<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">The project proponent has earlier applied for fresh Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for operating an STP of 2 MLD capacity at focal point, Derabassi, which was refused vide no. CTOW/Fresh/SAS/2022/17824118 & vide no. CTOA/Fresh/SAS/2022/17824111 dated 12.05.2022 due to violations.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">Now, the project proponent has applied for fresh Consent to Operate under the Air (Prevention & Control of Pollution) Act, 1981 for operating an STP of 2 MLD capacity.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">The project proponent has deposited Rs. 14900/- vide UTR no. SDL51335573 dated 26.08.2019 under Air (Prevention & Control of Pollution) Act, 1981, the consent fees deposited by the project proponent considering “”Class-A” Municipal Council is inadequate.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">The project proponent has submitted electricity bill as proof of date of commissioning, as per which date of connection is 04.03.2017. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">The project proponent has submitted completion certificate of the work of upgradation, construction, rehabilitation of existing STPs based on MBBR technology issued by PSIEC to M/s SR Paryavaran Engineers Pvt. Ltd, 70, Industrial Area, Phase-1, Panchkula. The project proponent has submitted site plan of industrial focal point Derabassi with location of STP marked on it and with green area marked on it. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">The project proponent has submitted DPR of the STP of 2 MLD capacity prepared by Ramky enviro Engineers Ltd, Hyderabad. As per which the components of the STP are as under:</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">Collection Tank – Screen – Equalization tank– Flash Mixer – Clariflocculator – MBBR – Secondary Clarifier – Sludge storage tank – filter press – sludge drying bed </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">The STP has been designed considering inlet parameters of effluent as under:</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">pH - 6.3, O&G – 25, EC – 2212, Turbidity – 17, TSS –<span style="mso-spacerun: yes;"> </span>700, TDS – 1837, BOD -1260, COD – 2734, Lead - 0.06, Cadmium - <0.01, Copper – 0.14, Zinc – 0.5, Chromium - <0.01 & Mercury - <0.001.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">The designed outlet parameters are as under:</span></p>

<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">The project proponent was given an opportunity of personal hearing before Worthy Chairman on 18.10.2022 for the violation of the provisions of Water (Prevention & Control of Pollution) Act, 1974,<span style="mso-spacerun: yes;"> </span>wherein it was decided as under:</span></p>

<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">However, the PSIEC has failed to install the OCEMS on the STP and also failed to get the STP upgraded by 31.12.2022 in compliance with the timeline and the sample from outlet in October (F-coli-1400) and January (BOD-37 and F-coli-26000) are beyond the prescribed limits. Hence, the project proponent has been given an opportunity of personal hearing before Worthy Chairman on 05.04.2023. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN"><span style="mso-spacerun: yes;"> </span>The STP was visited by undersigned on 01.03.2023 & 03.04.2023 and contacted Sh. Swarandeep Singh, JE, PSIEC (7888674728). During visit it was observed as under:</span></p>

As per the layout plan there are 201 industrial plots in Focal Point, Derabassi. </span></p>
