CTOW/Varied/LDH1/2018/7484481 dated 16.05.2018 valid upto 31.03.2023 & Air Act, 1981 vide no. CTOA/Varied/LDH1/2018/7484221 dated 16.05.2018 valid upto 31.03.2023 Hand Tools/Auto Parts @ 22 MTD. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 40.5pt;"><span style="font-family: 'Tahoma','sans-serif';">Now, the industry has applied for varied 'Consent to Operate' under Water Act, 1974 & Air Act, 1981, as the industry has now started finishing of hand tools by installing barrels and vibrators. The industry has also installed STP for the treatment of domestic effluent. The industry was visited by this office on 04.03.2023 & following observations were made:-</span></p>

D.G set of capacity 600 KVA and 380 KVA with stack and adequate height.</span></p>

<p class="MsoListParagraph" style="margin-left: 58.5pt; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The final disposal of the effluent is lifting by JBR technologies, Phase-5, focal Point, Ludhiana, for which industry is already having agreement, which it has made with JBR when the units was carrying out electroplating. The industry has provided STP for treatment of domestic effluent. No record regarding operation of STP has been maintained. Further, no record of extraction of ground water and effluent treated in STP has been maintained.</span></p>
<p class="MsoListParagraph" style="margin-left: 58.5pt; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">8.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">Lot of stagnation was observed near the hand tool finishing area. </span></p>
<p class="MsoListParagraph" style="margin-left: 58.5pt; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">9.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The representative could not give any satisfactory reply regarding reason behind that stagnation.</span></p>
<p class="MsoListParagraph" style="margin-left: 58.5pt; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">10.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The reason behind this stagnation can be unscientific disposal of effluent generated from finishing area where vibrator and barrels have been installed. Further, the industry has not mentioned any detail in application to the effect that how many times 1 lot of fresh water is re-used for finishing so that an idea can be made regarding consumption of fresh water per day.</span></p>
<p class="MsoListParagraph" style="margin-left: 58.5pt; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">11.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The sludge generated from the treatment area was also not being properly handled. The HWM application applied by the industry was returned, as industry failed to mention all application HW categories.</span></p>

<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif';"> In view of above, it is recommended that show cause notice for violation of the provisions of under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be issued to the industry.</span></p>
