It is submitted that the industry had granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/ASR/2018/7269493 and under Air (prevention & Control Act, 1981 vide no. CTOA/Renewal/ASR/2018/7227908 dated 10/05/2018, which are valid upto 31/03/2023 for dyeing of yarns and threads @ 2500 Mt/Year.             Now the industry has applied for obtaining NOC for expansion under the Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981. Details of the case are as under:- 1.    The industry has applied for obtaining NOC for expansion wherein the industry has proposed to add Dyed yarn @ 1850 Mt/Year, which in total will become Dyed Yarn @ 4350 Mt/Year. 2.    The industry has submitted a brief project report, wherein the proposed additional cost is Rs 1641.82, making total cost of the project @ Rs 4014.97 Crores. 3.    The industry has deposited Rs. 42,500 /- vide UTR No. 469204110 dtd 16/03/2023 (Rs 500/- as application form fee), which is adequate up to 31/03/2024. 4.    The industry has also submitted a feasibility report, wherein it has been mentioned that there will increase in the effluent discharge of 100 KLD, making total effluent discharge @ 750 KLD after expansion and it has been mentioned that the industry has already installed ETP of capacity 1500 KLD consisting of components Bar Screen – Equalization tank – coagulation & Floculation Tank – Primary Tube Settler – MBBR aeration tank – Secondary tube settler  sand filter – carbon filter – sludge drying bed- outlet. It has further proposed to install additional boiler of capacity 06 TPH to be operate on bio-fuel with multi cyclone followed by alkaline wetscrubber as APCD 5.    The industry has also submitted registry bearing certificate no.  IN-PB461800931470U dated 25.11.2022, wherein plot no. 29 focal point, 2850 Sq/m, Amritsar has been sold to Natraj Wooltex through Sh. Kamal Dalmia 6.    The industry has submitted record regarding fresh water intake and effluent at the outlet of ETP    The industry has already been visited by the officers of the Board on 23.01.2023 and it was observed as under:- 1.    The industry was in operation and is engaged in the cone dyeing of cotton & polyester yarn. 2.    The industry has installed ETP for treatment of its processing effluent based on physico-chemical followed by biological treatment. The ETP installed by industry was also in operation. during visit, effluent samples were collected from the outlet of the ETP and as per analysis report received from Board’s lab, the concentration of parameters were within the permissible limit as prescribed by the Board. Analysis report is also attached by the industry. 3.    The industry has 03 submersibles installed. All 03 borewells are provided with EMF meters. The industry is maintaining record of consumption of fresh water from all 03 borewells as per which the industry has consumed 1,54,505 KL of fresh water from 01/04/2022 to 22/01/2023. The EMF meter readings observed as under:- o    Borewell 1        :           181262.079 m3 o    Borewell 2        :           703420.950 m3 o    Borewell 3        :           695169.386 m3 4.    The industry has maintained record of ETP operation as per which the industry has discharged 1,41,926 KL in the period 01/04/2022 to 22/01/2023. As per the record, the fresh meter consumption viz-z-viz treated effluent discharged is proportional. 5.    The industry has provided sludge drying machine & has stored approx. 1235kg of sludge in 62 no. bags. The industry is also maintaining record of sludge generation & lifting, which is found in order. 6.    Further, earlier, the industry was also visited by this office on 30/09/2022 and effluent as well as emission samples were collected during visit. As per analysis report, the concentrations of various parameters in effluent as well as emission samples were within the permissible limit as prescribed by the Board. 7.    Now the industry has purchased adjacent plot bearing no. 29 wherein it will carry out the proposed expansion   The industry is complying with conditions of consent granted earlier under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 and has proposed to carry out expansion by including plot no. 29 in its existing premises and the pollution measures proposed by the industry are adequate. The expansion is being carried out in the designated industrial zone. <span lang="EN-US" style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-ansi-language: EN-US; mso-fareast-language: EN-US; mso-bidi-language: AR-SA; mso-bidi-font-weight: bold;">As  per MSME notification dated 26/06/2020, where the investment in plant and machinery or equipments does not exceed 50.0 Crore rupees and turn over does not exceed 250.0 Crore rupees, it is classified as Medium Enterprises, as the industry falls under Medium Enterprises.
