The project proponent has applied online for obtaining fresh ‘Consent to Establish’ (NOC) from pollution angle for the establishment of ‘Food and confectionery products manufacturing plant’ at Mega Food Park, Ladhowal (established by Punjab Agro Industries Corporation Limited), Tehsil Ludhiana West, District Ludhiana for manufacturing of bakery and confectionary products @ 08 TPD. The details are as under:- 1.    The project proponent has deposited Rs. 8400/- vide online receipt No. N069232366393022 dated 10.03.2023 as NOC fee for the project cost of Rs. 1.65 crores, which is adequate for one year under orange category. 2.    The project proponent has submitted project report proposing to establish Food and confectionery products manufacturing plant for manufacturing of bakery and confectionary products @ 08 TPD. 3.    The Punjab Agro Industries Corporation Limited has allotted plots no. 23B-2 measuring 771.82 Square Yards in Mega Food Park, Ladhowal to the project proponent vide their letter no. PAIC/PJD/MFP/107-112 dated 21.08.2020 for 99 years of lease hold. 4.    As per application form, total quantity of effluent generation will be 03 KLD (2.5 KLD from process and 0.5 KLD domestic). 5.    The project proponent has submitted permission from PAIC regarding discharge of treated water at CETP of Mega Food Park issued by PAIIC vide no: PAIC/MFP/2023/Gamut-1/244-46 dated 27.02.2023. As per permission, total quantity of effluent allowed at CETP is 03 KLD (2.5 KLD from process and 0.5 KLD domestic). Characteristics of effluent allowed at CETP Mega Food Park is pH = 6.5-8.5, BOD less than 1500 mg/l, COD less than 3000mg/l, TSS less than 800 mg/l and Oil & Grease less than 100 mg/l. PAIC in above referred permission has clarified that <span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-ansi-language: EN-IN; mso-fareast-language: EN-IN; mso-bidi-language: PA;">if the parameters of effluent fall outside the inlet limits of CETP, the industry shall install its own primary treatment facility to achieve inlet standards of CETP. 6.    The project proponent has proposed to install a Diesel fired baby boiler of capacity 0.1 TPD only. There is no other source of air pollution from process. 7.    The project proponent has proposed to install one D.G. set of capacity 50 KVA equipped with canopy and stack of adequate height. 8.    Estimated solid waste generation will be about 40 kg/day. The PAIC has granted permission vide no: PAIC/MFP/2023/Gamut-1/244-46 dated 27.02.2023 regarding discharge of solid waste at Solid Waste Processing plant of CETP Mega Food Park. 9.    The project proponent has submitted list of directors and as per this list, Sh. Vishal Arora and Deepali are directors of the firm. Keeping in view of above, it is recommended that the application of project proponent for obtaining ‘Consent to Establish’ (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for establishment of ‘Food and confectionery products manufacturing plant’ for manufacturing of bakery and confectionary products @ 08 TPD may be granted for one year. A)   The industry shall comply with all the conditions imposed by PAIC vide letter no: PAIC/MFP/2023/Gamut-1/244-46 dated 27.02.2023. B)   The industry shall strictly comply with inlet standards of CETP as prescribed by PAIC vide letter no: PAIC/MFP/2023/ Gamut-1/244-46 dated 27.02.2023. C)   If the parameters of effluent fall outside the inlet limits of CETP, the industry shall install its own primary treatment facility to achieve inlet standards of CETP. D) The industry shall dispose off its bio-degradable solid waste at Solid Waste Management Plant of PAIC at Mega Food Park, Ladhowal. E) The industry shall install electromagnetic flow meter at its outlet before commissioning of the plant. Competency: The Senior Environmental Engineer,  Zonal Office - II, Ludhiana.
