CTOW/Varied/RPN/2021/13944751 dated 02/02/2021 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/RPN/2021/13812438 dated 02/02/2021, both were valid upto 31/03/2023 for manufacturing of Ammonia @ 950 MTD, Urea @ 1450 MTD, Nitric acid @ 554 MTD, Methanol @ 67 MTD and Ammonium Nitrate @ 690 MTD as products and Sodium Nitrate @ 9 MTD as by-products subject to the suitable conditions and additional conditions as under:</span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif';">Now, the industry has applied for obtaining renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Ammonia @ 950 MTD, Urea @ 1450 MTD, Nitric acid @ 554 MTD, Methanol @ 67 MTD & Ammonium Nitrate @ 690 MTD as products and Sodium Nitrite @ 9 MTD & Sodium Nitrate @ 6 MTD as by-products.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif';">The industry has submitted a clarification letter regarding by-products changes dated 27.02.2023, wherein, it has mentioned that during issuance of certificate for varied consent, Sodium Nitrate @ 9 MTD has mentioned as by-product in the certificate. Whereas, the industry had applied for both Sodium Nitrite @ 9 MTD & Sodium Nitrate @ 6 MTD as by-products in the application form. Now, the industry has requested to change the by-products in the renewal application for consent to operate under both the Acts.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif';"> The industry has submitted the compliance of previous consent conditions, </span><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: Tahoma;">analysis report of samples collected by the Board, authorization letter</span><span style="font-family: 'Bookman Old Style','serif';"> and consent fee. The industry has also submitted the CA certificate of Rs. 1876.34 cr, dated 04.02.2023 with value of plant & machinery is of Rs. 1795.38 cr. The industry has submitted the clarification letter dated 27.02.2023 regarding change in cost of total assets from Rs. 1599.91 cr to Rs. 1876.34 cr, wherein, it has mentioned that the industry has considered the addition of GTG-HRSG plant in the financial year 2021-22 and whereas, the earlier increase in CA value at the time of varied consent was majorly due to start-up expenditure of AFCP. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif';">The industry has deposited Rs. 36,00,000/- vide UTR No. SBIN523030070417 dated 30.01.2023 & Rs. 36,00,000/- vide UTR No. SBIN523030078934 dated 30.01.2023 on account of Water & Air consent fee respectively and Rs. 2,82,000/- vide UTR No. SBIN323069363357 dated 10.03.2023 as NOC regularization fee for change in cost of total assets of the industry. As such, the fee deposited by the industry is adequate upto 31.03.2028 under the Water Act, 1974 and the Air Act, 1981 as per circulated dated 29.10.2018.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif';">The industry has attached reply to the special condition no. 1 raised during the varied consent regarding phasing out of coal fired boilers by adopting suitable technology into a time bound manner as under:</span></p>
<p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-indent: -18.0pt; line-height: 150%; mso-list: l4 level1 lfo3;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';">a.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif';">NFL Nangal Unit is having three nos. of pulverized coal-fired boilers each of capacity 117 MTPH steam and initially all three coal fired boilers were under continuous operation to meet the steam requirement of the plant. Phasing out of coal fired boilers started in the year 2012-13.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; line-height: 150%; mso-list: l4 level1 lfo3;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';">b.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif';">In the year 2012-13, Nangal unit installed Ammonia feedstock changeover project (AFCP) at an expenditure of Rs. 1500 cr by adopting steam methane reforming technology of M/s KBR which involves use of Natural Gas for Ammonia productions. Post AFCP, steam requirement is met by running two out of three coal fired boilers resulting in stoppage of one coal fired boiler. Also support oil being used in Boiler was replaced with support gas. AFCP not only improved plant efficiency but also reduced carbon footprints significantly.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; line-height: 150%; mso-list: l4 level1 lfo3;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';">c.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif';">During FY 2017-18, project of installation of GTG (Gas Turbine Generator) and HRSG (Heat Recovery Steam Generator) at an expenditure of Rs. 240 cr was approved to further improve the efficiency and cut down carbon emissions.</span></p>

Replacement of this last coal fired boiler with NG fired boiler is a major modification and involves comprehensive study of steam balance of entire complex integrating the outcomes of other energy saving schemes which are inter-linked and are presently at different stages of implementation.</span></p>

Tejinder Kumar, Deputy Managar was contacted. During visit, it was observed as under:</span></p>

As earlier, the industry was operating 02 no. coal fired boilers having capacity 117 TPH each and now, it is operating only 01 no. coal fired boiler of capacity 117 TPH after the commissioning of HRSG-GTG plant causing ash generation to be half the quantity. However, the industry claims it because the power of the pumps being un-changed.</span></p>

The formation of 4% slurry of 70 TPD of ash will require 1750 TPD i.e. around 72 m<sup>3</sup>/hour of water which will be compensated with 66 m<sup>3</sup>/hour of treated wastewater and remaining from the ash ponds decanted water.</span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif';">Further, it is pertinent to mention here that the industry has extended its bank guarantee of Rs. 5.00 lakhs vide no. 180127IBGP00055 which is valid upto 19.01.2024.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif';">From above, it is clear that the industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif';">It is further submitted that the industry has accumulated<span style="color: red;"> </span>the fly ash as well as pond ash in the new ash pond in an area of about 67 acres. The treated wastewater from the ETP is sent to the new ash pond and decanted wastewater from this new ash pond is taken back for formation of ash slurry in the steam generation plant.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif';">In view of above and the agenda generated, may if approved, it is recommended that consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be renewed upto 31.03.2028 for manufacturing of Ammonia @ 950 MTD, Urea @ 1450 MTD, Nitric acid @ 554 MTD, Methanol @ 67 MTD & Ammonium Nitrate @ 690 MTD <strong>as products</strong> and Sodium Nitrite @ 9 MTD & Sodium Nitrate @ 6 MTD <strong>as</strong> <strong>by-products</strong> subject to the suitable conditions and following special conditions as under:</span></p>
