This unit falls on left side of Tajpur Road and also there are industrial establishment near this unit. As per the detail submitted by the industry maximum effluent generation from its machinery will be 191.4 KLD for 24 hours operation and the industry has applied for discharge of trade effluent into CETP @ 192 KLD.</span></p> <p class="MsoNormal" style="margin-left: .25in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">H)<span style="font: 7.0pt 'Times New Roman';">&nbsp; </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-bidi-font-weight: bold;">The industry has submitted that the after the shifting of entire machinery from above location to present new site the old unit namely </span><span style="font-family: 'Tahoma','sans-serif';">M/s Madan Dyeing &amp; Finishing Factory, J-1, Textile Colony, Industrial Area-A, Ludhiana will be closed permanently.</span></p> <p class="MsoNormal" style="margin-left: .25in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">I)<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry has also submitted share agreement of 348 KLD of CETP 50 MLD entered with M/s Punjab Dyers Association, Tajpur Road, Ludhiana on 01 July, 2022 for discharge of its proposed effluent into the conveyance system of CETP 50 MLD for this location. Further, as per the letter dated 22.07.2022 of PDA, Tajpur Road, Ludhiana supplied to the Board, this unit was considered in proposed dyeing unit at sr. no. 106 with allotted shares 348 KLD. Hence, this unit is already the member of CETP 50 MLD Tajpur Road, Ludhiana. </span></p> <p class="MsoNormal" style="margin-left: .25in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">J)<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry has proposed to install 01 boiler of capacity 8 TPH based on agro waste with FBC furnace and twin cyclone as APCD with adequate stack height. The industry submitted the feasibility report of its proposed APCD, which is principally adequate. However, the adequacy of the same will also be checked after the commissioning of the unit. </span></p> <p class="MsoListParagraph" style="margin-left: .25in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span lang="X-NONE" style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-font-weight: bold;"><span style="mso-list: Ignore;">K)<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp; </span></span></span><!--[endif]--><span lang="X-NONE" style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-font-weight: bold;">Further, some units have made the complaint regarding in judicial allotment of the shares by the PDA, Tajpur Road, Ludhiana, which is under process at Board and at Govt. Level. </span><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-US; mso-bidi-font-weight: bold;">T</span><span lang="X-NONE" style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-font-weight: bold;">he Competent Authority of the Board in office note 19582356 has also decided that no further CTE/CTO for any new/ expansion of dyeing units shall be given without permission of Head Office.</span></p> <p class="MsoNormal" style="margin-left: .25in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">L)<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">However, this is a shifting case and not expansion or new establishment after commissioning of this unit, old unit will be closed. Moreover, the shifting the above said unit will also contribute in segregation of significant quantity of the trade effluent from the Municipal sewers as already directed by the Govt. </span></p> <p class="MsoNormal" style="margin-left: .25in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">M)<span style="font: 7.0pt 'Times New Roman';">&nbsp; </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The site of the industry was visited by the AEE of this office on 31.03.2023 and it was observed as under:-</span></p> <ol style="margin-top: 0in;" start="1" type="1"> <li class="MsoNormal" style="text-align: justify; line-height: 150%; mso-list: l1 level1 lfo2;"><span style="font-family: 'Tahoma','sans-serif';">The unit is located at Tajpur Road, near M/s Komal Dyers. The construction work of the building is almost completed &amp; finishing work is under process. The work related to installation of the boiler was under process at site.</span></li> <li class="MsoNormal" style="text-align: justify; line-height: 150%; mso-list: l1 level1 lfo2;"><span style="font-family: 'Tahoma','sans-serif';">The conveyance line of CETP 50 MLD is already laid down in this area.</span></li> <li class="MsoNormal" style="text-align: justify; line-height: 150%; mso-list: l1 level1 lfo2;"><span style="font-family: 'Tahoma','sans-serif';">No dyeing machinery has been installed at site.</span></li> <li class="MsoNormal" style="text-align: justify; line-height: 150%; mso-list: l1 level1 lfo2;"><span style="font-family: 'Tahoma','sans-serif';">As per the MCL letter, site approved for industrial plot and at site also mostly there are industries establishment near this unit.</span></li> </ol> <p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif'; color: red;"><span style="mso-tab-count: 2;">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span></span><span style="font-family: 'Tahoma','sans-serif';">In view of the above, it is recommended that Consent to Establish NOC under the Water (Prevention &amp; Control of Pollution) Act, 1974 &amp; the Air (Prevention &amp; Control of Pollution) Act, 1981 for discharge of trade effluent @ 192 KLD &amp; domestic effluent @ 3 KLD through common outlet may be considered for grant for shifting their unit from J-1, Textile Colony, Industrial Area-A, Ludhiana to <span style="mso-bidi-font-weight: bold;">B-31, Jaiswal Complex Kakka Road, Tajpur Road, Ludhiana</span> with suitable condition and special condition that:-</span></p> <ol style="margin-top: 0in;" start="1" type="1"> <li class="MsoNormal" style="text-align: justify; line-height: 150%; mso-list: l2 level1 lfo3;"><span style="font-family: 'Tahoma','sans-serif';">The industry will not commission its unit without obtaining consents of the Board. </span></li> <li class="MsoNormal" style="text-align: justify; line-height: 150%; mso-list: l2 level1 lfo3;"><span style="font-family: 'Tahoma','sans-serif';">The industry will permanently closed its dyeing/ water polluting process operation at its existing site i.e. J-1, Textile Colony, Industrial Area-A, Ludhiana after the commissioning of this unit.</span></li> <li class="MsoNormal" style="text-align: justify; line-height: 150%; mso-list: l2 level1 lfo3;"><span style="font-family: 'Tahoma','sans-serif';">The industry will provide the common final single outlet for the discharge of domestic and trade effluent into the conveyance system of CETP 50 MLD.</span></li> <li class="MsoNormal" style="text-align: justify; line-height: 150%; mso-list: l2 level1 lfo3;"><span style="font-family: 'Tahoma','sans-serif';">The industry will install the online EMF meters at the inlet water source and at final outlet into the conveyance system of the CETP 50 MLD. </span></li> </ol> <p class="MsoListParagraphCxSpFirst" style="margin-bottom: 10.0pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 115%; mso-list: l2 level1 lfo3;"><!-- [if !supportLists]--><span lang="X-NONE" style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span lang="X-NONE" style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">The industry shall got conduct its trade effluent generation study from the GNE</span><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-US;"> before the commissioning of its unit</span><span lang="X-NONE" style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">.</span></p> <p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-indent: 0in; line-height: 115%; margin: 0in 0in 10.0pt .25in;"><strong><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-US;">(Competency: SEE, ZO-II, Ludhiana)</span></strong></p>
