, so no trade effluent is generated. 6.           The industry has installed septic tanks for treatment of domestic effluent being generated from the industry. The treated domestic effluent is being discharged onto land for plantation. 7.           The industry has also provided stabilized vehicular movement area and at entry/exit points of the industry. 8.           The industry has installed 2 no. D.G set of capacity 125 KVA each, which are equipped with canopy and stack of adequate height. 9.           The industry is also complying with the standard operating procedure (SOPs) as prescribed for operation of induction furnaces by PSCST, Chandigarh.   The Board vide letter no. 1955-57 dated 18/01/2023 has informed that department of Water Resources (RD and GR), Central Ground Water Authority, Ministry of Jal Shakti Govt. of India, New Delhi under Section 5 of the Environment (Protection) Act, 1986 has issued directions vide order dated 6/4/2022 that “It shall be mandatory for the project proponent abstracting ground water to obtain No objection Certificate from Central Ground Water Authority or the concerned State/UT Ground Water Authority as the case may be in the compliance conditions in consent to operate and consent to establish issued by the State pollution control Board” The Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under: The Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries In view of above, may if approved, it is recommended that the industry may be granted varied consents to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of M.S Ingots & Runner & Risers or Concast Billets (Caster), Rolled Products (Round Square girder, channel, flat etc) @ 84 T/day upto 30/9/2025 with suitable conditions and special conditions that:- 1.           The industry shall continue to comply with the standard operating system (SOP) prepared by Punjab State Council for Science & Technology (PSCST), Chandigarh for Air Pollution Control Device. 2.           The industry shall be liable to obtain environmental clearance as required under the EIA notification dated 14/9/2006, in case of increase in the production capacity further. 3.           The industry shall apply for fresh NOC of the Board, if it changes any of its products/process and also will also apply for varied consent to operate under the Water (Prevention & Control of Pollution) Act 1974 & Air (Prevention & Control of Pollution) Act 1981 in this office. 4.           The entrepreneur/industry shall obtain necessary statutory permissions /clearances from all other concerned departments. 5.           The industry shall not generate and discharge any kind of trade effluent. 6.           The industry shall not start wet process without prior approval of the Board.
