<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">The industry was previously granted consents to operate under the Water Act, 1974 & Air Act, 1981 dated 28.11.2018 (valid upto 31.03.2023) for production of Cold Rolled (C.R.) /Tempered steel strips @ 30,000 TPA, subject to the condition that the industry shall shift its site to the permissible industrial zone as per the provisions in "The Punjab Regional & Town Planning and Development (amended) Act, 2006" in case the site is not designated industrial zone in the Master Plan of Rampura Phul, as per the condition of CLU issued vide CTP, Chandigarh vide memo no. 2551 & 2559 dated 05.04.2011.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">The Regional Office has reported that the DTP, Bathinda vide its office letter dated 15.11.2021 has informed that the site of the industry falls in the local planning area of Rampura Phul and Master Plan of Rampura Phul has not been finalized yet however while finalizing the Master Plan, the case of the industry may be considered as per the Rules & Regulations. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">Previously, the industry was visited by the officers of the Board on 26.11.2022 and it was observed that the industry has installed following processes in its premises:-</span></p>
<p class="MsoNormal" style="text-align: justify;"><strong><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">1.<span style="mso-spacerun: yes;"> </span>Cold Rolling mills section</span></strong></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">03 cold rolling mills have been installed.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 1.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;"> </span><strong><span style="font-family: Tahoma, 'sans-serif';">2. Annealing furnace section</span></strong></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">05 no. annealing furnaces installed in which diesel is used as fuel. Adequate stack height has been provided alongwith along-with sampling arrangements.</span></p>
<p class="MsoNormal" style="text-align: justify;"><strong><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">3.<span style="mso-spacerun: yes;"> </span>Hardening & tempering section</span></strong></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">07 electrical operated heating furnaces have been installed for hardening and tempering the coils. Quenching oil is used for rapid cooling of the coils. The emissions generated from the heated quenching oil are arrested through hoppers and dispersed into the atmosphere through stacks.</span></p>
<p class="MsoNormal" style="text-align: justify;"><strong><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">4.<span style="mso-spacerun: yes;"> </span>Strip grinding section</span></strong></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">The industry has provided machines where cutting oil is used for strip grinding of the coils. There is no source of emissions from the machinery and the cutting oil being used is re-circulated in the process.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">It was observed during visit that the ETP provided was not in line, however the collection tank of the ETP was found filled with the effluent having oily content (the appearance of which was quite different from the cutting oil), to which the representative of the industry informed that the waste effluent is lying stored in the collection tank since long and assured to dispose of the same.<span style="mso-spacerun: yes;"> </span>He further informed that earlier the waste cutting oil was treated in the effluent treatment plant (ETP) however due to upgradation in the category of cutting oil, no waste effluent is generated from the process and the ETP is not in use.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">The matter was considered by the Competent Authority and accordingly advisory was issued to the industry vide Board's letter dated 27.01.2023 to ensure the compliance of the provisions of the Water Act, 1974 and to treat its effluent lying in the collection tank of the ETP, within 07 days, to which the industry vide its letter dated 02.02.2023 submitted that they have already treated the effluent and also submitted the photographs in the matter.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">Also, the industry was asked vide Board's letter no. 372 dated 27.01.2023 to ensure the compliance of MoEF&CC notification issued vide no. S.O.3250(E) dated 20.07.2022, wherein all the standalone re-rolling units or cold rolling units, which are in existence and in operation as on the date of this notification, with valid consent to establish (CTE) and consent to operate (CTO) shall apply online for grant of Terms of Reference followed by Environmental Clearance. The application for grant of ToR shall be made within a period of one year from the date of this notification.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">The industry vide its letter dated 02.02.2023 submitted that the MoEF&CC notification dated 20.07.2022 is applicable for the cold rolling stainless steel manufacturing units, however the industry is only processing carbon steel strips and not stainless steel.<span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">Now, the industry has applied for renewal of consents to operate under the Water Act, 1974 & Air Act, 1981.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">The industry was visited by the officer of the Board on 16.03.2023 and reported that the industry was in operation for production of cold roll/hardened tempered strips. No water used in the process and no generation of trade effluent. The ETP earlier installed by the industry was not in use. 2 DG sets of 1010 KVA each installed equipped with canopy and adequate stack height. Domestic effluent treated in septic tank and thereafter discharged onto land for plantation. </span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">In view of above, if approved, consents to operate under the Water Act, 1974 & Air Act, 1981 may be granted for a period upto 31.03.2028, subject to the specific condition that the industry shall shift its site to the permissible industrial zone as per the provisions in "The Punjab Regional & Town Planning and Development (amended) Act, 2006" in case the site is not designated industrial zone in the Master Plan of Rampura Phul, as per the condition of CLU issued vide CTP, Chandigarh vide memo no. 2551 & 2559 dated 05.04.2011.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">Competency: Chairman of the Board (Large/Red)</span></p> |
