It is submitted that the subject cited industry is a small-scale unit engaged in the manufacturing of Card Board/ Handmade Papers @ 10 TPD by using Old waste paper, gunny bag, cutting prali @ 4 TPD, Paper Pulp @ 10 TPD as raw material and was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/PTA/2019/8896456 dated 26/04/2019, valid up to 30.06.2021 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/PTA/2016/4414314 dated 21/11/2016, valid up to 30.06.2021 subject to certain conditions mentioned therein.                       The industry was given personal hearing before the CEE of the Board on 31/01/2023 and it was decided as under: 1.        The industry shall obtain consent to operate under the Water (Prevention and Control of Pollution) Act, 1974, the Air (Prevention and Control of Pollution) Act, 1981 and authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 within 20 days, failing which, the proposed directions shall be confirmed without any notice. 2.        The Environmental Engineer, Regional Office, Patiala shall visit the industry to verify the contentions of the representative of the industry and to process the consent and authorization cases to be applied by the industry on merits immediately after receipt of the application. 3.        The Environmental Engineer, Regional Office, Patiala shall check whether M/s DSG Papers Pvt Ltd. and M/s Vishal Paper Industries have valid approval for giving their ETP Sludge to such Card Board manufacturing units and submit his report within 15 days. 4.        Further action, shall be taken after the receipt of report/recommendations from the Environmental Engineer, Regional Office, Patiala.                     The industry has applied for obtaining CTOs under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.                     On a visit to the area along the Jacob drain and Patiala Naddi, the industry was visited by the EE & AEE on 26/03/2023. During visit, it was observed as under: 1.     The unit was in operation and was engaged in the business of manufacturing of cardboard by using waste paper, gunny bags, prali as raw material. The parali & gunny bags are taken into the beater. The mixture from the beater is then taken to the pulping tanks, thereafter into the molding machines for production of cardboard. 2.     The industry has stored waste mill paper under the shed enclosed from 3 sides with impervious floor lining. The industry has provided a tank near the shed with pumping arrangement to take to leachate from the area into the re-circulation tanks. 3.     The industry has stored other waste raw material in open on Katcha land (photographs shown below). The process area is not surrounded by the boundary wall or fencing with proper slope, having periphery drainage and collection pit followed by channelization to re-circulation system. The representative of the industry informed that the work of boundary wall shall be completed in 1 month. It is apprehended that during rains the effluent generated from this area can enter the Jacob drain alongwith the waste material.   4.     The industry was found storing its sludge from the re-circulation tanks in open (outside the shed area). 5.     The industry was not found discharging any kind of wastewater into Jacob drain. 6.     The industry has not installed any D.G. set.                     From the above details, the industry is not complying with provisions of Water (Prevention and Control of Pollution) Act, 1974 and SOPs framed for utilization of paper sludge. The industry is not complying with all the decisions of hearing dated 31/01/2023.                      In view of above, may if approved, SEE, ZO-1, Patiala may be recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention & Control of Pollution) Act, 1981 may be refused.
