<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">The kiln was granted consent to operate under the Air Act, 1981, based on natural draft technology vide no. A/BTI-1/198/F-171 dt. 04.07.2001, with validity upto 31.12.2015, for operation of brick kiln to manufacture bricks & tiles with natural draft technology to manufacture bricks & tiles, subject to the conditions mentioned therein. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">Now, the industry has applied for consent to operate under the Air Act, 1981 and consent to operate under Water Act, 1974 under orange category as per the prevailing policy after converting the brick kiln on zig-zag technology to manufacture bricks & tiles @ 30,000 nos./day. The Brick kiln has submitted completion certificate dt. 31.01.2020 from CSIR-Central Building Research Institute, Roorkee to the effect that the kiln has constructed high draft brick kiln with Zigzag technology, rectangular in shape as per the CSIR-CBRI design. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">The kiln has deposited consent fee of Rs. 55,200/- through online vide R.no. 226299046 dated 15.03.2023 under Air Act, 1981 and Rs. 34,800/- through online vide R.no. 56198471 dated 16.03.2023 under Water Act, 1974, which is adequate upto 30.09.2030 against the fixed asset of Rs. 36.38 lac as per the C.A. certificate. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">The brick kiln has submitted copy of coal register as proof of actual operation of the brick kiln without adopting induced draught zig-zag technology / actual consumption of coal during the period 01.02.2019 to 30.01.2020. Accordingly, the brick kiln has also deposited Environmental Compensation of Rs. 50,000/-. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">The brick kiln was visited by the AEE of this office on 25.03.2023 and it was observed as under: 1. The kiln was in operation during visit. 2. The kiln has provided a ladder and a plat form with the stack for collection of emission sample. 3. The kiln has stabilized the periphery road / movement area. 4. The kiln has provided adequate plantation all along its boundary. 5. The industry does not generate any trade effluent and domestic effluent is discharged onto land for plantation after treatment in septic tank. The kiln is complying with the code of practice prescribed by the Board for the brick kin in the state and directions issued by Govt. / PPCB from time to time. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">The kiln is also complying with the recommendations given by the CSIR-Central Building Research Institute, Roorkee in the feasibility report for adopting operating practice as well as fuel feeding practice. The industry is also complying with the provision of Water Act, 1974.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">The kiln has submitted an undertaking that during visit coal as a fuel was completely used and now, they have brought coal to be used as fuel. However, some mustard straw was found at brick kiln during visit which will not be used as fuel by us.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">Keeping in view of above, it is re commended that consent to operate under the Water Act, 1974 & Air Act, 1981 may be granted to the brick kiln for production of bricks & tiles @ 30,000 no./day under orange category for a period up to 30.09.2030, subject to the suitable conditions along with the following specific conditions: - 1. This consent is granted subject to the orders passed by the Hon'ble High Court for the States of Punjab & Haryana/ Hon'ble National Green Tribunal or Other Judicial Authority in the case spending or being filed with regard to the operation of brick kilns in the State. 2. This consent is granted subject to the performance evaluation of new technology adopted by the brick kilns. 3. The BKO will obtain Environmental Clearance under EIA notification for mining of brick clay to be used as raw material for the manufacture of bricks and submit the same, within two months. 4. The industry shall comply with code of practice for brick kiln and shall achieve the prescribed standard notified by MOEF&CC. 5. The industry shall not generate/ discharge any trade effluent and shall discharge only Domestic Effluent onto land for plantation after passing through septic tank. 6. The industry shall not use agro waste / bio-mass residue (like tura, gauwara crop, mustard straw, almond/peanut peels and press mud from sugar industry) ‘in loose form’ till a proper study is conducted or some-mechanism is developed by the technical providers for utilizing the same in loose form for zig-zag based induced draft brick kilns.</span></p> |
