<p><span lang="EN-US"> </span><span lang="EN-US">Sir RO has reported that earlier, the consent to operate under Water (Prevention & control of Pollution) Act, 1974 & Air (Prevention & control of Pollution) Act, 1981 was granted vide online reference no. CTOW/Renewal/PKT/2022/18983907 & CTOA/Renewal/PKT/2022/18983894 dated 29/08/2022, which were valid upto 31/03/2023 respectively.</span></p>
<p><span lang="EN-US"> Now, the industry has applied for obtaining for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 through OCMMS in a totally paperless manner by uploading necessary documents as PDF.</span></p>
<p><span lang="EN-US">The industry has already deposited Rs. 68,900/- vide UTR No. BKIDN21224677200 dated 12/08/2021 & Rs. 55,050/- vide UTR No. BKIDN21224677654 dated 12/08/2021 as consent to operate fee under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, </span><span lang="EN-US">which is adequate upto 30/09/2026 including Rs. 3600/- as NOC regularization fee and Rs. 500/- as Form downloading fee against total gross value of fixed assets worth Rs. 59,23,324/- as on 30/06/2022.</span></p>
<p><span lang="EN-US">Earlier, a complaint was received against the industry regarding contamination of soil in nearby agriculture land due to spillage of transformer oil. The site was visited and the facts of the complaint were found true. Accordingly, direction u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 were issued for disconnection of electricity supply.</span></p>
<p><span lang="EN-US">Thereafter, the industry has applied for Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The site was visited by AEE. It was found that the industry had made adequate arrangement to stop the spillage of transformer oil. The CTOs were granted for short period upto 31/07/2022. Thereafter, the CTOs were again renewed upto 31/03/2023.</span></p>
<p><span lang="EN-US"> Now the industry has applied for renewal of CTOs. </span><span lang="EN-US">The site was visited on 27/03/2023 and it was observed as under:-</span></p>
<p><span lang="EN-US">1. </span><span lang="EN-US">The industry is engaged in the manufacturing of electric transformers and was not in operation during visit.</span></p>
<p><span lang="EN-US">2. </span><span lang="EN-US">The industry has constructed new impervious tank for the collection of rain water having spillage of waste oil. The industry has also provided oil and grease chamber before the tank to separate the oil from the water.</span></p>
<p><span lang="EN-US">3. </span><span lang="EN-US">The industry has also Installed spray paint machines and electrical oven for the paint on transformers.</span></p>
<p><span lang="EN-US">4. </span><span lang="EN-US">The hole earlier made in the boundary wall for disposal of waste water mixed with oil has been permanently plugged with brickwork.</span></p>
<p><span lang="EN-US">5. </span><span lang="EN-US">The industry has installed one no. D.G. set of capacity 75 KVA, which is provided with canopy.</span></p>
<p><span lang="EN-US"> The industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. It is further mentioned here that no sampling of the industry required to be carried out.</span></p>
<p>EE ZO has observed that the RO has not submitted the compliance of special conditions as imposed in the previous CTO under both Acts.</p>
<p>RO has replied as under:-</p>
<p>1. The industry has provided exhaust for control of spray paint emissions carried out in closed room.</p>
<p>2. No spray paint is carried out in open.</p>
<p>3. The D.G. set is of capacity 75 KVA only. The servicing is carried out rather sporadically. The little oil waste generated is used for lubrication purpose. Only 10-12 small transformers are manufactured daily. Spray paint is carried out only for painting outer body of transformers. Further, no significant paint sludge is generated due to which it is not feasible for executing agreement.</p>
<p>RO has recommended that the Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/09/2026 along with suitable conditions and electricity connection may be restored permanently. </p>
<p><span lang="EN-US">Keeping the above i</span>n view, it is recommended as under:-</p>
<p>1. The Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/09/2026.</p>
<p>2. Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 may be issued to restore the electric connection of the industry permanently.</p>
