| Clarification Note: |
During previous consent to operate applications, following clarifications were raised : 1. the industry is required to submit compliance of conditions of latest previous granted consents to operate under the Water Act 1974 and the Air Act 1981 and comprehensive point wise compliance of the special conditions mentioned therein. 2. The industry is required to submit feasibility report cum adequacy report of air pollution control device connected to the 08 no. reaction vessels of the yellow auramine manufacturing section regarding the achievement of specific emission standards in this regard in this section. 3. The industry is required to intimate regarding the installation of air pollution control device at the green malachite dye manufacturing section and accordingly the feasibility cum adequacy record of the same. 4. The industry is required to submit data regarding the operation of 02 no. HVS sampler machines installed in its premises for the past 03 months. 5. The industry is required to submit record of operation of ETP for treatment of effluent for the past 03 months alongwith the record regarding the operation of OCEMS connected to this ETP 6. The industry is required to submit compliance report regarding shortcomings as identified during the technical and environmental audit of the industry which has been conveyed to the industry by Punjab Pollution Control Board. 7. The industry is required to deposit adequate consent to operate fee under the Water Act 1974 and Air Act 1981. 8. The industry is required to submit compliance of the Directions issued by the Board u/s 33-A of the Water ACT 1974 and u/s 31-A of the Air Act, 1981. The industry was failed to submit reply to above clarification and accordingly consent applications were returned
Now the industry has again applied for obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 and after scrutinizing the application and reply of the previous observations it is observed as under:-
1. The industry is required to submit completion certificate of the Air Pollution Control Devices provided at the yellow dye manufacturing section and green dye manufacturing section. Further the feasibility cum adequacy report submitted by the industry does not mentions the emission standards to be achieved by the Air Pollution Control Devices
2. The industry is required to submit compliance report regarding shortcomings as identified during the technical and environmental audit of the industry which has been conveyed to the industry by Punjab Pollution Control Board.
3. The industry is required to submit data regarding the operation of 02 no. HVS sampler machines installed in its premises for the past 03 months.
4. The industry is required to deposit adequate consent to operate fee under the Water Act 1974 and Air Act 1981.
5. The compliance of specific conditions of the consent to operate submitted by the industry is not satisfactory, as such it is required to submit detailed compliance of specific conditions.
Clarify within 02 days.
