File Note: <p>RO has reported that earlier, the industry was granted consent to operate under&nbsp;Water (Prevention &amp; Control of Pollution) Act, 1974 vide no. CTOW/Varied/ASR/2017/5533290 dated 23/06/2017, which is valid up to dated 31/12/2026&nbsp;and under Air (Prevention &amp; Control of Pollution) Act, 1981 vide no.&nbsp;CTOA/Varied/ASR/2017/5533228 dated 23/06/2017,&nbsp;which is valid up to dated 31/12/2026&nbsp;under Green Category&nbsp;for manufacturing of Industrial Packaging Material @ 448 Kgs/day by using Virgin Plastic Granules @ 450 Kgs/day.</p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Now, the industry has applied for varied consent to operate under Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981 under Orange Category for manufacturing of Printed Industrial packaging Material @ 448 Kgs/day by using&nbsp;Virgin Plastic Granules&nbsp;@ 450 Kgs/day, Thinner @ 10 Ltrs/day &amp; Ink @ 4 Kgs/day as Raw Materials. The industry has submitted the latest CA Certificate, site plan, land documents, affidavit regarding Proprietorship, DTP letter issued vide no. 1527 dated 24/08/2011 &amp; request letter etc.</p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry was visited by officer of this office on 28/03/2023 and observed as under:-</p> <p>1.&nbsp;&nbsp;&nbsp;&nbsp;The industry was in operation.</p> <p>2.&nbsp;&nbsp;&nbsp;&nbsp;The industry was previously engaged in the manufacturing of Industrial Packaging Material @ 448 Kgs/day by using Virgin Plastic Granules @ 450 Kgs/day and now the industry started manufacturing Printed Industrial packaging Material @ 448 Kgs/day by using Virgin Plastic Granules @ 450 Kgs/day, Thinner @ 10 Ltrs/day &amp; Ink @ 4 Kgs/day as raw materials as observed at the time of visit.</p> <p>3.&nbsp;&nbsp;&nbsp;&nbsp;The industry has installed 01 no. printing machine &amp; 02 no. extruders to manufacture industrial packing material.</p> <p>4.&nbsp;&nbsp;&nbsp;&nbsp;The industry has not installed any DG set inside the premises of the industry.</p> <p>5.&nbsp;&nbsp;&nbsp;&nbsp;During the visit it was observed that the industry was not manufacturing any single use plastic ban items.</p> <p>6.&nbsp;&nbsp;&nbsp;&nbsp;The industry was asked that bio-degradable plastic carry bags bearing its stamp were found in the market for which the representative of the industry told that he had made a small batch as sample to be send to CIPET for testing and was not manufacturing any carry bag.</p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;It is further intimated that the industry is complying with the provisions of Water Act, 1974 and Air Act, 1981 and SOPs framed for plastic industries. Further, the industry has not manufacturing any item falling under the single use plastic ban.&nbsp;</p> <p>RO has recommended that&nbsp;the Consent to operate under Water Act, 1974 and Air Act, 1981 be granted to the industry up to 30/09/2027 with suitable conditions along with special conditions that:-</p> <p>1)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry will comply with the SOPs framed for the Plastic industries by the CPCB.</p> <p>2)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry will&nbsp;not manufacture any item falling under the single use plastic ban.</p> <p>3)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry shall not manufacture and sell commercially any compostable or biodegradable plastic item without first getting registration from CPCB.</p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Keeping in view of above, may if approved the Consent to operate under Water Act, 1974 and Air Act, 1981 be granted to the industry up to 30/09/2027 with suitable conditions along with special conditions that:-</p> <p>1)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry will comply with the SOPs framed for the Plastic industries by the CPCB.</p> <p>2)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry will&nbsp;not manufacture any item falling under the single use plastic ban.</p> <p>3)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry shall not manufacture and sell commercially any compostable or biodegradable plastic item without first getting registration from CPCB.</p> <p>Competency (SEE Sir).</p>
