GSR 571(E) dated 12/08/2021 has prohibited manufacturing, import, stocking, distribution, sale and use of SUP. The Govt. of Punjab, Department of Science Technology &amp; Environment, Chandigarh vide letter no. 10/140/2022STE-5/144 dated 06/06/2022 has issued instructions for execution of activities delineated in the Action Plan for phasing out Single Use Plastic (SUP) in the State of Punjab. Accordingly, the unit was visited on 30/06/2022 and found that the unit was engaged in manufacturing of Plastic Preform using fresh plastic granules, which are not covered under SUP prescribed under the notification issued vide no. 10/140/2022STE-5/144 dated 06/06/2022 by the Govt. of Punjab, Department of Science Technology &amp; Environment, Chandigarh. However, the unit was operating without obtaining NOC/Consents of the Board. The report was sent to Zonal Office, Amritsar for further necessary action. </span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-indent: 72.0pt; line-height: 18.0pt; background: white;"><span style="font-size: 11.5pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-language: EN-IN;">The SCN for violations of the provisions of the Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981 has issued to the industry vide Zonal Office letter no. 2835-37 dated 31/08/2022 to file objection in written within 15-days. The unit submitted the reply to the SEE, Zonal Office, Amritsar in reference to the SCN issued and submitted copy of the same in this office &amp; intimated that they were not aware about the consents of the Board and requested to guide for obtaining consents. </span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-indent: 72.0pt; line-height: 18.0pt; background: white;"><span style="font-size: 11.5pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-language: EN-IN;">Now, the unit has applied fresh consent to operate under Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981 for the manufacturing of the Pet Preform @ 750 Kg/day from Fresh Granules @ 800 Kg/day as raw material under Green Category.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-indent: 72.0pt; line-height: 18.0pt; background: white;"><span style="font-size: 11.5pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-language: EN-IN;">The project proponent has submitted various documents, which are enclosed along with the application, which may kindly be pursued.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-indent: 72.0pt; line-height: 18.0pt; background: white;"><span style="font-size: 11.5pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-language: EN-IN;">The project proponent has submitted report issued from ATP, MC, Batala vide letter no. 11 dated 02/01/2023 in which it has reported that as per notified Master Plan (2010-2031) of Batala the site of the industry falls under existing industrial zone and is permitted as per industry uniform zoning regulation guidelines.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-indent: 72.0pt; line-height: 18.0pt; background: white;"><span style="font-size: 11.5pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-language: EN-IN;">The industry has deposited Rs. 51200/- vide online UTR No. BARBX23083303604 dated 24/03/2023 and Rs. 47500/- vide online UTR No. BARBX23083299377 dated 24/03/2023 as consent to operate under Air (Prevention &amp; Control of Pollution) Act, 1981 and Water (Prevention &amp; Control of Pollution) Act, 1974 including Rs. 5000/- each as Penalty fee under VDS Scheme, Rs. 4200/- as NOC regularization fee and Rs. 500/- as application fee, which is adequate upto 31/12/2032 against the fixed assets of Rs. 86,39,811/- as per CA certificate submitted by the project proponent.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-indent: 72.0pt; line-height: 18.0pt; background: white;"><span style="font-size: 11.5pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-language: EN-IN;">Keeping in view of above, if approve, the consent to operate under Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981 and Water (Prevention &amp; Control of Pollution) Act, 1974 may be granted to the industry&nbsp;for a period upto 31/12/2032 without visiting the unit in the light of Head Office Order No. 59 dated 02/02/2016 for the manufacturing of the Pet Preform @ 750 Kg/day from Fresh Granules @ 800 Kg/day as raw material under Green Category, with the suitable conditions.</span></p>
