The project proponent  had earlier applied for fresh Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974  and Air (Prevention & Control of Pollution) Act, 1981for manufacturing of LPG Regulatory @ 300000 Numbers/Day, Valve @ 300000 Numbers/Day by using Zinc 120 MT/Year, Brass 120 MT/Year as a raw material, which was refused vide no. CTOW/Fresh/SAS/2023/20743839 dated  24.01.2023 and CTOA/Fresh/SAS/2023/20740272 dated 24.01.2023 due to violations of the provisions of the Water (Prevention & Control of Pollution) Act, 1974  and Air (Prevention & Control of Pollution) Act, 1981. Now, the project proponent has again applied fresh Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974  and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of LPG Regulatory @ 300000 Numbers/Day, Valve @ 300000 Numbers/Day by using Zinc 120 MT/Year, Brass 120 MT/Year as a raw material along with requisite documents. The project proponent has submitted CA Certificate with the value of fixed assets of Rs. 76.98 lakh on 30.09.2022. Earlier, the project proponent has deposited Rs. 50,900/- vide R no. 717779619 dated 15.10.2022 under Water (Prevention & Control of Pollution) Act, 1974  and Rs. 33600/- vide R no. 636626343 dated 15.10.2022 under Air (Prevention & Control of Pollution) Act, 1981. After deduction of late fees, NOC regularization fees, the consent fee under Water Act, 1974 is adequate till 23.09.2025 and consent fee under Air Act, 1981 is adequate till 23.09.2027. The project proponent has submitted proof of date of commissioning is electricity bill and the connection date is 24.09.2021. The project proponent has submitted rent agreement made  on 17.12.2020 between Sh. Taranjit Singh and M/s Prabha Electronics Pvt. Ltd. The project proponent has submitted completion certificate of  APCD installed with 2 die casting furnance issued by Evapo Tech Technical services & consultants, Patiala along with dimensional drawing. The project proponent has submitted feasibility report, as per which the industry has employed 45 workers which will generate maximum of 1.125 KLD of domestic wastewater for which a septic tank is provided. Treated water from septic tank is proposed to be disposed off in in-house green area. Powder coating section is installed at site. Suspended particulate matter is generated during powder coating. The booth comes equipped with in built cyclone separate as air polluting  control devices to control emissions. Adequate stack will be installed. Shot blasting booth will be installed for the manufacturing process. Bag filter as air pollution control devise is in built by the supplied of the shot blasting machine. Adequate stack will installed. The project proponent has submitted CLU of the land from agricultural to industrial purpose (sheet metal and fabrication unit) in 1.125 acres (9 Kanal-0 Marla) in hadbast no. 363, khasra no. 46//13 (7-4) & 18(1-16) issued by Senior Town Planner vide letter no. 488-STP(S)/SS-II (GI) dated 06.05.2021. Further, the industry vide its letter dated 08.12.2022 has written to Senior town planner, Mohali for changing the industrial category from sheet metal and fabrication unit to LPG Regulators and Valves. But no letter from STP intimating that the category has been changed has been submitted by the industry along with the application. The project proponent has submitted MOA of the company as per which Sh. Sat Prakash Gupta, Smt. Rattan Prabha, Sh. Arvind Rastogi, Sh. Vinod Gupta, Sh. Tirlok Gupta, Sh. Rajinder Singh Bawa and Sh, Haribushan are the share-holders in the company. The project proponent has submitted affidavit as per which Sh. Pankaj Gupta s/o Sh. Sat Prakash Gupta is the MD of the company and responsible for the operations and all legal matters of the company and that their process of production requires phosphating as surface coating on the product/ materials and they undertake to say that our complete phosphating process/surface coating operation will be done from outside agency/outsourced. Therefore there will be no pollution in our industry due to this/ phosphating. The industry has not submitted analysis report of the stacks and has submitted that PPCB can take pollution sample of the APCD installed at our industry and we will pay an fee applicable for the same. The site of the industry was visited on 06.04.2023 and contacted Sh. Mangal, Supervisor (8968062908). During the visit, it was observed as under: 1.    The industry was in operation during the visit and is engaged in manufacturing of LPG self closed valve, LPG LOT Valve and LPG regulators. Another industry of the same prop. is also set up adjoining to the premises with the name M/s Salico Trading Co. Private Limited and their gates are connected from inside. The project proponent has applied for NOC of M/s Salico Trading Co. Private Limited recently. 2. The industry has installed brass rod cutting machine, 5 no. closed type electric fired furnace (heating the brass cut piece to 650-700 oC), 8 power presses, trimming machine, 2 no. shotblasting machines, 36 no. CNC machines for manufacturing of LPG self closed valve and LPG LOT Valve. The 2 no. shot blasts are provided with dust collector and stack of adequate height but not sampling provision & platform has been provided with the shot blast. 3. The industry has also installed 2 no. electricity & diesel fired die casting machines, power press, drill machines, powder coating booth and diesel fired baking oven.  The die casting machines were not in operation during visit. The industry has provided hood connected with common wet scrubber and chimney of adequate height with the 2 die casting furnace but the height of hood is at a height and hence its suction capacity may not be enough. The representative was advised to slide down the hood inorder to prevent spread of emissions in the processing area and to provide sampling provision & platform with the stack. The industry has provided cyclone followed by stack of adequate height with the powder coating booth and stack of adequate height with the baking oven. No sampling provision & platform has been provided with the powder coating booth and baking oven. 3. The industry has provided environmental data board outside the premises. The representative was advised to fill the data in the environmental data board. 4. The industry has installed DG set of 600 KVA with canopy and adequate height. 5. The industry was advised to make arrangement of septic tank along with arrangement for disposing off the same onto land for plantation. 6. The representative could not show copy of agreement made for disposal of hazardous waste zinc ash generating during melting of zinc sili in die casting furnace. Small amount of Solidified Zinc ash was found lying near the die casting furnace. 6. As per the area classification, the industry falls under FEZ zone as such industry can be allowed to operate. 7. No vibro machines were found lying in the premises of M/s Prabha Electronics but was found lying in the premises of M/s Sailco Trading. The representative informed that they are using detergent water in the vibrators for cleaning of oil on the regulators for effective bonding of paint. The representative was advised to install electric evaporator for the disposal of waste water generation from the vibrators and from the wet scrubber (when the water becomes dirty). In view of above, it is recommended that show cause-cause notice for the refusal of ‘consent to operate’ applied under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 with an opportunity of 10 days to submit reply may be given to the industry.
