CTOA/Renewal/SGR/2022/19570683 dated 01/09/2022, for manufacturing of Sorted raw rice (with dryer) @ 3.0 TPH by processing of Paddy @ 4.5 TPH as raw material under orange category for short time period i.e. upto 30/09/2023, with certain conditions mentioned therein and special condition that the rice sheller shall get its APCD monitored from Board’s lab & shall submit analysis report to the Board within two month, after commissioning of the unit in the coming season, as during last stack emission sampling carried out by the Board, the concentration of various parameters of APCD attached with dryer section was found beyond the permissible limits prescribed by the Board.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 0cm; text-align: justify; text-indent: 76.5pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: 'Verdana',sans-serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d; background: white; mso-font-kerning: 0pt; mso-ligatures: none; mso-fareast-language: EN-IN;">Now, the industry has applied for renewal of consents to operate under Water Act, 1974 and the Air Act, 1981 for production of Sorted Raw Rice (with Dryer) @ 3.0 TPH by processing of Paddy @ 4.5 TPH as raw material under orange category, the rice sheller has submitted compliance report of the conditions of the consent earlier granted to it under the Water Act, 1974 and the Air Act, 1981.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 0cm; text-align: justify; text-indent: 76.5pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: 'Verdana',sans-serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d; background: white; mso-font-kerning: 0pt; mso-ligatures: none; mso-fareast-language: EN-IN;">The fee (Rs. 36,500/- Vide UTR No. 355070058 dated 30/09/2021) already deposited by the industry under the Air Act, 1981, against the value of assets of Rs. 67.05 lacs as per CA certificate dated 31/03/2022, is adequate upto 30/09/2030.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 0cm; text-align: justify; text-indent: 76.5pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: 'Verdana',sans-serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d; background: white; mso-font-kerning: 0pt; mso-ligatures: none; mso-fareast-language: EN-IN;">It is further informed that the latest CA certificate submitted by the industry shows that there is no increase in the value of fixed assets of the industry as compared to the last CA certificate submitted by the industry in the Board. </span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 0cm; text-align: justify; text-indent: 76.5pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: 'Verdana',sans-serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d; background: white; mso-font-kerning: 0pt; mso-ligatures: none; mso-fareast-language: EN-IN;">The industry has submitted air emission sampling report, which shows that it has got analysed its stack emission sample of shelling section from NABL approved Lab i.e. Eco Paryavaran Laboratories & Consultants Pvt. Ltd., Mohali. The concentration (232 mg/Nm3) of SPM of APCD attached with shelling section is found within the permissible limits prescribed by the Board. </span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 0cm; text-align: justify; text-indent: 76.5pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: 'Verdana',sans-serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d; background: white; mso-font-kerning: 0pt; mso-ligatures: none; mso-fareast-language: EN-IN;">However, as per the condition imposed by the Board, the industry has not got analysed its stack emission samples of shelling section as well as of dryer section from the Board’s Lab.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 0cm; text-align: justify; text-indent: 76.5pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: 'Verdana',sans-serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d; background: white; mso-font-kerning: 0pt; mso-ligatures: none; mso-fareast-language: EN-IN;">The rice sheller has also submitted compliance report of the conditions of the consent earlier granted to it under the Air (Prevention & Control of Pollution) Act, 1981 and an undertaking to the effect that the rice sheller is complying with the conditions of the consents earlier granted to it. The industry has submitted an undertaking that they will comply with the guidelines/ notification of the Punjab Pollution Control Board/ Punjab Govt. regarding installation of bag filter. The industry has also submitted the compliance report of conditions of the consents earlier granted to it under the Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 0cm; text-align: justify; text-indent: 76.5pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: 'Verdana',sans-serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d; background: white; mso-font-kerning: 0pt; mso-ligatures: none; mso-fareast-language: EN-IN;">It is pertinent to mention here that the Board vide Office Order No. 59 dated 09/08/2014 has decided to grant auto renewal of Consent to Operate/ Establish to Orange & Green Category of Industries within 7 days of its application submission without the need of visiting the site/ premises of the industry, in order to facilitate the industry.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 0cm; text-align: justify; text-indent: 76.5pt; line-height: normal; background: white;"><span style="font-size: 11.5pt; font-family: 'Verdana',sans-serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d; background: white; mso-font-kerning: 0pt; mso-ligatures: none; mso-fareast-language: EN-IN;">Keeping in view of above mentioned facts, it is, therefore, recommended that consent to operate under the Air Act, 1981 granted to the industry, may further be renewed for short time period i.e. upto 31.12.2023 for the production of Sorted raw rice (with dryer) @ 3.0 TPH by processing of Paddy @ 4.5 TPH, as raw material, subject to the suitable conditions as per the policy of the Board and special condition that the industry shall get its APCD monitored from Board’s lab & shall submit analysis report to the Board within two month in the coming season.</span></p>
